LISBON — In Columbiana County Municipal Court, a case against Daniel J. Monte, 50, Independence Square, Wellsville, was bound over to the county grand jury for felonious assault, a second-degree felony, for allegedly acting as if he was going to strike another man and then stomping on his face during a fight in Wellsville on Oct. 14.

Cases against Matthew D. Porter, 36, Vesper, Wisc., were bound over to the county grand jury for third-degree felony compelling prostitution and fifth-degree felony possession of criminal tools and misdemeanor engaging in prostitution for allegedly responding to an undercover ad on a known prostitution website depicting an adult mother trafficking her minor daughter and arranging to have sexual conduct with both mother and daughter in exchange for $220. The affidavit said he was given multiple chances to only see the adult and requested the mother keep the minor there for the sex acts, arriving in East Palestine on Oct. 25 for the meeting, with the phone used to make the arrangements in his possession.

A preliminary/pretrial hearing was set Nov. 25 for David Sinclair Durbin, 51, Allison Avenue, East Liverpool, charged with third-degree felony having weapons while under disability and misdemeanor obstructing official business for allegedly refusing to open the door when East Liverpool police officers assisted the city housing department in executing a search warrant at his residence, holding the door shut and holding the door handle to delay officers making forced entry on Nov. 19. Once officers made entry, a loaded .22-caliber handgun was found in the bedroom in plain view. Durbin was prohibited from having a weapon due to a drug indictment.

A preliminary hearing was set Nov. 25 for Patrick Joseph Dilworth, 38, New Springfield, charged with third-degree felony compelling prostitution for allegedly responding to an undercover ad of a juvenile girl being portrayed as a foster child runaway and arranging to have sexual activity with the girl in exchange for $140, then arriving in East Liverpool on Nov. 19 for the meeting, with the phone used to make the arrangements in his possession.

Richard A. Bates, 50, Bowman Road, Homeworth, was fined $300 and sentenced to 180 days in jail, with 177 days suspended and credit for three days served, for assault amended from domestic violence. Another domestic violence charge was dismissed. He was ordered to complete 25 hours community service. He was accused of yelling at a woman and hitting her in the face on March 13 in Knox Township.

Randy James Reynolds, 25, Prospect Street, East Liverpool, was ordered to serve 150 days in jail, with credit for eight days served, leaving a balance of 142 days to serve in jail for violating his probation for a 2024 case of domestic violence.

Jared Conrad Malmsberry, 31, Thomas Road, Lisbon, was fined $600 and sentenced to 180 days in jail, with 140 days suspended and credit for one day served in jail, with 39 days to be served in electronically monitored house arrest for domestic violence and weapons while intoxicated. He was ordered to complete 50 hours community service and to have no contact with the victim. He was accused of pointing a gun at the victim, the dog and a television and then discharging a round into the ceiling after drinking and arguing on July 17 at a residence on East Liverpool Road in St. Clair Township.

Justin Derringer, 38, North Madison Avenue, Salem, was fined $600 and sentenced to 60 days in jail, with 56 days suspended and credit for four days served, for misdemeanor criminal mischief amended from fourth-degree felony disrupting public services, disorderly conduct amended from domestic violence, and criminal trespass. A charge of public indecency was dismissed. Derringer was accused of allegedly threatening to shoot a woman with a crossbow and possessed a crossbow on Aug. 8 in Salem. He had been trespassed from the property earlier in the day. He also allegedly took the phone from the woman’s hand by force as she attempted to call 911 for emergency law enforcement assistance. On Aug. 9, Derringer was found naked lying face up in the back yard of a Salem property.

A pretrial was set Feb. 11 for Thomas Carl Edgell, 38, Marquette, Mich., charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual conduct with a woman in exchange for $300, then traveling to East Palestine on Nov. 18 for the meeting with the phone used to make the arrangements in his possession.

A pretrial was set Feb. 11 for Carlos Eduardo Murillo Velasquez, 25, Houston, Texas, for charges of engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual activity with a woman in exchange for money, then traveling to East Palestine on Nov. 18 for the meeting with the phone used to make the arrangements in his possession.

