LISBON — In Columbiana County Municipal Court, cases against Dorian Lowrey, 50, Enon Valley, Pa., were bound over to the county grand jury for fourth-degree felony domestic violence, two counts of fifth-degree violation of a protection order and misdemeanors of aggravated menacing and criminal trespass.

Lowrey was accused of allegedly violating a protection order by being on a protected person’s property, sitting in her car inside the garage in Unity Township on Dec. 20. On Aug. 20, he was accused of allegedly throwing a cell phone at a woman who has an active protection order against him, striking her in the mouth while on the property he’s prohibited from visiting. He also was accused of trespassing on another property in New Waterford and threatened to assault a man, also on Aug. 20.

A case against Emma R. Weyand, 45, Samuel Street, East Liverpool, was bound over to the county grand jury for robbery, a second-degree felony, for allegedly attempting to pass all points of sale without rendering payment with a shopping cart full of miscellaneous items at the Salem Walmart on Dec. 20 and then using the shopping cart to push an employee trying to stop her out of the way, a police affidavit said. She made her way out of the store with the shopping cart.

A case against Andrew James Warneke, 27, Camelot Drive, Columbiana, was bound over to the county grand jury for failure to verify residence address, a fifth-degree felony, for allegedly failing to verify his address for the sex offender registration by Dec. 18 with the county sheriff’s office. A probation violation hearing was reset for Feb. 23 for a 2024 case involving three counts of sexual imposition.

A case against Marcus Zane Reed, 23, Summitville, was bound over to the county grand jury for fourth-degree felony failure to comply with the order or signal of a police officer for allegedly fleeing from a deputy who approached his vehicle on Dec. 6 to check on a person slumped in the driver seat in Columbiana County, leading a pursuit that crossed into Carroll County and then back into Columbiana County, crashing his vehicle into an embankment.

A preliminary/pretrial hearing was set Jan. 7 for Christopher Paul Maher, 41, Bridgeville, Pa., charged with third-degree felony compelling prostitution, fifth-degree felony possessing criminal tools and misdemeanor engaging in prostitution for allegedly responding to an undercover ad on a known prostitution website of an adult mother trafficking her minor daughter and arranging for sexual activity with the females, including the minor, in exchange for money, traveling to East Palestine on Dec. 26 for the meeting with the phone used to make the arrangements in his possession.

A preliminary/pretrial hearing was set Jan. 5 for Richard Joseph Sweger, 56, Darlington, Pa., charged with third-degree felony compelling prostitution, fifth-degree felony possessing criminal tools and misdemeanor engaging in prostitution for allegedly responding to an undercover ad on a known prostitution website of an adult female trafficking a minor female and arranging for sexual activity with both females in exchange for $260 an hour for four or five hours, then traveling to East Palestine on Dec. 28 for the meeting with the phone used to make the arrangements in his possession, along with others items and $2,151.

A pretrial was set March 16 for Dalton Mitchelle Freeman, 23, North Shady Lane, East Liverpool, charged with domestic violence for allegedly putting a woman in a bear hug and squeezing her while yelling at her and while doing so, knocking a child off of a chair on Dec. 23 in East Liverpool.

A pretrial was set March 16 for Elwood E. Williams, 27, Summit Street, Salem, charged with violation of a protection order for allegedly being in a vehicle with the protected person from a protection order on Dec. 15 in East Liverpool. A probation violation hearing was also set March 16 for a 2025 case of criminal damaging.

A pretrial was set Dec. 29 for Kirk R. Bloss, 67, Alliance, charged with violation of a protection order for allegedly sending a letter to a protected person on Oct. 24 in Butler Township.

Fransisco Yacuta-Santana, 37, Deming Street, Salem, was fined $350 and sentenced to 90 days in jail, with 72 days suspended and credit for 18 days served, for assault. He was ordered to complete 20 hours community service. He was accused of assaulting his roommate by grabbing him by the neck and throwing him to the ground on Dec. 9 in Salem.

A pretrial was set March 17 for Jeffery Ray Crowe, 47, Warren, charged with engaging in prostitution, possessing criminal tools and expired license for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual activity with females in exchange for money through the Cash App, arriving in East Palestine on Dec. 28 for the meeting with the phone used to make the arrangements in his possession.

