LISBON — In Columbiana County Municipal Court, cases against Jason N. Hartsough, 48, state Route 558, New Waterford, were bound over to the county grand jury for second-degree felony kidnapping and misdemeanors of assault and aggravated menacing for allegedly kidnapping a woman from the parking lot of Small Wonders Daycare in Columbiana and causing her to believe he would cause her serious physical harm by forcing her to a secluded area against her will while armed with a pistol.

The Columbiana police affidavit said the victim was allegedly forced into the back of Hartsough’s truck when she arrived for work at the daycare at 5 a.m. April 6. She allegedly texted coworkers at 6:30 a.m. “911,” “Jason” and “Help.” Her car was found at the daycare with the keys nearby and flowers strewn about the ground. While police were coordinating with the county Sheriff’s Office for a suspected person who had an alleged turbulent history with the victim, the Sheriff’s Office reported the victim called 911 from Lusk Lock Road, south of Middle Beaver Road. The victim gave a statement about being forced into the back of the truck and finding an axe in the back during the drive and unsuccessfully used it to fight off the defendant at the scene and tried to wrestle a pistol away from the defendant.

A pretrial was set April 29 for Mark A. Oiler, 24, Minerva Street, East Liverpool, charged with two counts of aggravated menacing for allegedly sending a threatening text message to a man, threatening to shoot him and everyone in the household in Wellsville on April 9. On March 22, he allegedly threatened to shoot a woman in Wellsville via threatening messages. He was fined $75 for no license.

Justin W. Ingledue, 37, Fairfield School Road, Columbiana, was restored to competency and ordered to pay costs only for charges of resisting arrest, obstructing official business and disorderly conduct. He was sentenced to 116 days in jail, with credit for 116 days served, for all three counts plus for violating his probation for a 2024 domestic violence case. Ingledue was accused of jumping in front of oncoming traffic on South Broadway Avenue in Salem on Dec. 19, 2025, attempting to walk away from officers telling him to calm down and grabbing a pink umbrella and swinging it at officers.

Daniel B.M. Widger, 49, West Sixth Street, Salem, was sentenced to 120 days in jail, with credit for four days served, leaving a balance of 116 days still to serve for violating the terms o his probation for a 2024 case of assault and aggravated menacing. He was also ordered evaluated for competency by the Forensic Psychiatric Center of Northeast Ohio for charges of assault and obstructing official business for allegedly punching a woman in the face and then refusing to give police his name or social security number, telling officers he was Mickey Mouse on March 31 in St. Clair Township.

Logan Andrew Elliston, 35, Hubbard, was fined $1,125 and given a suspended 180-day jail term for physical control amended from operating a vehicle impaired, engaging in prostitution and possessing criminal tools. Another OVI charge was dismissed. His driver’s license was suspended for one year, with driving privileges granted. He was ordered to complete a prostitution prevention course. He was accused of responding to an undercover ad on a known prostitution website of two women and arranging for sexual activity with the women in exchange for $250, then traveling to East Palestine on April 26, 2025 for the meeting with the phone used to make the arrangements in his possession.

David Joseph Kelsey, 47, Cookeville, Tenn., was fined $850 and given a suspended 90-day jail term for engaging in prostitution, possessing criminal tools and drug paraphernalia. He was ordered to complete 20 hours community service and a prostitution prevention course. Kelsey responded to an undercover ad on a known prostitution website and arranged for sexual activity with a woman in exchange for $140 and methamphetamine, traveling to East Palestine on Feb. 13 for the meeting with the phone used to make the arrangements in his possession, along with meth pipes and meth.

A status conference hearing was set June 29 and a jury trial was set July 9 for Tanner Baldwin Shawl, 40, Finleyville, Pa., charged with engaging in prostitution, possessing criminal tools and drug paraphernalia for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual activity with a woman in exchange for $80, then arriving in East Palestine on Nov. 14, 2025 for the meeting. He also possessed an alleged item for smoking crack cocaine.

A status conference hearing was set June 17 and a jury trial was set July 2 for Cassandra L. Goddard, 39, Southeast Boulevard, Salem, charged with sexual imposition for allegedly coming to the Chipotle restaurant in Salem off the clock while intoxicated and grabbing another woman’s breasts, a coworker, making her uncomfortable on Oct. 8, 2025.

Ebony Monet Hill, 34, Canton, was fined $500 and sentenced to 180 days in jail, with 177 days suspended and credit for three days served, for soliciting, possessing criminal tools and open container. She was ordered to complete 30 hours community service and a prostitution prevention course. Hill was accused of posting an ad on a known prostitution website offering sex for hire and arranging for sexual activity with an undercover agent in exchange for money, traveling to East Palestine on Dec. 31 for the meeting. She was driven to the site by another woman. An open bottle of tequila was found in the vehicle.

