LISBON — In Columbiana County Municipal Court, a preliminary hearing was set Oct. 30 for Douglas Charles Toothman, 47, East Fourth Street, East Liverpool, charged with domestic violence, a fifth-degree felony, for allegedly hitting a woman in her face and head area several times in East Liverpool on Oct. 18. The victim is pregnant, the affidavit said.
A preliminary hearing was set Oct. 30 for Thomas R. Welsh Jr., 40, New Garden Road, Salem, charged with fourth-degree felony burglary for allegedly crawling through a window with another person and entering a recently sold residence in Salem on Oct. 17. The owner had taken ownership of the property on Oct. 15 and the owner said the defendant did not live there and the previous owner said the defendant left voluntarily on Oct. 15.
A preliminary hearing was set Oct. 30 for Mary E. Kiehl, 41, state Route 344, Leetonia, charged with fourth-degree felony burglary for allegedly crawling through a window with another person and entering a recently sold residence in Salem on Oct. 17. The owner had taken ownership of the property on Oct. 15. The other person did not have authority to grant the defendant permission to be inside the residence.
A preliminary/pretrial hearing was set Oct. 27 for Robert Bryant Kerstanski, 45, Youngstown, charged with fourth-degree felony failure to comply with the order or signal of a police officer and misdemeanors of engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad posted on a known prostitution website and arranging for allegedly unprotected sexual activity with a woman in exchange for $170, then driving to East Palestine on Oct. 17 for the meeting, the affidavit said. When he arrived at the location and saw the agent pull in with emergency lights activated, he drove around him through a yard and fled northbound. The agent was able to pull in front of the defendant while a marked police unit was behind him with lights and sirens on. The defendant attempted to go around the agent but was blocked in and removed from the vehicle. He was found with the phone used to make the arrangements in his possession.
A sentencing hearing was set Nov. 3 for Jamaar C. Pullie, 37, First Street, Wellsville, who pleaded no contest and was found guilty of three counts of assault for allegedly assaulting three people outside the Eagles bar in Wellsville on July 26. He was accused of pushing a woman to the ground, attempting to attack her when she got up, slamming her into a car and attempting to punch her. He kept screaming and also assaulted a couple that came to the woman’s aid, pushing the man to the ground twice and pushing the woman with him into a truck.
Judson T. Edling, 39, Arch Street, Salem, was fined $750 and sentenced to 180 days in jail, with 150 days suspended and credit for five days served, leaving a balance of 10 days to serve in jail and 15 days to serve in electronically monitored house arrest for domestic violence, criminal damaging, possession of drug paraphernalia and driving under suspension. A charge of endangering children was dismissed. He was ordered to complete 25 hours community service, making restitution of $2,850 and have no contact with the victim. On April 12, Edling was accused of holding a woman to the ground while striking her and making threats to kill her if law enforcement became involved in Perry Township. When she went to leave, he was kicking her vehicle, causing damage. He was also accused of possessing a pipe with residue for use with dangerous drugs during a traffic stop on June 27 in Salem
A pretrial was set Nov. 6 for John Carl Reinhart, 53, East Clark Street, East Palestine, charged with domestic violence for allegedly punching a woman, shoving her into a night stand and pulling her hair on Oct. 17 in East Palestine.
A sentencing hearing was set Oct. 30 for Mark E. Knight, 25, Pinewood Drive, New Waterford, who pleaded no contest and was found guilty of inducing panic for standing behind the counter at Speedway in Salem, looking at the camera and saying he was going to lock the doors and rob the place on Oct. 20. In fear for her safety, the cashier activated the hold up alarm and police arrived, finding Knight wearing a ski mask standing at the counter observing the parking lot. He was ordered out of the store and onto the ground.
David M. Stewart, 39, Union Ridge Road, Negley, was fined $250 for disorderly conduct amended from domestic violence. Stewart was accused of making threats to a woman involving scissors as he put his arms around her and threatened her on April 15 in Salem.
