LISBON — David Heck, 20, Shadylane, East Liverpool, was bound over from Columbiana County Municipal Court recently to face felony-five complicity charges. Heck is accused of driving a van that served as the getaway for a woman who fled Walmart in Calcutta with 471 items, totaling $5,363 on Nov. 12.

Randall Clutter, 36, Bell Road, Lisbon was bound over to the grand jury, charged with felony theft charges for trying to steal 144 items worth $1,637 by failing to scan them at the self checkout at the Walmart Calcutta.

Martel M. Selig, 41, Toledo, was fined $1,450 for endangering children, theft, two counts of possessing a drug abuse instrument and use or possession of drugs. She was also sentenced to 18 days in jail with 140 suspended and credit for 31 days served, two years probation and 20 hours of community service. Selig was observed by officers visually intoxicated on Legacy Lane and was found in possession of a tin to store drugs and paraphernalia, a controlled substance, a syringe and items stolen from the Dollar General store on Nov. 4. She had a 1-year-old child with her.

Raymond Glenn Crow, Pennsylvania Avenue, East Liverpool, was fined $150 and sentenced to 30 days in jail for assault for shoving a man into a doorway causing a laceration on his head during an altercation on Vine Street on Nov. 19.

Sean P. Victor, 40, Walter Road, North Olmsted, was fined $1,000 and sentenced to 15 days in jail for aggravated menacing and weapons while intoxicated. Victor threatened to shoot residents at a McGeehan Road home in Lisbon on Nov. 11. Officers found Victor intoxicated and in possession of a pistol on Steubenville Pike Road.

Charges of domestic violence were dismissed against Lynzie Nicole Elliott, 32, Beechwood Street, East Liverpool.

Tom L. Goehrin, 59, West Main Street, East Palestine, was fined $450 and sentenced to 180 days in jail with 162 and credit for 18 served, 20 hours of community service and two years of probation for domestic violence and disorderly conduct. He was also ordered to have no contact with the victim. Goehrin pinned a woman against a wall and tried to put his hands around her neck on Nov. 20 in Unity Township.

Tiffany Michelle Rabquer, 36, Columbiana, was fined $150 for driving under suspension.

Pretrial hearings were set March 2 for William Conrad, 18, North Walnut Street, East Palestine, and Katleyn Elizabeth Neveah Conrad, 21, Moore Street, East Liverpool, both charged with theft and possessing criminal tools. William Conrad allegedly placed 19 items totaling $134 in a backpack at the Calcutta Walmart on Nov. 29 and attempted to leave without paying. Elizabeth Conrad is accused of trying to conceal three items totaling $96.

A pretrial hearing was set March 4 for Nathaniel Blackburn, 36, Christian Place, East Liverpool, charged with OVI and reasonable control.

A pretrial hearing was set Feb. 2 for Ryan James Ostrander, 36, North Shadylane, East Liverpool, charged with speed.

Kayla Marie Foster, 35, Pennsylvania Avenue, East Liverpool, was fined $600 and sentenced to 20 days in jail for resisting arrest, criminal trespass, reckless operation, fleeing and failure to comply and receiving stolen property. On Oct. 30, 2024, Foster entered a condemned property on Etruria Street in East Liverpool. She was also placed on two years of probation and ordered to perform 20 hours of community service. On Jan. 1, 2024, Foster took a vehicle from a city home without the owner’s permission. When officers initiated a traffic stop, Morris stopped but then fled in the vehicle, leading police on chase. On Nov. 14, Foster resisted arrest and attempted to escape when officers attempted to execute an arrest warrant.

Zachary R. Mumford, 40, Newton Falls, was fined $900 and sentenced to 180 days in jail with 124 suspended, 56 imposed and credit for 36 served as well as two years of probation and 30 hours of community service for two for counts of theft and one count of obstructing official business, and possession of drugs. Mumford placed items in his hoodie and pants at the Dollar Store in East Liverpool, taking three items worth $17 on Sept 6. A used syringe was found in his pocket during his arrest and he had an outstanding charge of possessing a syringe in 2021. On Aug. 8, Mumford ran out of the Wellsville Dollar Store with a bin full of merchandise. On Oct. 10, Mumford impeded a suspicious activity investigation in East Liverpool.

