LISBON — In Columbiana County Municipal Court, a fourth-degree felony charge of grand theft auto against Natasha Lynn Thomas, 41, Annesley Road, East Liverpool, was dismissed at the state’s request, with the court costs taxed to the state. Thomas had been accused of allegedly stealing a truck from United Rental in St. Clair Township on Jan. 8.

A pretrial was set March 9 for Christina M. Falconer, 49, Bower Road, Minerva, charged with domestic violence, two counts of aggravated menacing and two counts of menacing for allegedly leaving two voicemail messages on a man’s phone on Feb. 19 saying she was going to assault him and kill him, making him fear for his life and then continuing to send numerous messages via social media that included threats against the victim in Minerva. On Feb. 15, she was accused of threatening to shoot the man and his girlfriend in Minerva, with investigators learning from the Ohio State Highway Patrol a 9mm handgun was found in her vehicle when she was stopped, an affidavit said.

A pretrial was set April 29 for Jason Christopher Randolph, 40, Oakwood Street, East Liverpool, charged with two counts each of domestic violence and endangering children for allegedly biting two children while intoxicated on Jan. 1 in East Liverpool

A pretrial was set March 4 for Brian J. Spier, 35, North Market Street, Lisbon, charged with domestic violence for allegedly punching another man in the face on Feb. 21 in Lisbon.

A pretrial was set April 27 for Gregory A. Morelli, 48, Struthers, charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual activity with a woman in exchange for $140 and asking if she knew someone who could get him crack cocaine, then traveling to East Palestine on Feb. 23 for the meeting with the phone used to make the arrangements in his possession.

A pretrial was set March 4 for Jose Diaz, 43, Alliance, charged with violation of a protection order for allegedly violating a protection order by going to a parking lot behind the protected person’s residence on Feb. 22 in Salem.

A pretrial was set April 20 for Douglas L. Ritchie, 61, North Main Street, Columbiana, charged with obstructing official business and obstructing justice for allegedly lying about unlocking his back door when police were looking for a wanted woman whose stuff was in his residence on Feb. 20 in Columbiana. When police found her hiding in the stairwell of the building, a text was seen on her phone allegedly from Ritchie warning her the police went out that door and were looking for her.

Howard Ammon Jr., 29, Pugh Road, East Liverpool, was fined $400 and sentenced to 80 days in jail, with credit for 16 days served, leaving a balance of 64 days to serve in jail for charges of domestic violence, criminal damaging and criminal trespass and for violating his probation for a 2024 case of aggravated menacing. On Jan. 11 in Wellsville, he entered a woman’s apartment unwelcomed and began assaulting her and punching her TV screen.

Larry M. Davis, 84, Birch Road, East Liverpool, was fined $250 for disorderly conduct amended from assault for grabbing a woman by the hair and striking her in the face while in a vehicle in St. Clair Township on Aug. 13, 2025.

Ryan W.E. Brown, 35, Taylor Avenue, New Waterford, was fined $150 for disorderly conduct amended from violating a protection order, with another count of violating a protection order dismissed. He was accused of pulling his vehicle in front of a vehicle with a protected person inside in a parking lot in Unity Township and exiting the vehicle and approaching her on April 15, 2025. He also approached a man standing next to the vehicle.

Mark E. Foden, 55, Erie Street, East Liverpool, was fined $300 and sentenced to 45 days in jail, with credit for two days served, leaving 43 days still to serve for theft and criminal trespass. He was on the no trespass list and concealed items and left without paying for $740 worth of items from the Calcutta Walmart on Feb. 2.

Joseph F. Endicott, 54, Toronto, was fined $150 for disorderly conduct amended from aggravated menacing. He was accused of yelling at the store clerk at the Dollar General, state Route 172, Lisbon, on Aug. 12 and threatening to come back and shoot her after being told to leave, an affidavit said.

Shawn Morris, 39, Walnut Street, Salem, was fined $250 and given a suspended 30-day jail term for disorderly conduct amended from domestic violence. He was ordered to complete 20 hours community service. Morris was accused of pushing a woman during an altercation on July 14, 2025 in Salem.

Amanda C. Hancock 27, West Perry Street, Salem, was fined $250 and sentenced to 90 days in jail, with 89 days suspended and credit for one day served, for receiving stolen property. She was accused of possessing some stolen items in Perry Township in August 2025, saying she was driving the night another person stole the items.

Jessica Mike, 39, Logan Street, East Liverpool, was fined $200 and given a suspended 30-day jail term for obstructing official business. He was ordered to complete 20 hours community service. Mike slammed the door shut after answering it when told by deputies they were looking for a man wanted on a warrant on Nov. 22, 2025 in East Liverpool. She eventually returned after deputies gave multiple commands for her to return to the door and gave permission for deputies to check the residence. The wanted person was located concealing himself behind a bed.

A pretrial was set March 4 for Zachary Tyler David Rudder, 24, Henry Avenue, Wellsville, charged with criminal damaging and two counts of theft for allegedly concealing food items underneath his coat, including a burger and pineapple juice, and leaving Giant Eagle, East Liverpool, without paying for the items on Nov. 11, 2025. On Oct. 4, he allegedly damaged a vending machine and took food items from the machine at the St. Clair Laundromat in East Liverpool.

A pretrial was set March 16 for Judson Thomas Edling, 39, East State Street, Salem, charged with criminal damaging for allegedly destroying an electronic tablet at the Columbiana County jail on Feb. 11 while he was an inmate.

A pretrial was set March 10 for Samuel B. Davis, 24, Cricket Lane, Columbiana, charged with operating a vehicle impaired first offense, OVI breath first offense and failure to display valid sticker.

A pretrial was set April 29 for Kyle Smith, 67, Eagleton Road, Lisbon, charged with OVI first offense and assured clear distance.

A pretrial was set April 22 for Adam David Brooks Jr., 25, St. Clair Avenue, East Liverpool, charged with driving under suspension and failure to display valid sticker.

A pretrial was set May 4 for Kenneth Joaquin Brown, state Route 7, New Waterford, charged with signals before changing course and obedience to traffic control devices.

A pretrial was set April 27 for Andrew J. Smith, 39, Beard Road, New Waterford, charged with driving under suspension.

Craig A. Ferrebee, 59, last known address, Ravenna, was fined $1,130 and sentenced to 180 days in jail, with 177 days suspended and credit for three days served in a driver intervention program, with $500 of the fine suspended, for OVI and speeding. His driver’s license was suspended for one year and he was ordered to complete 40 hours community service.

Shawn Ramsey, 48, Walnut Ridge, Salineville, was fined $350 and sentenced to 30 days in jail, with 27 days suspended and credit for three days served in a driver intervention program, for reckless operation amended from OVI and reasonable control. His driver’s license was suspended for one year. Another OVI charge had already been dismissed.

Yvonna M. Parsons, 41, Forbes Road, Wellsville, was fined $145 for driving under suspension and speeding.

Scott Allen Cooper Sr., 65, Seventh Avenue, East Liverpool, was fined $150 for wrongful entrustment.

Kenneth L. Barnes, 76, Smith Street, East Liverpool, was fined $55 for speeding.

An expired plates charge against Angie L. Serrao, 52, Tomahawk Drive, Negley, was dismissed, with a notation that no village solicitor appeared despite notice.

David Ivan Jack, 51, New Kensington, Pa., was fined $150 for unsafe vehicle amended from reasonable control.

Jeffrey J. Fowler, 44, Akron, was fined $260 for driving under suspension, speeding and no seat belt.
