LISBON — In Columbiana County Municipal Court, a case against Ronald L. Keller, 52, Summit Street, Salem, was bound over to the county grand jury for receiving stolen property, a fifth-degree felony, for driving a stolen vehicle in Salem on April 6 when officers conducted a traffic stop.

A preliminary hearing was set May 20 for Kim Scott Weekley, 61, Hilltop Drive, Lisbon, charged with failure to verify residence address, a fifth-degree felony, for allegedly failing to verify his address for the sex offender registration in February.

A pretrial was set July 1 for Corbin Paul Schmeltz, 19, East Taggart Street, East Palestine, charged with domestic violence for allegedly shoving a woman to the floor and stomping on her back several times during an incident April 27 in East Palestine.

Robert E. Wiseman Jr., 41, Mogadore, was fined $150 for disorderly conduct amended from assault for an incident Feb. 14 at the Foundry in Salem when he grabbed a woman by the arm and yanked it backwards after she bumped into him, then punched a man in the face who came to her defense.

A pretrial was set June 30 for Chris Charles Woolley, 39, Vine Street, East Liverpool, charged with disorderly conduct-presence of emergency facility person for allegedly being intoxicated and starting an altercation in East Liverpool on April 27, then leaving and returning and starting another altercation and failing to comply with police officer commands.

Joseph R. Crowder, 37, Ravenna, was fined $750 and sentenced to 90 days in jail, with 88 days suspended and credit for two days served, for engaging in prostitution and possessing criminal tools. He was ordered to complete 20 hours community service and an education course. Crowder responded to an undercover ad on a known prostitution website and arranged for sexual activity with a woman in exchange for money, then traveled to East Palestine on Feb. 24 for the meeting with the phone used to make the arrangements in his possession.

A charge of violation of chapter, rules against Norma J. Hendricks, 72, Seligman, Mo., was dismissed because the violation for a failing septic system had been remedied. An order to comply with the rules had been issued Oct. 29, 2018 by the Columbiana County Health District for a Columbiana County property.

Sarah Kathryn Androlia, 22, Darlington, Pa., was fined $1,315 and sentenced to 180 days in jail, with 177 days suspended, for merged charges of operating a vehicle impaired, a headlights violation, improper/expired registration and attempted possession. A charge of marijuana possession was dismissed. She’ll receive credit for three days served and $500 of her fine will be suspended for completion of a driver intervention program. She was ordered to complete 40 hours community service and her driver’s license was suspended for one year, with driving privileges granted. During the traffic stop on Nov. 12, 2025 in East Palestine, she allegedly possessed a plastic baggie of suspected psilocybin mushrooms and a marijuana bowl.

Pamela R. Webb, 66, Hillcrest Road, Wellsville, was fined $1,265 and sentenced to 180 days in jail, with 174 days suspended, for OVI, marked lanes, drug paraphernalia and possession of a schedule 4 substance. She must serve three days in jail. She will receive credit for another three days and have $500 of her fine suspended for completion of a driver intervention program. Her driver’s license was suspended for two years, with driving privileges granted, and she was ordered to complete 40 hours community service. During a traffic stop on Nov. 17, 2026 in Liverpool Township, she possessed a black digital scale and a paper fold containing crushed alprazolam.

A pretrial was set June 22 for Christopher J. Blanton, 34, Alabama Avenue, Sebring, charged with illegal use or possession of drug paraphernalia for allegedly possessing a pipe for the smoking of dangerous drugs during a traffic stop on Feb. 9 in Salem.

All charges against Krista L. Pipes, now known as Barton, 34, Thompson Avenue, East Liverpool, were dismissed. She had been accused of three housing code violations, including one for exterior protection, for alleged issues with her home on Thompson Avenue, East Liverpool.

A pretrial was set June 15 for Lance M. Morris, 39, Hilltop Drive, Lisbon, charged with illegal use or possession of drug paraphernalia and a turn signal violation. On April 27 in Salem during a traffic stop, he allegedly possessed two filters for smoking and use with dangerous drugs.

A motion hearing was set July 1 for Emily Ferris, 27, McClure Road, East Palestine, charged with OVI first offense, OVI breath first offense and reasonable control.

A pretrial was set July 1 for Justin Lee Randolph, 32, Desellem Road, Lisbon, charged with OVI second offense, OVI second offense breath and marked lanes.

Marquez Joseph Buckenheimer, 27, Industry, Pa., was fined $630 for driving while texting, no seat belt, three counts driving under suspension and two counts speeding.

A pretrial was set June 29 for Justin Ramsey, 30, North Lima, charged with driving under suspension and one way traffic.

A pretrial was set May 18 for Gary Wayne Michael, 30, Bradshaw Avenue, East Liverpool, charged with speeding.

A pretrial was set June 3 for Timothy Neal Jr., 24, West Pine Street, Lisbon, charged with driving under suspension.

A pretrial was set July 1 for Kevin Neely, 44, state Route 45, Lisbon, charged with failure to stop after an accident and driving under suspension.

A pretrial was set June 1 for Jamaar C. Pullie, 38, First Street, Wellsville, charged with driving under suspension.

Brian K. Read, 44, Washington Street, Lisbon, was fined $100 for no license second or more.

Michael D. Bruce, 30, South Broadway Avenue, Salem, was fined $250 for driving under suspension. Review hearings were set July 28 after he was found in violation of his probation for two OVI cases from 2022.

Andrew J. Smith, 40, Beard Road, New Waterford, was fined $200 for no license amended from driving under suspension.

Frederic Leroy Springer, 24, North Shadylane Drive, East Liverpool, was fined $100 for peeling tires.

Sebastion James Powell, 25, Jersey Ridge Road, Salem, was ordered to pay court costs only for lighted lights amended from reasonable control.

Grand Jury

LISBON — David J. Brown, 46, Cleveland, was served Tuesday with a secret indictment issued by the Columbiana County Grand Jury for nonsupport of dependents, a fifth-degree felony, for allegedly failing to pay child support from Feb. 11, 2024 to Feb. 8, 2026.

Court News

LISBON — A Hammondsville man accused of assaulting a woman and making threats was ordered evaluated for sanity.

Avery D. Lee, 40, will be evaluated by the Forensic Psychiatric Center of Northeast Ohio, with a status hearing set for May 8 before Columbiana County Common Pleas Court Judge Scott Washam.

Charges against Lee include fourth-degree felony strangulation, third-degree felony intimidation of an attorney, victim or witness in a criminal case and two counts of misdemeanor domestic violence for allegedly putting a woman in a headlock causing her to suffocate from Feb. 24, 2025 to Feb. 26, 2025 in Lisbon. The victim was also allegedly punched, her head was slammed into the floor and she was stabbed in the left arm with a sharpened metal nail file and Lee allegedly made threats against a family member of the woman.