A pretrial was set Feb. 23 for Daniel Edward Kubala, 35, Boardman, charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual activity with a woman in exchange for $100, then traveling to East Palestine on Nov. 18 for the meeting with the phone used to make the arrangements in his possession.

A pretrial was set Dec. 1 for Thomas William Rogers, 47, Steubenville, charged with violation of a protection order for allegedly approaching a woman who has a protection order against him at her place of employment on Oct. 29 in East Liverpool.

A pretrial was set Dec. 11 for Sterling A. Henry, 27, Youngstown, charged with obstructing official business for allegedly attempting to flee from Common Pleas Court on the second floor of the downtown courthouse on Nov. 14 before his bond revocation hearing. He was taken into custody on the first floor after a short foot chase down two flights of stairs. He was taken back into the courtroom where his bond was revoked and he was taken to the jail. He was found with a sum of money and suspected narcotics in a cellophane wrapper in his wallet, the affidavit said.

A pretrial was set Feb. 4 for Lacee D. Mix, 35, North Market Street, Lisbon, charged with theft for allegedly failing to pay for several items at the Discount Drug Mart in Lisbon on Nov. 18, including clothing and over-the-counter medications valued at $70.

A pretrial was set Dec. 15 for Johnathan A. Post, 37, Taylor Road, Negley, charged with theft for allegedly stealing multiple items from a Sell Road, Lisbon property, on Nov. 13, including starter pistol blanks, ATB cameras, door bell and speakers, wireless cell phone charger, laser beam and costume jewelry.

Caleb A. Collins, 20, East Sixth Street, Salem, was fined $200 and sentenced to 30 days in jail, with 27 days suspended and credit for three days served, for disorderly conduct amended from aggravated menacing. He was ordered to have no contact with the victim. On July 19 in Salem, he caused the victim to believe he was going to harm him with a knife.

A charge of drug paraphernalia against Brian Francis Buckley, 32, North Market Street, East Palestine, was dismissed. A notation on the judgment entry said no discovery or information was provided. Buckley had been accused of possessing methamphetamine pipes at his apartment in East Palestine on May 14.

A pretrial was set Feb. 18 for Christopher T. Jones, 32, Middletown, charged with illegal use or possession of drug paraphernalia for allegedly possessing a container for packing small quantities of a controlled substance and a baggie containing an unknown white substance on Nov. 18 in Lisbon.

A pretrial was set Feb. 17 for Melissa Taylor Franklin, 47, Anderson Avenue, Wellsville, charged with maximum permissible height of weeds for allegedly failing to cut weeds growing to a height of 12 inches on a Garner Avenue, East Liverpool property on Sept. 30 and continuing.

Jessica L. Lee, 37, Rose Drive, Lisbon, was fined $100 and given a 30-day suspended jail term for noxious/offensive odors. Lee had garbage and other offensive smelling substances in her side yard, back yard, shed and shed roof on March 27 in Lisbon and didn’t clean up after multiple warnings.

Melissa S. Miles, 41, Johnson Road, Lisbon, was fined $200 and given a suspended 30-day jail term for drug paraphernalia. She was ordered to complete 20 hours community service. Miles possessed a cut plastic straw with residue, three baggies with residue and two half pills during a traffic stop on Jan. 13 in St. Clair Township.

Jerred W. Long, 31, Massillon, was fined $1,175 and sentenced to 180 days in jail, with 176 days suspended, credit for one day served in jail and three days served in a driver intervention program for operating a vehicle impaired and speeding. His driver’s license was suspended for one year, with driving privileges granted. He was ordered to complete 40 hours community service.

Leroy Calvin McEldowney, 46, Hammondsville, was ordered to serve 40 days in jail, with credit for 17 days served, leaving a balance of 23 days still to serve for violating his probation for a 2024 OVI case.

Tiffany Anne Potts, 38, South Lincoln Avenue, Salem, was fined $700 and sentenced to 180 days in jail, with 177 days suspended, leaving three days to serve in jail for physical control amended from OVI, no valid license and failure to control. She was ordered to complete 20 hours community service.

Jenna L. Bates, 40, East Lincoln Way, Lisbon, was fined $150 for left of center, with charges of no valid license and failure to reinstate dismissed.