Reagan Lee Buzzard, 22, Ohio Avenue, East Liverpool, was fined $200 and given a suspended 30-day jail term for menacing. Buzzard was ordered to complete 10 hours community service and to have no contact with the victim. Buzzard was accused of threatening to beat another woman after an argument on Oct. 11 in East Liverpool.
A pretrial was set Nov. 3 for Anthony T. Bowles, 56, Oak Ridge Road, Wellsville, charged with domestic violence for allegedly punching another man in the face with his right fist after the victim confronted him over a damaged chainsaw on Oct. 18 in Wellsville.
Robert L. Holt, 40, Akron, was fined $600 and sentenced to 180 days in jail, with 166 suspended and credit for 14 days served, for aggravated menacing and telecommunications harassment. He was ordered to complete 40 hours community service and to have no contact with the victim. He was accused of threatening to send people to a woman’s residence and have her assaulted on Jan. 15 in West Township. He called multiple times from multiple different phone numbers and was sending multiple messages through social media after being told to stop.
Qi Wu Yuan, 41, Northview Avenue, Alliance, was fined $750 and given a suspended 180-day jail term for engaging in prostitution and possessing criminal tools. He was ordered to complete 35 hours community service and a prostitution prevention course. Yuan was accused of requesting sexual conduct from an undercover agent for an agreed upon price of $80, then driving to Salem on April 25 for the meeting with the phone used to make the arrangements in his possession.
Kyle V. Poyssick, 25, Youngstown, was fined $350 for unauthorized use of motor vehicle for taking a woman’s vehicle without permission on April 11, 2023.
James C. Bollinger, 35, Park Avenue, East Palestine, was fined $200 and given a suspended 90-day jail term for attempted drug possession. He was ordered to complete 20 hours community service. On March 1, 2024, he possessed a rolled-up dollar bill with residue and a plastic bag with an unknown substance.
A pretrial was set Dec. 2 for Michael A. Russell, 43, Riverside Avenue, Wellsville, charged with theft for allegedly stealing a go cart motor from Six Recycling in East Liverpool on Sept. 4.
A pretrial was set Jan. 27 for Brian Scott Noble, 55, Pauls Lane, East Liverpool, charged with criminal trespass and deposit litter, garbage, trash or junk on adjacent property on alley for allegedly trespassing on Oct. 15 on a property in Madison Township where he had previously been told not to return. On July 29, he was cited for failing to clean up junk and debris at Pauls Lane, East Liverpool.
Heidi D. Roe, 50, Orchard Grove, East Liverpool, was fined $925 and sentenced to 90 days in jail, with 80 days suspended, leaving a balance of 10 days to serve in prison for operating a vehicle impaired and a tail lights violation. She was ordered to complete 20 hours community service.
A pretrial was set Jan. 14 for Ian A. Sewell, 25, Manor Drive, Columbiana, charged with OVI second offense, OVI refusal with prior within 20 years, and reasonable control.
Scott Allen Cooper Jr., 41, Seventh Avenue, East Liverpool, was fined $500 for expired license, unauthorized plate, failure to display valid sticker, turn signal violation, and two counts of no valid license.
Arthur J. Reynolds, 54, Camelot Drive, Columbiana, was fined $615 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program, for OVI and marked lanes. His driver’s license was suspended for one year and he was ordered to complete 20 hours community service.
A pretrial was set Jan. 12 for Ashley Kay Winter, 28, Main Street, Salem, charged with OVI first offense, OVI breath first offense, marked lanes and open container.
A pretrial was set Jan. 14 for Melissa R. Brink, 45, Franklin Avenue, Salem, charged with driving under suspension, operating a vehicle under the influence of alcohol or drugs and failure to display valid sticker.
Zachary Preston Kinsey, 38, Louise Avenue, East Liverpool, was ordered to pay costs only for driving while texting, with a distracted driving course completed.
