LISBON — Ashley M. Shuman, 43, Alba Avenue, Chester, was fined $400 and sentenced to 140 days in jail with 138 suspended, two years of probation and 50 hours of community service for possession of a drug abuse instrument, and drug paraphernalia recently in Columbiana County Municipal Court. Shuman lived at a Broomfield Avenue residence which was the location of a brief police standoff between Greg Dailey and the St. Clair Police Department on June 26. Upon entry, officers found used syringes and glass meth pipes. On June 29, Shuman was found in possession of a “hollowed-out pens” with brown residue and naloxone during a traffic stop in St. Clair Township.
Will M. Ward, 19, Hatchet Road, New Waterford, was fined $450 and sentenced to 90 days in jail with credit for one day served and 86 suspended for assault. He was also placed on two years of probation and ordered to perform 20 hours of community service. Ward punched a male in the face on June 9 in Salem.
A pretrial hearing was set Oct. 9 for Alan T. James, 48, Irondale, charged with two counts of menacing and obstructing official business. James allegedly screamed obscenities and threats at a woman in Yellow Creek Township on Sept. 19. He also allegedly called her several times.
Angel L. Felger, 24, Pinewood Drive, New Waterford, was fined $150 for not stopping for a school bus.
A preliminary hearing was set Sept. 29 for Meranda M. Kinsey, 38, Prospect Street, Lisbon, charged with felony-four burglary. Kinsey allegedly entered a residence on North Market Street in Lisbon on Sept. 17.
A preliminary hearing was set Sept. 29 for Jonathan Lagone, 23, West Wilson Street, Salem, charged with felony-four domestic violence. Officers responded to a call from a woman who reportedly was being beaten. The woman reported that Lagone allegedly spit on her, put his forearm to her throat and grabbed her hair before she escaped out of the window and was able to call for help.
Brennan E. Bell, 22, Alliance was fined $1,050, sentenced to 180 days in jail with 177 suspended and received a one-year license suspension for physical control and stop sign, amended from OVI. He was also ordered to perform 25 hours of community service and was placed on two years of probation.
A pretrial hearing was set Oct. 20 for Bob F. Pierce Jr., 35, Shadylane Drive, East Liverpool, charged with criminal trespass and drug paraphernalia. Pierce allegedly was seen leaving a residence in East Liverpool he was previously trespassed from and was found to be in possession of a burnt glass pipe when detained.
A pretrial hearing was set Dec. 2 for Larry M. Davis, Birch Road, 84, East Liverpool, charged with assault. Davis allegedly grabbed a woman by the hair and ear during an argument in a car at the intersection of state Route 170 near Sheetz in Calcutta. He also allegedly would not let the woman exit the vehicle.
Russell J. Hetrick, 54, Brookfield Avenue, Lisbon, was fined $1,500 for OVI, driving under suspension and tail light. Hetrick also received a three-year licence suspension, 180 days in jail with 165 suspended, 20 hours of community service and two years of probation.
A pretrial hearing was set Dec. 18 for Cubanola Martin, 71, 14th Street, Wellsville, charged with OVI, and tail lights.
A pretrial hearing was set Dec. 8 for Sandra Garver, 63, Main Street, Columbiana, charged with OVI, speed and open container.
Robert A. Utt, 53, East Fourth Street East Liverpool, was fined $100 for theft and sentenced to 180 days in jail, all suspended, and was ordered to perform 20 hours of community service for theft. He was also placed on two years probation. Utt allegedly placed two bottles of vodka in a bag at Giant Eagle in East Liverpool and left the store without paying on June 28. He was ordered to stay out of Giant Eagle.
Nicholas T. Evans, 26, Niles, was fined $100 for equipment violation.
A pretrial was set Dec. 16 for Joseph F. Defilippis, 45, Weirton, charged with engaging in prostitution and possessing criminal tools. Defilippis allegedly agreed to exchange $260 from Cash App for sexual activity with an undercover agent and traveled to East Palestine on or about Sept. 21 to do so.
Ezekiel A. Harper, 23, Canton was fined $350 for aggravated menacing. Harper threatened a woman via Facebook on Aug. 8 in Salem. He was also sentenced to 60 days in jail with credit for 38 days served. Charges of receiving stolen property were dismissed.
Alyssa D. Evans, 30, Bradshaw Avenue, East Liverpool, was fined $150 and sentenced to 30 days in jail suspended for disorderly conduct, amended from theft. She was also placed on two years of probation, 20 hours of community service and ordered to stay out of Walmart. Evans concealed items totaling $81 in her purse at the Calcutta Walmart and left without paying for them on April 16.
Remington A. Andrews 24, Shelton Road, Salem, was fined $350 for reckless operation and failure to control, amended from OVI. Andrews was also placed on two years probation, ordered to perform 20 hours of community service and received 30 days in jail suspended.
Christopher A. Dorsey Erie Street, East Liverpool, was fined $250 for expired plates and driving under suspension.
Billie J. Baker, 48, Blair Road, Salineville, was fined $150 for speed.
Zachary J. Nicholson, 21, Township Road 289, Salineville, charged with assault. Nicholson allegedly pushed down a woman at a home on state Route 164 on Sept. 19.
Richard R. Haught, 55, Sunnyside Street, East Liverpool, was fined $100 for loud exhaust and equipment violation, amended from speed.
Christy L. Dawson, 47, Lee Street, East Liverpool was fined $2,000 for two counts of OVI, marked lanes, turn signal, failing to stop after an accident and driving under suspension. She received a two-year license suspension and was sentenced to 300 days with 270 suspended.

LISBON — A Negley woman accused of assaulting a paramedic was ordered evaluated for competency and sanity.
Mary L. Peterson, 58, Darlington Road, appeared Friday for a pretrial before Columbiana County Common Pleas Court Judge Megan Bickerton for fourth-degree felony assault for allegedly causing harm or attempting to cause harm to a paramedic on March 16, 2025.
Her attorney requested the evaluation and Bickerton agreed, ordering Peterson to be evaluated by the Forensic Psychiatric Center of Northeast Ohio. Peterson’s bond to remain out of jail was continued.
Grand Jury
LISBON — An East Liverpool man required to register as a sex offender was served Sunday with a secret indictment issued by the Columbiana County Grand Jury for failure to register.
Dean A. Richmond, 57, Smithfield Street, was accused of the third-degree felony for allegedly failing to register as a sex offender in Columbiana County on Dec. 10, 2024.
Also served recently with secret indictments were:
— Jason Sorrell, 51, U.S. Route 62, Beloit, charged with third-degree felonies of aggravated trafficking in drugs and aggravated possession of drugs for allegedly preparing for sale and possessing methamphetamine in an amount equal or greater than bulk but less than five times bulk on March 4, 2025.
— Brittany Neely, 31, St. Clair Avenue, East Liverpool, charged with fifth-degree felonies of possession of cocaine, possession of heroin and possession of a fentanyl-related compound, all with specifications for forfeiture of money from a drug case for allegedly possessing $23, cocaine, heroin and fentanyl on July 27, 2023.
— Kelly A. Stoddard, 39, Lincoln Avenue, East Liverpool, charged with fifth-degree felonies of aggravated possession of drugs and possession of a fentanyl-related compound for allegedly possessing methamphetamine and fentanyl on Aug. 7, 2024.