Naudia R. Dalen, 19, Weirton, W.Va., was fined $150 for speeding, with a charge of no license.

Jacob Isaac Davis, 31, Andover, was fined $75 for speeding after being found guilty during a court trial.

Ryan Patrick Sowards, 32, Desellem Road, Lisbon, was fined $50 for speeding-school zone.

Charges of use of unauthorized plate and driving under suspension against Patrick C. Weaver, 39, Jennings Avenue, Salem, were dismissed.

An open container charge against David Gene Miller, 52, Hiram, was dismissed.

Devon Alan Oliver, 28, Boardman, was fined $50 for speeding.

George M. Barth, 56, Youngstown, was fined $75 for speeding.

Nicholas J. Ohanlon, 27, Crestview Drive, East Liverpool, was fined $50 for driving under suspension.

Grand Jury

LISBON — Lauren Horvatovich, 35, Youngstown, was served Wednesday with a secret indictment issued by the Columbiana County Grand Jury for fifth-degree felonies of possession of cocaine and possession of a fentanyl-related compound and misdemeanor possession of drugs for allegedly possessing cocaine, fentanyl and tramadol on May 27, 2025.

LISBON — A man accused of stealing a John Deere riding mower from the Salineville sewage treatment plant in September entered guilty pleas to all charges during a recent hearing in Columbiana County Common Pleas Court.

Luke Reid, 42, whose last known address was listed as Salineville Road, Salineville, pleaded guilty to breaking and entering, receiving stolen property and theft, all fifth-degree felonies, with sentencing set for Dec. 18.

According to a police affidavit filed in Columbiana County Municipal Court, Reid was accused of cutting a hole in the fence at the sewage treatment plant in Salineville, then was seen on video operating a John Deere riding mower owned by the sewage plant, traveling south down to the North Fork of Yellow Creek on Sept. 4. Village police officers received pictures and text messages the defendant allegedly sent to someone admitting he stole the tractor and hid it on the shore of the North Fork of Yellow Creek under some grass and sticks. The damaged stolen lawn mower was located and returned to the sewage plant. A dolly worth $1,500 was also reported missing and when taken into custody, he allegedly admitted to taking the dolly.

— Meghan McElroy, 32, Maple Hill Road, Salineville, was ordered to serve 40 days in the county jail for violating the terms of her probation for drug charges from two separate cases, including fifth-degree felonies of aggravated possession of drugs and two counts possession of drugs and misdemeanor possessing drug abuse instruments. McElroy possessed methamphetamine on Feb. 6, 2023, xylazine and benzodiazepine on May 10, 2023 and drug abuse instruments such as syringes on Jan. 27, 2024.

— Thomas R. Hughes II, 38, state Route 154, Negley, was ordered to serve 100 days in the county jail, with credit for 29 days served, leaving a balance of 71 days still to serve in jail for violating the terms of his probation for two counts of nonsupport of dependents, a fifth-degree felony. His community control was dishonorably terminated. Hughes failed to pay child support from Jan. 8 2023 to Jan. 5, 2025.

— Myron James Edward Youngblood, 44, Fawcett Street, East Liverpool, was sentenced to 150 days in jail, with credit for 124 days served, leaving a balance of 26 days still to serve in jail for aggravated possession of drugs, a fifth-degree felony, for possessing methamphetamine on Sept. 21, 2024.

— Robert C. Koch III, 42, Steubenville, was ordered to serve 100 days in jail, with credit for 70 days served, leaving a balance of 30 days still to serve in jail for violating the terms of his probation for trespass in a habitation, a fourth-degree felony. His community control was dishonorably terminated. Koch trespassed in a residence on Aug. 29, 2021.

— Jakob D. Bell Sr., 35, Grant Street, Lisbon, was placed under community control for 36 months during sentencing for aggravated possession of drugs, a fifth-degree felony, for possessing methamphetamine in March 16, 2024.

— Airess Moore, 28, Cleveland, was placed under community control for 12 months and sentenced to 180 days in jail, with 180 days suspended, after pleading guilty to a misdemeanor charged of criminal tools. Moore was originally charged with aggravated possession of drugs, a fifth-degree felony, for allegedly possessing psilocyn on July 31, 2023.
