LISBON — In Columbiana County Municipal Court, cases against Avery D. Lee, 40, Pritchard Avenue, Lisbon, were bound over to the county grand jury for third-degree felony strangulation and misdemeanor domestic violence for allegedly putting a woman in a headlock causing her to suffocate on Feb. 26 in Lisbon. The victim was also allegedly punched, her head was slammed into the floor and she was stabbed in the left arm with a sharpened metal nail file.
A case against Tiffiany Lyn Franklin, 34, East Fourth Street, East Liverpool, was bound over to the county grand jury for burglary, a fourth-degree felony, for allegedly striking a man’s apartment door with a hatchet, breaking in the door and entering the apartment and entering his bedroom where she confronted him on Dec. 16 in Salineville.
Cases against Collan M. Craig, 25, state Route 534, Salem, were bound over to the county grand jury for fourth-degree failure to comply and misdemeanors of operating a vehicle impaired third offense, OVI refusal third offense, speeding, marked lanes, traffic control devices, reckless operation and improper turn for failing to comply during a traffic stop on Nov. 27 in Perry Township.
Cases against Anthony Greathouse, 35, Lewis Road, Salineville, were bound over to the county grand jury for obstructing official business and two counts theft, all fifth-degree felonies, and misdemeanor failure to comply for allegedly stealing a total of $1,499 worth of merchandise from Salem Walmart during incidents on July 14 and July 17, for allegedly stealing $1,176 worth of tools and other items from Busy Beaver in St. Clair Township on July 27, and for allegedly fleeing from Salineville police officers attempting to serve a warrant on Aug. 28 by fleeing into the North Fork Yellow Creek, with officers giving pursuit in deep water and rugged terrain, police affidavits said.
A case against James E. Browne, 66, East Clark Street, East Palestine, was bound over to the county grand jury for third-degree felony failure to verify residence address for allegedly failing to register again for the sex offender registration by Dec. 16 at the county sheriff’s office.
A preliminary hearing was set Dec. 29 for Emma R. Weyand, 45, Samuel Street, East Liverpool, charged with robbery, a second-degree felony, for allegedly attempting to pass all points of sale without rendering payment with a shopping cart full of miscellaneous items at the Salem Walmart on Dec. 20 and then using the shopping cart to push an employee trying to stop her out of the way, a police affidavit said. She made her way out of the store with the shopping cart.
A preliminary hearing was set Dec. 29 for Dorin T. Lowrey, 50, Enon Valley, Pa., charged with violating a protection order, a fifth-degree felony, for allegedly violating a protection order by being on a protected person’s property, sitting in her car inside the garage in Unity Township on Dec. 20.
A preliminary hearing was set Dec. 29 for Andrew James Warneke, 27, Camelot Drive, Columbiana, charged with failure to verify residence address, a fifth-degree felony, for allegedly failing to verify his address for the sex offender registration by Dec. 18 with the county sheriff’s office. A probation violation hearing was also set for Dec. 29 for a 2024 case involving three counts of sexual imposition.
A pretrial was set Jan. 7 for Jada Cheri Pack, 39, Erie Street, East Liverpool, charged with domestic violence for allegedly yelling at a woman, grabbing her by the hair and pulling it and punching her in the face on Dec. 20 in East Liverpool.
A pretrial was set Jan. 5 for Joshua W. Francis, 44, Park Avenue, East Liverpool, charged with two counts of violation of a protection order, along with possession of drug abuse instrument and drug paraphernalia for allegedly violating a protection order by continuing to message a protected person and being at the residence yelling through a door on Dec. 14 in East Liverpool and then being in a vehicle honking the horn and yelling at the protected person on Dec. 20 in East Liverpool. During a traffic stop by a police officer who knew there was an active warrant for his arrest on Dec. 21 in East Liverpool, Francis allegedly possessed suspected narcotics and a used syringe with residue.