Amy Jo Haines, 34, East Chestnut Street, Lisbon, was fined $150 for obstructing an arrest at her residence by shutting the doors on law enforcement after officers saw the man they were attempting to arrest flee into her home on Oct. 23, 2024.

Chelsea Dae Yarwood, 34, Springfield Road, New Springfield, was fined $200 for speed.

Court News

LISBON — A Lisbon man will spend the next several years behind bars after being sentenced recently in Columbiana County Common Pleas Court. Donald Barrett, 43, Grant Street, was sentenced to an indefinite prison term of four years minimum to six years maximum with credit for 384 days served for felony-two burglary, felony-five possession of cocaine and felony-five breaking and entering. Barrett broke into a woman’s garage in East Liverpool and took several items on Oct. 11.

Also in the Court of Common Pleas:

– Jeremiah J. Medley, 41, Girard was sentenced recently to 12 months in prison for aggravated possession of drugs, a third-degree felony, with a specification for forfeiture of money from a drug case for allegedly possessing methamphetamine in an amount equal or greater than bulk but less than five times bulk and $80 on Oct. 19, 2024.

– Timothy Halfhill, 52, Rankin Street, East Liverpool, was sentenced to a two year treatment plan in lieu of conviction for possession of cocaine, a fifth-degree felony, for allegedly possessing cocaine on June 5, 2024.

— Christopher Brown, 50, Walnut Street, Rogers, was sentenced to extended community control (until May 11, 2026 or until further ordered) and up to six months at the Eastern Ohio Correction Center in Wintersville after violating his original community control for aggravated possession of drugs, a fifth-degree felony, with sentencing set for May 11, for possessing methamphetamine on March 22, 2022.

– Brandon E. Hacker, 32, Jimtown Road, East Palestine, was sentenced to community control for three years and up six months at the Eastern Ohio Correction Center in for third-degree felony having weapons under disability and misdemeanors of aggravated menacing and menacing by stalking, with sentencing set for Dec. 1. A charge of illegal use or possession of drug paraphernalia was dismissed. He was accused of going to a woman’s apartment in Perry Township and threatening her, saying he had a gun and was going to kill her, threatening to shoot her in the head on June 18. He was found with a handgun on his person and had a small baggie with a crystal like substance in his possession. He also made a threat against a relative of the victim. He allegedly made threats to kill the victim multiple times over the past three months. He was prohibited from having a weapon due to a previous felony conviction.

Grand Jury

LISBON — A Salineville man was recently secretly indicted by the Columbiana County Grand Jury. Anthony Greathouse, 35, Lewis Road, is charged with one count of felony-five theft. Greathouse allegedly left Busy Beaver without paying for tools worth $1,176 on July 27.

Also receiving secret indictments were:

— Mason Taylor, 25, Oakmont Avenue, East Liverpool, charged with one-count of second-degree felonious assault for knowingly causing serious physical harm to another man on July 27.

— William C. Wildman, 51, East Fifth Street, East Liverpool, charged with two counts of second-degree aggravated drug trafficking and misdemeanor possession of drug paraphernalia for knowingly prepare for shipment, ship, transport, deliver, prepare for distribution, or distribute methamphetamine on July 4,. 2024 and knowingly using or possessing with purpose to use drug paraphernalia, also on July 4, 2024.

— Kevin Baritel, 50, Warren, charged with one count of passing bad checks and one count of theft, both fifth-degree felonies. Baritel allegedly did issue or transfer or cause to be issued checks or other negotiable instruments on Jan. 25 payable to BH Major League Tire Shop in the amount of $2,329, knowing that they will be dishonored or knowing that a person has ordered or will order stop payment on the checks or other negotiable instruments with purpose to deprive BH Major League Tire Shop of property or services.

— Anthony M. Carosiello, 39, Sherwood Road, Wellsville, charged with one count of felony-two for allegedly, on or about June 3, did knowingly cause or attempt to cause physical harm to another by means of a deadly weapon or dangerous ordnance, a Chevy Tahoe.
