LISBON–A New Waterford man faces potential felony charges for allegedly breaking into a woman’s home and fleeing from officers at high speeds.
In Columbiana County Municipal Court, a preliminary hearing and pretrial were set April 6 for Ryan Kost, 28, New Waterford, charged with second-degree felony kidnapping and burglary, fourth-degree felony failure to comply, and a misdemeanor charge of theft for allegedly ripping out the screen of a side window and entering a woman’s home without permission, grabbing her and dragging her into another room in the house before taking her cell phone out of her hand after she had called 911 and fleeing the scene with it in Columbiana on Saturday. When officers attempted to conduct a traffic stop on Kost’s vehicle, he allegedly attempted to evade officers at speeds of approximately 70 miles per hour, making several turns and nearly crashing before stopping and exiting the vehicle.
Matthew Brown, 43, McColl Road, Colliers, West Virginia, was sentenced to 90 days in jail with 90 days suspended, 20 hours of community service, and fined $350 for engaging in prostitution and possessing criminal tools for arranging to meet with an undercover agent with the Mahoning Valley Human Trafficking Task Force in East Palestine on August 16 for sexual activity in exchange for $260 and possessing the currency and the cellular device used to arrange the criminal acts at that time.
Gregory Stange, 39, Penn Oak Street, Elizabeth, Pennsylvania, was fined $250 for possessing criminal tools and a charge of engaging in prostitution was dismissed for arranging to meet with an undercover agent with the Mahoning Valley Human Trafficking Task Force in East Palestine on March 25 for sexual activity in exchange for $140 and possessing the currency and the cellular device used to arrange the criminal acts at that time.
Stephen Russell, 26, Anderson Boulevard, East Liverpool, was sentenced to 180 days in jail with 180 days suspended, 40 hours of community service, and fined $250 for theft for manipulating returns with no customers present to steal money from the Walmart in East Liverpool multiple times totaling $94.26 on Jan. 23.
Robin Maines, 68, Cherry Street, Salem, was fined $200 for selling tobacco products to a person under the age of 21.
Ian Sewell, 25, Manor Drive, Columbiana, was sentenced to 90 days in jail, with 87 days suspended and credit for three days served, 20 hours of community service, and fined $615 for reasonable control, and physical control amended from OVI, with an additional charge of OVI dismissed.
Brendon Howard, Caldwell Avenue, Lisbon, was fined $150 for driving under suspension and expired registration.
Charles Collins, 66, Jennings Avenue, Salem, was fined $150 for driving under suspension.
Richard Allison, 34, Walnut Street, East Liverpool was fined $150 for driving under suspension.
David Felton, 32, Fort Smith, Arizona, was fined $150 for speeding.
Brandee Pritt, 28, Cedar Street, Saint Clair Shores, Michigan, was fined $100 for speeding,
Madeline Vutuc, 23, Bentwillow Lane, Youngstown, was fined $75 for an equipment violation amended from speeding.
Trent Conaway, 46, East Palestine, was fined $75 for an equipment violation amended from speeding.
A preliminary hearing and pretrial were set April 20 for Justin Chambers, 36, Highland Drive, Industry, Pennsylvania, charged with fifth-degree felony strangulation and first-degree misdemeanor domestic violence for allegedly choking a woman causing red marks around her neck, scratches on the left side of her neck, and possible broken blood vessels in their face, and attempting to throw them down the stairs on March 24 in East Liverpool.
A preliminary hearing and pretrial were set April 6 for Justin Buckell, 34, Dakota Street, East Liverpool, charged with fifth-degree felony assault, and misdemeanor charges of theft, and criminal trespass for allegedly attempting to physically assault and threatening a man who caught him stealing items which he falsely claimed to have paid for from a business in East Liverpool on Sept. 22. The trespassing charge and a second charge of theft stem from an incident when Buckel allegedly took four items totaling $662 from Walmart in East Liverpool on Dec. 9 after having previously been criminally trespassed from the property.
A pretrial was set June 2 for Aaron Oates, 51, state Route 170, Negley, charged with aggravated menacing and domestic violence for allegedly telling a woman that he “should have blown [her] effing head off years ago” and that his pistol was loaded and inside the residence in Middletown Township on March 10.
A pretrial was set June 2 for Bryan Wisler, 53, Fairfield School Road, Columbiana, charged with domestic violence for allegedly being involved in a physical altercation with a household member which left a red bruise on their side on Sunday in Fairfield Township.
A pretrial was set April 6 for Matthew Ward, 37, Michigan Avenue, East Liverpool, charged with disorderly conduct for allegedly making threats of homicide to the public and threats of violence toward the police persistently after being advised to stop in East Liverpool on Saturday.
A pretrial was set June 2 for Jennifer Rawson, 39, Wilbert Avenue, East Liverpool, charged with two counts of endangering children for allegedly failing to secure her residence properly, allowing two juveniles to leave the residence without clothes on August 23 in East Liverpool.
A pretrial was set June 15 for David Robertson, 74, Summerland Trail, Poland, charged with engaging in prostitution and possessing criminal tools for allegedly arranging to meet with an undercover agent with the Mahoning Valley Human Trafficking Task Force in East Palestine Friday for sexual activity in exchange for $190 and possessing the currency and the cellular device used to arrange the criminal acts at that time.
A pretrial was set June 2 for Kiersten Trussel, 28, Alan Page Drive Southeast, Canton, charged with theft, criminal trespass, and driving under suspension for allegedly taking items totaling $627.70 from Walmart in Salem without paying for them, and entering the premises despite having been previously trespassed from the property on Friday.

LISBON — A Wellsville man was served a secret indictment by the Columbiana County Grand Jury for having weapons under a disability.
Glenn Earl Bender, 50, Anderson Avenue, Wellsville, is charged with having weapons under a disability, a third-degree felony, for allegedly possessing a firearm Sept. 26, 2025 while under indictment for burglary.