Tricia A. Watson, 42, Jones Drive, Salem, was fined $750 and sentenced to 180 days in jail, with 169 days suspended and credit for 11 days served in jail for theft, failure to vacate dwelling, obstructing official business and disorderly conduct. On Dec. 9 at Walgreens in Salem, she allegedly opened several packages of merchandise and left without rendering payment, leaving the opened merchandise in the store and unable to be resold. On Sept. 1, 2022, she allegedly failed to vacate a property on Olive Street, Salem which had been declared unfit for human habitation. On Dec. 28, 2024, she allegedly walked in the road in the 1700 block of Depot Road in Perry Township and continued walking in the road as a police officer attempted to talk with her, then took off running and was tazed.
A pretrial was set Jan. 7 for Eric Michael Hebb, 54, Market Street, East Liverpool, charged with theft and possessing criminal tools for allegedly using a box cutter to cut open a two-pack of two-way radios, putting a pack of batteries in his pocket and switching tags for a box of AT&T cordless phones, paying 35 cents for the phones and walking past all points of sale without paying for the other items. He allegedly failed to pay for three items totaling $120.
A pretrial was set March 17 for Ashley A. Painter, Newgarden Avenue, Salem, charged with theft for allegedly attempting to leave the Salem Walmart with $75 worth of unpaid items on Nov. 30.
A sentencing hearing was set Jan. 12 for Alecia M. O’Hanlon, 39, Dunn Road, East Liverpool, who pleaded no contest to disorderly conduct for allegedly threatening another woman and getting in her face and screaming at her on Dec. 21 in Madison Township.
A pretrial was set Jan. 5 for Barbara A. Light, 48, Lisbon Road, Lisbon, charged with drug paraphernalia for allegedly possessing a snort straw and a paper fold with white residue during a traffic stop on Dec. 21 in Columbiana.
A pretrial was set Jan. 5 for Justin W. Ingledue, 37, Fairfield School Road, Columbiana, charged with resisting arrest, obstructing official business and disorderly conduct for allegedly jumping in front of oncoming traffic on South Broadway in Salem on Dec. 19 and yelling when contacted by police officers. He was told to calm down and allegedly did not comply and started to walk away, grabbing a pink umbrella and attempting to swing it at officers. He was ordered to the ground at taser point and continued to resist, attempted to stand up and was tased by an officer.
A pretrial was set Jan. 7 for Jesse M. Jackson, 46, Lorain, charged with resisting arrest for allegedly interfering and resisting a warrant arrest attempt on Dec. 20 in Lisbon.
A probation violation hearing was set Jan. 5 for Robert Allen Uyselt, 55, First Street, Beloit, for a 2024 operating a vehicle impaired and driving under suspension.

LISBON — An East Liverpool man already sentenced to four to six years in prison in February for multiple drug counts was sentenced recently to an additional three to four and a half years for additional drug charges, meaning he’ll have to serve a minimum of at least seven years altogether.
Richard M.J. Tittle, 34, Harvey Avenue, appeared for sentencing in Columbiana County Common Pleas Court for first-degree felony possession of a fentanyl-related compound, fourth-degree felony possession of cocaine (a lesser included charge which was originally a first-degree felony), and fifth-degree felonies of two counts of possession of drugs, along with specifications for forfeiture of money from a drug case.
All of the offenses occurred on July 19, 2024 when he possessed fentanyl in an amount equal or greater than 20 grams, but less than 50 grams, an amount of cocaine equal or greater than 5 grams but less than 10 grams, and possessed alprazolam, and buprenorphine. The amount of money seized for forfeiture was $120.
Charges of first-degree felony trafficking in a fentanyl-related compound, first-degree fleony trafficking in cocaine and fifth-degree felony trafficking in drugs were dismissed as part of the pleas deal.
In both cases, there were charges which required indefinite terms, meaning the Ohio Department of Rehabilitation and Corrections could tack on additional time equal to one-half of the minimum sentence given, meaning the maximum time possible would be 10 and a half years.
