LISBON — In Columbiana County Municipal Court, a preliminary hearing was set March 16 for Jessy Paul Lee, 35, Chester, W.Va., charged with felonious assault with a weapon, abduction and grand theft auto for allegedly punching a woman in the face multiple times then holding a knife to her throat while they were traveling in a vehicle in East Liverpool on Feb. 17. The affidavit said the victim was able to pull the vehicle over on West Fifth Street where she fled from the vehicle screaming for help. Prior to that, he had shown up at her residence and asked for a ride, and once in the vehicle told her to drive where he tells her to and not to do anything stupid. She claimed she needed gas and stopped at Sheetz in Calcutta and video surveillance showed him trying to stop her from going inside, then following her to the women’s bathroom, forcing her out a side door and walking her back to the vehicle, threatening her if she didn’t comply. After the assault when she fled, he drove off with her vehicle. His bond was set at $50,000 cash or surety.
A preliminary/pretrial hearing was set March 16 for Terry Christopher Adkins, 39, Burford Street, East Liverpool, charged with third-degree felony strangulation and misdemeanor domestic violence for allegedly grabbing a woman by her throat and beginning to strangle her, grabbing her by the throat three times on March 6 in East Liverpool. An affidavit said she went to grab his phone when she was attacked, kicked in the stomach, shoved and then grabbed with his hands around her throat.
A preliminary hearing was set March 11 for Johnathon R. Easterday, 35, Aten Avenue, Wellsville, charged with third-degree felony domestic violence for allegedly pushing a woman in the chest, which caused her to fall into a glass box in Wellsville on Jan, 29.
A preliminary/pretrial hearing was set March 11 for David Alan Michael Talbott, 35, Henry Avenue, East Liverpool, charged with fourth-degree felony receiving stolen property and misdemeanors of theft ad possession of drug abuse instrument. He was accused of having a woman’s stolen vehicle, which was found in the Calcutta Walmart parking lot, and being caught coming out of the store on March 4 with a box of security cameras concealed in his pants valued at $99 that he allegedly stole from the store, and having a hypodermic needle in his pocket.
A preliminary hearing was set April 1 for Nicholas S. Faulk, 36, Academy Street, Salineville, charged with third-degree felony failure to comply for allegedly fleeing from a traffic stop in Lisbon on Feb. 21.
A pretrial was set March 10 for John M. Bright, 30, West Wilson Street, Salem, charged with domestic violence for an alleged physical altercation with a woman on March 5 in Salem which left markings on her left arm.
A pretrial was set May 20 for Crystal Lee Shreve, 47, Florence Street, East Liverpool, charged with menacing for allegedly posting menacing videos on social media saying on various dates in February that she was going to physically harm another woman, naming the victim and saying what she was going to do to her.
A pretrial was set May 18 for Cory Pancake, 34, Howell Avenue, East Palestine, charged with violation of a protection order for allegedly calling the protected person on Feb. 12 in Unity Township.
A pretrial was set March 17 for Elliott Emanuel Springston, 42, Charles Street, East Liverpool, charged with violation of a protection order, litter and storage of furniture for allegedly being with a protected person in East Liverpool on March 4 and for having boxes, junk, rubbish, debris and mattresses on the open front porch and driveway of his property on Charles Street, East Liverpool on Feb. 18.
A pretrial was set May 26 for Drew Alan Vermeire, 67, Youngstown, charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual activity with a woman in exchange for $120, then traveling to Unity Township on March 4 for the meeting with the phone used to make the arrangements in his possession.
A pretrial was set May 13 for John B. Weaver, 51, Chester, W.Va., charged with attempted (to commit theft) for allegedly attempting to steal two items totaling $59 from the Calcutta Walmart on March 4. He was also fined $350 for expired license, illegal plates, expired registration and driving under suspension.
A pretrial was set May 18 for Christopher E. Ingram, 43, Newell, W.Va., charged with obstructing official business for allegedly giving police officers a false name when stopped for a warrant on Sept. 3, 2025 in East Liverpool, attempting to pull away, refusing to give his social security number and giving the wrong age. A probation violation hearing was also set for May 18 for a 2024 case of theft.