Satorie My Joy Denson, 37, Akron, was fined $350 and sentenced to 30 days in jail, with 29 days suspended and credit for one day served, for complicity to aid and abet another in the offense of solicitation and open container. She was ordered to complete 30 hours community service and a prostitution prevention course. Denson drove another woman to a sex for hire meeting in East Palestine on Jan. 31 and received gas money from the other woman. An open bottle of tequila was in the vehicle.

Ronald L. Grey, 43, Lincoln Street, Calcutta, was fined $450 and sentenced to 180 days in jail, with 160 days suspended and credit for four days served, leaving a balance of 16 days to serve in jail for two counts of violate temporary protection order and one count assault. He was ordered to complete 20 hours community service. Gray was accused of yelling profanities at a protected person in St. Clair Township on Sept. 6, 2025. On Aug. 20, 2025, he yelled at the protected person in St. Clair Township. On May 12, 2025 in St. Clair Township, he punched a neighbor and a fight ensued on the ground.

A pretrial was set May 18 for Joshua R. Greene, 41, Rostraver Township, Pa., charged with violate protection order for allegedly sending threatening messages to a protected person on March 6 in Salem.

A pretrial was set April 29 for Joshua W. Francis, 44, Park Avenue, East Liverpool, charged with violation of a protection order for allegedly being near a protected person’s residence in East Liverpool and asked another person where she was and asked to talk to her on March 21, 2025.

Cameron Allen Morris Davis, 26, Main Street, Wellsville, was fined $1,465 and sentenced to 180 days in jail, with 176 days suspended and credit for one day served, for failure to comply amended from a felony to a misdemeanor, operating a vehicle impaired and a stop sign violation. He will receive credit for three days served and have $500 of the fine suspended for a driver intervention program. His driver’s license was suspended for one year, with driving privileges granted. He was ordered to complete 40 hours community service. A charge of reckless operation was dismissed. On March 1 in East Liverpool, he fled from an officer attempting a traffic stop on him.

Tricia A. Watson, 42, Jones Drive, Salem, was sentenced to 90 days in jail, with credit for 12 days served, leaving a balance of 78 days still to served for violating the terms of her probation for a 2025 case of theft and a 2024 case of disorderly conduct and obstruction of official business.

Megan Lynn Stamp, 26, Whinnery Road, Hanoverton, was fined $150 for disorderly conduct amended from assault. She was accused of assaulting a man after an argument on Feb. 6 in Hanover Township.

A pretrial was set June 10 for Thomas Glen Reed, 38, St. Clair Avenue, East Liverpool, charged with theft for allegedly stealing a generator out of the Calcutta Walmart on March 24.

James H. Wilkes, 50, Stagecoach Road, East Liverpool, was fined $150 for theft for stealing a kerosene heater valued at $278 from Busy Beaver in Calcutta on Feb. 5.

A pretrial was set June 16 for Jesse J. Barber, 18, Salem Unity Road, Salem, charged with criminal trespass for allegedly trespassing and being inside a woman’s building on Prospect Street, Salem on March 21.

A pretrial was set June 23 for Shannon Marie Johnson, 45, McDonald Street, East Liverpool, charged with drug paraphernalia for allegedly possessing two burnt glass pipes during a traffic stop on April 3 in East Liverpool.

A pretrial was set June 30 for Joshua Charles Hughes, 42, Creek Road, New Waterford, charged with drug paraphernalia for allegedly possessing a glass narcotic smoking device on April 14 in New Waterford.

Kelly Cooper, 30, Somer Street, Leetonia, was fined $815 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program, for operating a vehicle impaired and endangering children. Her driver’s license was suspended for one year, with driving privileges granted, and she was ordered to complete 20 hours community service. On Oct. 30, 2025, she was driving impaired with a child in the vehicle in Elkrun Township.

Adam James Faulkner, 28, Enon Valley, Pa., was fined $1,200 and sentenced to 180 days in jail, with 170 day suspended, leaving a balance of 10 days still to serve in jail for operating a vehicle impaired second offense, merged with another OVI charge, driving under suspension and reasonable control. His driver’s license was suspended for two years and he was ordered to complete 20 hours community service.

A disposition hearing was set June 15 for Christian Chance Eva, 24, West State Street, Salem, charged with OVI third offense, OVI refusal third offense, speeding and no seat belt.

William David Bryan, 27, West Wilson Street, Salem, was fined $75 for driving under suspension.

Debra L. Miller, 66, Unity Line Road, New Waterford, was fined $50 for an equipment violation amended from speeding.