The case from February involved charges of first-degree felony possession of cocaine, second-degree felony possession of fentanyl-related compound and two counts fifth-degree felony possession of drugs for possessing cocaine in an amount equal or greater than 27 grams but less than 100 grams, possessing an amount of fentanyl equal or greater than 10 grams but less than 20 grams and possessing tramadol and buprenorphine on Feb. 1, 2023.
He was also given mandatory fines of $10,000 and $7,500 and received credit for 11 days already served in jail.
Also in Common Pleas Court:
— Derek J. Thompson, 31, Chester Avenue, Wellsville, was sentenced to 24 months or two years in prison for charges from three different cases, including third-degree felony illegal conveyance of drugs of abuse onto the grounds of a specified governmental facility and fifth-degree felonies of aggravated possession of drugs, two counts possession of cocaine, two counts possession of a fentanyl-related compound, possession of heroin, and two counts possession of drugs. The six-month prison term for two of the cases was ordered served consecutive to an 18-month term for the other case, bringing the total to 24 months. He received credit for 181 days served in jail for one case, with credit for one day in another case.Thompson possessed cocaine and methamphetamine on July 18, 2022, took drugs into a detention facility and possessed cocaine, fentanyl, bromazolam and xylazine on May 31, 2024 and possessed heroin, fentanyl and xylazine on Dec. 18, 2024.
— Martel M. Selig, 41, Cherry Street, Salem, was sentenced to 18 months in prison for third-degree felonies of illegal conveyance of weapons onto the grounds of a specified governmental facility and illegal conveyance of drugs of abuse onto the grounds of a specified governmental facility and fifth-degree felonies of aggravated possession of drugs and possession of fentanyl-related compound. The incident with the deadly weapon and drugs occurred on Nov. 4, 2022 at the county jail and involved methamphetamine and fentanyl. Selig entered a guilty plea in June 2024 and then failed to appear for sentencing in September 2024, with a bench warrant issued. He was apprehended in November this year.
— Andrew Freed, 19, Hadley Road, East Palestine, was placed on an intervention plan for three years and ordered to serve up to six months at the Eastern Ohio Correction Center for two separate cases after pleading guilty to fifth-degree felonies of breaking and entering and possessing criminal tools and misdemeanors of theft and criminal mischief, and fourth-degree felony receiving stolen property and misdemeanors of resisting arrest and obstructing official business. Freed was accused of using a metal object to force the door open to unlawfully gain entry to Tiger Smoke and Vape, North Market Street, East Palestine, on June 15 and remove numerous items from the store shelves before leaving, including THC cartons, Mini Pre Rolls and Torch lighters. He also tampered with a camera. On June 23 in East Palestine, he was found in possession of a stolen 2003 Chevy Silverado that was stolen from Feezle’s Auto in Enon Valley, Pa. He fled out of a residence in East Palestine and attempted to get back inside the stolen vehicle and then was tased by a police officer.
— David Kane, 40, West Ninth Street, East Liverpool, was placed under community control for three years and ordered to serve up to six months at the Eastern Ohio Correction Center for attempted illegal conveyance of drugs of abuse onto the grounds of a specified governmental facility, a fourth-degree felony, and aggravated possession of drugs, a fifth-degree felony. Kane possessed methamphetamine and attempted to take drugs into a detention facility on March 20, 2023.
–Michael William Dailey, 41, North Lincoln Avenue, Salem, was placed under community control for three years after pleading guilty to fourth-degree felony trespass in a habitation when a person is present or likely to be present and misdemeanor aggravated menacing amended from endangering children. Charges of aggravated burglary, a first-degree felony, second-degree felony burglary, and misdemeanor interference with custody were dismissed. Dailey was originally accused of attempting to remove a child after entering a property unwanted and a physical altercation allegedly occurred with the homeowner Nov. 28, 2024 in Center Township.
— Bobby L. Burkey, 39, Niles, was sentenced to nine months in prison after pleading guilty to theft, a fifth-degree felony, to be served at the same time as any sentence he’s currently serving. He was ordered to pay restitution of $7,437. Burkey was accused of depriving Clear Creek Oilfield Solutions of rims and rotors valued at $7,437 on Oct. 24, 3023.