A pretrial was set May 19 for Ronni Jo Delguzzo, 31, 10th Street, Wellsville, charged with complicity to commit theft for allegedly helping a man conceal items being stolen from the Calcutta Walmart on Feb. 21.
A pretrial was set May 20 for Ryan D. Armstrong, 41, Depot Road, Salem, charged with theft for allegedly failing to scan $34 worth of items at the Salem Walmart on Feb. 16.
A pretrial was set May 18 for Frankie L. Brown, 36, Vernia Street, East Liverpool, charged with failure to file tax return for allegedly failing to file sales tax returns for the Afk Gaming business in East Liverpool from July 2025 through December 2025.
A court trial was set March 30 for Scott Allen Devichio, 55, Alliance, charged with failure to file tax return for allegedly failing to file sales tax returns for SGH Enterprises doing business as Major League Tire in Salem for July 2025.
Amanda M. Tuttle, no age listed, Short Street, Salem, and Timothy L. Tuttle, no age listed, state Route 39, Salineville, were each fined $500 each for six counts of failure to file city income tax return each, with the fines suspended on the condition of complying with the payment plan and filing timely future returns. They were each charged for failing to file East Liverpool city income returns from 2020 through 2025.
Roger L. Bailey Jr., no age listed, and Tara M. Bailey, no age listed, both Cora Street, East Liverpool, were each fined $1,000 for two counts each of failure to file city income tax return, with the fines suspended on the condition of complying with the payment plan and filing timely future returns. They were each charged for failing to file East Liverpool city income returns in 2024 and 2025.
A pretrial was set May 19 for Brandon Myers, 51, Orchard Grove, East Liverpool, charged with driving under suspension, speeding and no driver’s license.
Dakota R. Robinson, 26, West Eighth Street, Salem, was fined $450 and given a suspended 180-day jail term for driving under suspension and speeding. He was ordered to complete 50 hours community service
Brian Keith Potts Jr., 35, Ohio Avenue, East Liverpool, was fined $50 for speeding, with no fine for driving under suspension.
Luciano J. Amendolea, 20, Youngstown, was fined $25 for lighted lights required, with a charge of OVI first offense dismissed.
Michael Harroff, 44, Jimtown Road, East Palestine, was fined $105 for driving under suspension and a tail light violation.
Ashley S. Miller, 36, Carbon Hill Road, East Palestine, was fined $100 for driving under suspension.
Richard Allen Sherry Jr., 44, Newton Falls, was fined $75 for improper plate.

LISBON — A Salineville man indicted for failure to fulfill violent offender database duties had his case dismissed by the prosecution due to the inability to provide documentation that he was notified in writing of his registration obligations or right to challenge them.
Christopher Crooms, 37, Summit Drive, was charged with the fifth-degree felony for allegedly failing to notify the sheriff’s office of changing his address as of April 1, 2025 for the violent offender registry.
The defense filed a motion in Columbiana County Common Pleas Court to vacate the registration requirement in November, which the state opposed, then the court issued a ruling against the defendant’s retroactivity and double jeopardy arguments. The court gave the prosecution time to submit documentation that prior to his release from prison, Crooms was notified in writing of his right to challenge the registration obligations.
The motion to dismiss said it was clear the defendant was aware of his registration obligation since he registered in 2022, but there was no proof that he received the written notices as mandated by law.

— Tyler E. Wells, 37, Chestnut Street, Leetonia, pleaded guilty to domestic violence, a misdemeanor lesser offense from felony domestic violence, and endangering children, a misdemeanor, with sentencing set for May 7. He was accused of striking a juvenile in the face twice and throwing and breaking the child’s cell phone on May 26, 2025 in Leetonia.
— William G. Wildman, 52, East Fourth Street, Salem, pleaded guilty to two counts of aggravated possession of drugs, a third-degree felony, and misdemeanor illegal use or possession of drug paraphernalia, with sentencing set for May 7. Charges of two counts aggravated trafficking in drugs, one a second-degree felony and one a third-degree felony, were dismissed. Wildman possessed methamphetamine on July 4, 2024 and April 12, 2025, along with drug paraphernalia on July 4, 2024.
