LISBON — In Columbiana County Municipal Court, Troy A. Hughes, 53, East Third Street, Salem, was fined $1,450 and sentenced to 183 days in jail, with 120 days suspended and credit for nine days served, leaving 54 days to serve for merged charges of operating a vehicle impaired, plus driving under suspension. He also was ordered to serve an additional 30 days in jail for a probation violation for a 2025 OVI case, bringing his total jail time to 84 days to be served. His driver’s license was suspended for six years and he was ordered to complete 40 hours community service.
A status conference hearing was set July 29 for Bruce A. Whittaker, 67, Bill Smith Road, Wellsville, charged with OVI first offense, OVI breath first offense and traffic control devices.
Richard Parks Putnam Jr., 52,, Warren, was fined $1,000 and sentenced to 90 days in jail, with 83 days suspended, leaving a balance of seven days to serve for OVI. His driver’s license was suspended for two years, with driving privileges granted.
Lionel S. Ackerman, 37, Poland, was fined $1,065 and sentenced to 180 days in jail, with 177 days suspended, for physical control amended from OVI. Upon completion of a driver intervention program, he’ll receive credit for three days served and $500 of the fine will be suspended. He was ordered to complete 20 hours community service. Another OVI and a traffic control devices charge were dismissed. His driver’s license was suspended for one year, with driving privileges granted.
Chad D. Fowler, 40, Salem Grange Road, Salem, was fined $1,065 and sentenced to 180 days in jail, with 177 days suspended, for physical control amended from OVI. Upon completion of a driver intervention program, he’ll receive credit for three days served and $500 of the fine will be suspended. He was ordered to complete 20 hours community service and his driver’s license was suspended for one year.
A pretrial was set July 6 for Keila Lashelle Sine, 35, McDonald Street, East Liverpool, charged with driving under suspension.
A pretrial was set June 24 for Dustin P. Wells, 34, East Chestnut Street, Lisbon, charged with headlights required.
A pretrial was set June 24 for Bobbi Jo Ann Wilson, 26, Adams Road, Rogers, charged with driving under suspension.
A pretrial was set June 10 for Cassie Johnson, 50, Carrollton, charged with speeding.
Cartagena Lee Young, 46, Murrieta, Calif., was fined $300 for speeding and driving under suspension.
A pretrial was set June 24 for Valarie Ann Nash, 55, Massillon, charged with speeding.
Jeff A. Daugherty, 57, state Route 45, Lisbon, was fined $150 for illegal plates and driving under suspension.
Jaydin Isaiah Delauder, 22, Pennsylvania Avenue, East Liverpool, was fined $250 and sentenced to three days in jail for driving under suspension. A charge of expired registration was dismissed.
Kaitlin Hotel, 39, Canonsburg, Pa., was fined $20 for speeding.
Kelly White, 46, West Fifth Street, Salem, was ordered to pay costs only for lighted lights amended from driving under suspension.
Jeffrey L. Zalick, 67, Macklin Road, New Waterford, was fined $50 for lighted lights amended from driving under suspension.
Grand Jury
LISBON — The Columbiana County Grand Jury last week issued several open indictments after a one-day session.
–Britania B. Brown, 44, Toronto, illegal conveyance or possession of a deadly weapon or dangerous ordnance in a school safety zone, a fifth-degree felony, for allegedly having a knife out at the Utica Shale Academy, Salineville on Jan. 14. A police affidavit filed in county Municipal Court said she admitted to having a knife open while in the presence of a school teacher while at the school and had the knife in her possession. She had been found competent after a psychological evaluation and then her case was bound over to the grand jury.
— William Ronald Payton, 21, Wilbert Avenue, East Liverpool, two separate indictments, one for two counts of fourth-degree felony assault and misdemeanors of domestic violence and resisting arrest for an incident March 25 in East Liverpool. Payton was being taken into custody for domestic violence when he started allegedly pulling away from officers and was tased twice, then continued resisting officers, charging at an officer and also kicking an officer in the stomach. The other case was for fifth-degree felony assault for allegedly striking a corrections officer in the face multiple times while he was an inmate at the county jail in Lisbon on April 2.
–Justin A. Gibbs, 39, Cleveland Street, Salem, fourth-degree felony domestic violence for allegedly striking a woman in the face several times and striking her in the back of her ear on March 25 in Salem.
— Sean M. Zett, 40, Ravenna, grand theft of a motor vehicle, a fourth-degree felony, for allegedly stealing a 2024 Ford F-150 Raptor from Tri-State Ford in East Liverpool on Jan. 17 under the ruse of identifying himself under a different name and taking the vehicle for a test drive and to his mechanic.
–Fredrick Judd Webb, also known as Judd, 48, Van Buren Avenue, Salem, fifth-degree felony fraudulent actions concerning a VIN, with a specification for forfeiture of property for allegedly knowingly possessing a vehicle without a VIN tag (vehicle identification number) or title on Oct. 13, 2025 in Perry Township, with the titled owner, A Vino Auto Sales LTD, providing a copy of the title for the vehicle and written statements that the vehicle had a VIN tag on it when it left the car lot, an affidavit said.
–Nicholas S. Faulk, 36, Youngstown, third-degree felony failure to comply with an order or signal of a police officer for allegedly fleeing from a traffic stop in Lisbon on Feb. 21.
–Drake Timothy Martin, 19, Kelly Avenue, East Liverpool, third-degree felony failure to comply with an order or signal of a police officer for allegedly fleeing from an attempted traffic stop while operating a motorcycle in East Liverpool on March 25.
–Brian C. Pike, 41, Pittsburgh, Pa., third-degree failure to comply with an order or signal of a police officer, and misdemeanors of driving under suspension and operating a motor vehicle bearing an invalid license plate or identification for allegedly fleeing from an attempted traffic stop on state Route 11 in Elkrun Township on Jan. 23, leading a trooper on a high speed chase for several miles, then crashing and fleeing on foot and being taken into custody.