Darien Michael Suggs, 23, Aten Avenue, Wellsville, was fined $150 for no license amended from driving under suspension.
Kathleen R. Shasteen-Dearth, 32, May Street, East Liverpool, was fined $50 for unauthorized plate.
Richard Lee Lamp Jr., 44, Eighth Avenue, East Liverpool, was fined $180 for driving under suspension and a headlights violation.

Grand Jury
LISBON — Jesse M. Jackson, 45, Lorain, was served Sunday with a secret indictment issued by the Columbiana County Grand Jury for assault, a fifth-degree felony, for allegedly attempting to cause or causing physical harm to a corrections officer at the county jail on Aug. 11, 2025.

LISBON — A Salem man already serving two years in prison for drug charges was sentenced recently to an additional four-and-a-half years in prison for more drug counts, bringing his grand total to six and a half years.
Christopher Brink, 45, Franklin Avenue, faced sentencing in Columbiana County Common Pleas Court for four separate indictments, all related to his possession of methamphetamine.
He was sentenced to 30 months in prison and given a mandatory fine of $5,000 for aggravated possession of drugs, a third-degree felony, with credit for 143 days served. A charge of aggravated trafficking in drugs was dismissed and he was ordered to forfeit $68.
He was sentenced to an additional 24 months in prison and given a mandatory fine of $5,000 for aggravated possession of drugs, a third-degree felony with credit fo 10 days served.
Both of these sentences were ordered served consecutive to each other and consecutive to the 24 months he was already serving since April, bringing the total to 78 months or six-and-a-half years.
He was also sentenced to 10 months in prison for aggravated possession of drugs, a fifth-degree felony, and six months in prison for aggravated possession of drugs, a fifth-degree felony, all to be served at the same time as the other sentences. He was ordered to forfeit $73. A charge of possession of defaced firearm was dismissed.
Brink possessed methamphetamine in an amount equal or greater than bulk but less than five times bulk on July 8, 2024 and Jan. 13, 2023 and also possessed $46. He also possessed methamphetamine, a defaced firearm and $73 on Sept. 19, 2023 and methamphetamine on Sept. 5, 2023.
The sentence from April represented charges from two separate indictments, including having weapons while under disability, a third-degree felony, fifth-degree felony aggravated possession of drugs with a specification for forfeiture of money from a drug case, and tampering with evidence, a third-degree felony. He was ordered to forfeit $85 and charges of aggravated possession of drugs and drug paraphernalia were dismissed. Brink was accused of having a firearm on Dec. 6, 2023 while under indictment for a felony offense of aggravated trafficking in drugs and also possessing methamphetamine and $85 cash. On April 6, 2023, he was accused of possessing a plastic bag used for the storage of dangerous drugs during a traffic stop in Salem and allegedly crumpling and throwing a piece of evidence behind him while exiting the vehicle.
Also in Common Pleas Court:
— Donald C. Fiore, 59, St. Clairsville, previously Washingtonville and Salem, was recently granted 150 days of jail time credit against his case. He had been sentenced in August to 18 months in prison for third-degree felony domestic violence and fourth-degree felony strangulation for grabbing a woman by the neck and squeezing, then striking her, causing a laceration on her lip and red marks to her neck, then throwing her to the ground in Salem on Nov. 28, 2024. The prison term was ordered served at the same time as the 12-month prison term he received in May for third-degree felony domestic violence for an incident on Feb. 9, 2024.
— Robert J. Lutman, 49, Leetonia Road, Leetonia, was ordered to serve 180 day in jail, with credit for 71 days served, leaving a balance of 109 days still to serve for violating the terms of his probation for aggravated possession of drugs, a fifth-degree felony. The charge dated back to him possessing methamphetamine on Nov. 28, 2021. His community control was dishonorably terminated.
— Schon S. Scott, 60, Canton, was placed under control community for 18 months after pleading guilty to possession of cocaine, a fifth-degree felony, for possessing cocaine on Dec. 1, 2024.
