LISBON — In Columbiana County Municipal Court, a preliminary/pretrial hearing was set Feb. 25 for Robert L. Byrd III, 27, St. Clair Avenue, East Liverpool, charged with felonious assault, a second-degree felony, fourth-degree felony strangulation and misdemeanors of expired license, no license and expired license plates. Byrd was accused of allegedly assaulting a woman on July 6, 2025 in Rogers by slamming her leg in her car door, grabbing her by the throat and shoving her into her car, causing her to hit her head. He also allegedly attempted to hit her with a window washer, but was unsuccessful and fled the scene on a dirt bike.

A preliminary hearing was set Feb. 25 for Jaiden O Curtis-Tillman, 24, Pittsburgh, Pa., charged with obstructing justice, a fifth-degree felony, and misdemeanor obstructing official business for allegedly refusing to provide the name of the driver or any other information about the driver after knowing the driver had committed felony offenses and was wanted by law enforcement during an incident on Feb. 18 in East Palestine. Curtis-Tillman was a passenger in the vehicle that the driver wrecked while fleeing from police and then fled before being caught.

A pretrial was set March 2 for Glenn Bender, 50, Anderson Avenue, Wellsville, charged with a misdemeanor of cruelty to animals after two deceased dogs were found on his property on Sept. 26, 2025, with one found in a doghouse near the porch of his home in early stages of decomposition and one found in a black garbage bag in advanced stages of decomposition, an affidavit by Columbiana County Dog Warden Heidi Jo Wallace said. According to the affidavit, the dogs had been sick before dying and he did not take them for veterinary care. Three living dogs were removed from the property without incident.

A pretrial was set Feb. 25 for Dennis Maliki Gallop, 23, Avondale Street, East Liverpool, charged with domestic violence for allegedly grabbing a woman by the hair and shoulder, pinning her down on the couch, causing an abrasion and markings and defensive marks from the victim trying to get away on Feb. 19 in East Liverpool.

James J. Lippiatt, 37, Newgarden Avenue, Salem, was fined $450 and sentenced to 180 days in jail, with 165 days suspended and credit for 15 days served, for assault and drug paraphernalia. He was ordered to complete 40 hours community service. On June 28, 2025 while he was an inmate at the Columbiana County jail, Lippiatt pushed another inmate and headbutted him in the face. He possessed a small plastic bag with two folds in his pocket for use with dangerous drugs on July 21, 2025 in Salem.

A pretrial was set March 2 for Matthew E. Berger, 48, King Road, Salem, charged with violation of a protection order for allegedly sending two videos and two text messages to a woman who had a protection order against him on Jan. 25 in Butler Township.

A pretrial was set April 28 for Samuel Amadeus Cheeks, 38, New Brighton, Pa., charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual activity with a woman in exchange for money, then traveling to East Palestine on Feb. 18 for the meeting with the phone used to make the arrangements in his possession.

During a jury trial, Sara Klein, 29, Oak Street, Lisbon, was found not guilty of child endangering. Charges of aggravated menacing and domestic violence had already been dismissed at the request of the prosecution prior to trial. She had been accused of throwing a bottle of vitamins at a man during an incident on Jan. 23, 2025 in Lisbon and allegedly attempting to rip a flatscreen TV off the wall while holding a child.

William Baker Barker, 39, Irish Ridge Road, East Liverpool, was fined $200 and sentenced to 30 days in jail, with 20 days suspended and credit for 10 days served, for menacing. He was ordered to complete 20 hours community service. Barker threatened a woman over social media, saying he was going to knock her jaw off of her face on Jan. 21 in East Liverpool.

Elizabeth Lynn Coulter, 45, East Fourth Street, East Liverpool, was fined $300 and sentenced to 90 days in jail, with 71 days suspended and credit for 19 days served, for resisting arrest, criminal trespass and disorderly conduct. She was ordered to complete 60 hours community service. She was accused of becoming disorderly at a counseling office in East Liverpool on Jan. 30 and swinging her belt at passing cars and also yelling and cursing at staff and threatening to harm herself while holding the belt.

A pretrial was set April 28 for Michael D. Jenkins, 36, North Market Street, Lisbon, charged with endangering children and operating a vehicle impaired first offense for allegedly being impaired with a child in the vehicle on Feb. 15 in Elkrun Township.

A pretrial was set April 28 for Kenneth Allen Miller, 65, Salineville Road, Salineville, charged with operating a vehicle impaired first offense, no turn signal and no seat belt.

A pretrial was set on March 4 for Camron Reed-Stacey, 23, Cadmus Street, East Liverpool, charged with OVI first offense, OVI breath first offense and driving under suspension.

A pretrial was set April 28 for Christopher Nelson Read, 47, Coraopolis, Pa., charged with OVI first offense, OVI breath first offense, no seat belt and a turn signal violation.

A pretrial was set April 28 for Emily Ferris, 26, McClure Road, East Palestine, charged with OVI first offense, OVI breath first offense and reasonable control.

A pretrial was set March 3 for Antoine Lester Moman Jr., 24, Ohio Avenue, East Liverpool, charged with expired plates.

A pretrial was set March 11 for Shawn R. Mitchell, 43, East Main Street, East Palestine, charged with speeding.

A pretrial was set March 9 for Beverly Ann Harrington, 43, Columbus, charged with driving while texting.

A pretrial was set April 29 for Vincent Anthony Circelli, 46, Calcutta Smith Ferry Road, East Liverpool, charged with improper/expired registration and assured clear distance.

A pretrial was set March 11 for Aron Nicholas McGrath, 19, East North Avenue, East Palestine, charged with speeding.

Jacob William Snyder, 36, state Route 9, Hanoverton, was fined $250 for driving while texting.

David Mathey, 61, West Main Street, Leetonia, was fined $150 for stopped school bus.

Ronald J. Cochran, 63, St. Jacob-Logtown Road, Lisbon, was fined $300 for driving under suspension.

Leonard Erick Bragg, 51, state Route 45, Lisbon, was fined $70 for speeding.