Victoria Lynn Allen, 63, Canton, was fined $550 and sentenced to 90 days in jail, with 83 days suspended and credit for seven days served, for possessing criminal tools and soliciting. She was ordered to complete 30 hours community service and be evaluated and complete treatment for prostitution prevention. Allen was accused of posting an ad on a known website for the solicitation of prostitution and agreed to sexual activity for $300 with an undercover agent posing as a purchaser of sex, driving to Salem on June 21, 2024 for the meeting with the phone used to make the arrangements in her possession. Charges of use of unauthorized plate and turn signal violation were dismissed

Anthony C. Greathouse, 35, Louisville, was fined $1,500 and sentenced to 28 days in jail, with credit for 28 days served, for obstructing justice, resisting arrest and possessing a drug abuse instrument. Greathouse fled on foot and threw his bookbag to the ground after police made contact with him and kept running when told to stop on Aug. 13 in Salineville. A needle was found inside the bookbag. He was sentenced to 85 days in jail, with credit for 28 days served, leaving a balance of 57 days still to serve for violating the terms of his probation for two 2024 cases for theft and possession of drug abuse instrument.

A pretrial was set March 10 for John M. Bright, 30, West Wilson Street, Salem, charged with weapons while intoxicated and disorderly conduct for allegedly being in a verbal altercation with people at a local bar while intoxicated and having a firearm taken off of him by a witness due to alleged fear he would harm someone on Dec. 27 in Salem. He also was allegedly yelling and punching a truck at the scene. The firearm was located inside his vehicle on the floor board, the police affidavit said.

A pretrial was set March 9 for Nicholas D. Desimone, 19, Alpha Street, East Liverpool, charged with criminal damaging for allegedly purposely damaging several gutter downspouts at FRX Health in East Liverpool on Dec. 24.

Nahid Awni Seder, 63, Boardman, was found not guilty of sale of tobacco products to person under 21, with a notation that based upon the unique circumstances of the incident, the court found no fault with the officers’ handling of the case. The incident occurred on Dec. 14 at the 7 & 30 Superette when Seder was accused of selling a tobacco product to an 18-year-old.

A pretrial was set March 9 for Britton K. Steiginga, 32, Walnut Grove Drive, New Waterford, charged with driving under suspension.

A pretrial was set March 10 for Matthew D. Kern, 44, state Route 344, Leetonia, charged with operating a vehicle impaired third offense, reasonable control and no seat belt.

A pretrial was set March 16 for John Roger Datson, 39, state Route 7, Rogers, charged with driving under suspension.

Enrique Serrano Jr., 31, Campbell, was ordered to pay costs for driving under suspension.

LISBON — A Rogers man accused of robbing a garage sale host last spring was ordered evaluated for competency and sanity by the Forensic Psychiatric Center of Northeast Ohio.

Lance Bishop, 19, Walnut Street, Rogers, stands accused of second-degree felony robbery and misdemeanors of assault and theft for the incident May 23 in Rogers at a garage sale hosted by the victim.

Bishop was accused of allegedly grabbing a money pouch from under a woman’s arm, ripping it from her and attempting to leave on a bicycle, then running on foot with the pouch containing $300 and a cell phone. The woman suffered injuries to her arm, leg and belly area and received treatment at a hospital.

During a recent hearing in Columbiana County Common Pleas Court, Judge Scott Washam granted a defense motion for the psychiatric evaluations. A status hearing remains set for Jan. 29.

Also in Common Pleas Court:

— Courtney Orr, 34, last known address Cedar Ridge, Salem, was ordered evaluated for competency as part of a post sentence evaluation by the Forensic Psychiatric Center of Northeast Ohio. Orr’s defense attorney requested the evaluation which was granted by county Common Pleas Court Judge Scott Washam. Orr was accused of violating the terms of community control. She was placed under community control last May for charges from two separate indictments, including third-degree felony strangulation, misdemeanor domestic violence and fifth-degree felony unauthorized use of a vehicle. Orr was placed under community control for three years, but also ordered to serve up to six months at the Eastern Ohio Correction Center in Lisbon. She was accused of grabbing a female relative’s arms and shoulders and placing her hands around her throat and pushing her during an altercation April 3, 2024 in Salineville, causing the victim to have trouble breathing and to fear for her life and safety. The unauthorized use of a vehicle charge stemmed from Orr using a 2021 Jeep Gladiator without the permission of the owner from March 12, 2024 to March 13, 2024.
