Municipal

LISBON – A Wellsville man was bound over to Common Pleas Court recently for three counts of second-degree felonious assault for two separate incidents in the Village of Salineville. Joah T. Leffler, 42, Sherwood Road, Wellsville, allegedly fired shots toward two people on Salineville Road on June 6. According to the witnesses, Leffler brandished a firearm before shooting from his car. In the other incident on June 19, Leffler allegedly stabbed a man. Leffler reportedly attacked a man at a home on West Main Street over a debt owed. The victim was cut on the arm and thumb and stabbed in the bicep.

Shane J. Linden, 46, Crestview Road, Leetonia was bound over to Common Pleas Court, charged with one count of felony-four domestic violence. Linden allegedly assaulted another man at his home on Sept. 12 by punching him and leaving him with a black eye.

Charges of fourth-degree felony domestic violence against Andre L. Owens Jr., 27, Warren, were dismissed at costs to the state.

Charges of property maintenance requirements, storage of tires and litter or junk were dismissed against Ashley Hammonds, 45, East Ruby Drive, East Liverpool.

A preliminary hearing was set Oct. 16 for Melissa D. Payne, 54, South West Street, Columbiana, charged with receiving stolen property. Payne allegedly was in possession of a stolen truck at her home on or around Sept. 22.

A pretrial hearing was set Oct. 28 for Christy Rohn, 34, Benton Road, Salem, charged with authorized use of a plate.

A pretrial hearing was set Dec. 15 for Marie D. Whan, 61, Greensburg, Pa., charged with assault and criminal trespass. Whan allegedly punched a woman in the face, grabbed her hair and dragged her to the ground after refusing to leave a residence on state Route 172 on Sept. 21. Officers observed a cut and red marks on the woman’s face.

Laurena G. Boso, 30, was fined $800 and sentenced to 300 days in jail with 297 suspended and credit for three days served for OVI, tinted glass and left of center, possession of a drug abuse instrument and possession of drug paraphernalia after a traffic stop in East Liverpool on Sept. 19, 2024 during which a used syringe was found.

Taylor M. Foster, 29, Sophia Street, East Liverpool, was fined $500 and sentenced to 180 days in jail with 167 suspended and credit for 13 days served for two counts of theft and drug paraphernalia. Foster was also placed on two years probation, given 20 hours of community service and ordered to pay restitution to Giant Eagle. On July 20, Foster placed a package of candy bars and two containers of ice cream in his pants and then left the East Liverpool Giant Eagle without paying for the items. On July 1, Foster walked out of the dollar General store in East Liverpool without paying for two bottles of soda and a container of ice cream he had concealed in a backpack. On July 11, officers observed Foster who they knew to have active arrest warrants walking on St. Clair Avenue. When detained, Foster was found to be in possession of two cut straws, burnt foil and a glass pipe.

A pretrial hearing was set Oct. 9 for Daniel Foster, 44, Warren, charged with violation of protection. The protected party was found to be a passenger in Foster’s car during a traffic stop on Sept. 22 in Center Township.

Ronnie L. Jackson, Steubenville, 51, was fined $750 for assault, amended from domestic violence. Jackson allegedly pulled a firearm on another man on Jan. 9 on Ceramic Street in East Liverpool.

A pretrial hearing was set Dec. 16 for Frederic L. Springer, 24, Shadylane, East Liverpool, charged with peeling tires.

A pretrial hearing was set Oct. 2 for Erika F. Miller, 45, East Ninth Street, East Liverpool, charged with two counts of domestic violence for shoving a woman and placing her hands around the woman’s throat at her residence on Sept. 22.

Ashley M. Bacorn, 32, Globe Street, East Liverpool, was fined $200 for criminal trespass after going to a residence on Lemon Street in East Liverpool three times after being advised by police she was not allowed to do so.

A pretrial hearing was set Dec. 18 for Tyler Shaffer, 25, Bethlehem, Pa., charged with OVI and speed.

Steven C. Stokes Jr., no age given, Hilltop Drive, Salem, was fined $120 on three counts each of failure to register a canine and failure to contain a canine.

A pretrial hearing was set Dec. 11 for Michael J. Gonter, Somer Street, Leetonia, charged with physical control.

Adrienne K. Devlin, 42, East Lincoln Way, Lisbon, was fined $100 for speeding in a school zone.

A pretrial was set Oct. 9 for Charley J. Masters, 19, Willow Way, Canfield, charged with underage consumption.

Angeleena M. Watthews, 25, was fined $200 for disorderly conduct, amended from criminal trespass. Watthews entered a condemned house on Sunnyside Street in East Liverpool.

Matthew S. Lehman, 46, Canton was fined $200 for criminal trespass, after being found at a residence on Broadway Avenue in Salem from which he previously trespassed. Lehman was also fined $200 and sentenced to 180 days in jail with 166 suspended and credit for 14 days served, two years of probation and 20 hours of community service for aggravated menacing for making threats towards officers while incarcerated at the county jail on Sept. 16.

Brian W. Curran, 37, 1833 Lemon Street, was fined $400 and sentenced to 180 days in jail with 170 suspended and credit for one day served for assault, two years of probation and 40 hours of community service for assault, amended from domestic violence. Curran knocked a woman to the ground at a Globe Street home in East Liverpool on Sept. 12, 2024.

A pretrial hearing was set Sept. 29 for Jesse F. Cabello, Oak Street, Leetonia, charged with domestic violence. Cabello, 39, allegedly pinned a woman on the ground, causing bruises and marks to her wrists on Sept. 20 at his home.

A pretrial hearing was set Nov. 18 for Cynthia S. Moffett, 54, West Park Avenue, Columbiana, charged with driving under suspension.

Clayton D. Talbert, 30, Thomas Drive, Wellsville, was fined $75 for speed.

James S. Beebout, 25, was fined $500 and sentenced to 180 days in jail with 166 suspended, two years of probation, a two-year license suspension and 30 hours of community service for failure to comply and obstruction of official business and OVI. Beebout failed to stop when officers initiated a traffic stop in East Liverpool on Aug. 22.

A pretrial hearing was set Dec. 8 for Bailey S. Riddle, 24, West Main Street, East Palestine, charged with receiving stolen property and illegal use or possession of drug paraphernalia. Riddle allegedly was found in possession of stolen street signs and drug paraphernalia when officers came to his home to serve an eviction notice on Sept. 22.
