Sheriff Reports

– Deputes checked the area of Lippincott Rd. in West Township at 8:02 p.m. on Saturday at the request of the Carroll County Sheriff Department to locate Kevin L. Wingert. Wingert had requested an ambulance due to a mental health issue. Deputies located Wingert sitting inside his vehicle at Quaker Ridge Cemetery and Hanover Township EMs transported Weingert to an area hospital.

– Deputies assisted the Ohio State Highway Patrol with a death notification at a residence on Hill St. in Center Township at 5:44 p.m. on Saturday.

– Deputies responded to Salem Alliance Road in Butler Township at 11:19 p.m. on Friday for a welfare check.

– Deputies responded to state Route 164 in Center Township at 9:25 p.m. on Friday to a report of an unruly juvenile.

– Deputies responded to Bowman Road in Knox Township at 8:53 p.m. on Friday to a report of four-wheelers driving recklessly. Deputies checked the area.

– Deputies responded to Fireside Lake Campground on Rochester Road in West Township at 7:29 p.m. on Friday for a reckless driver.

– Deputies responded to state Route 172 in Hanover Township at 5:45 p.m. on Friday to put down a deer that was struck by a car and severely injured.

– Deputies responded to Salem Alliance Road in Butler Township at 11:19 p.m. on Friday for a welfare check.

– Deputies responded to Grant Street in Center Township at 4:26 p.m. on Friday for a report of a man assaulted by an 8 year-old.

– Deputies responded to Salem Alliance Road in Butler Township at 3:49 p.m. on Thursday for a medical emergency. Damascus EMS transported the subject to a hospital in Stark County.

– Deputies responded to the Dollar General Store on state Route 30 in Hanover Township at 9:57 p.m. to a report of a customer having trouble breathing. The man was transported by Hanover Township EMS to an area hospital.

St. Clair Township

— An officer on patrol observed the gate to the River Valley Baseball Fields to be open at night and made a search of the area and closed the gate on Sept. 10.

— Officers conducted a welfare check on a resident in the 15000 block of Annesley Road and found the resident to be deceased with no foul play suspected on Sept. 10.

— An officer sitting stationary at the Dollar General on state Route 267 on Sept. 10 observed a light out of the corner of his eye drawing his attention to the backyards of the residences across the street. He saw the light which appeared to be a flashlight a second time. The officer searched the area on foot but made no contact with anyone. He stayed in the area for a time with nothing further happening.

— Officers found an alarm was accidentally set off by the cleaning crew when responding to an alarm call in the 15000 block of state Route 170 on Sept. 11.

— Michael Murphy (age and address not provided) was transported by North Star to East Liverpool City Hospital even though a police report notes he did not suffer any apparent injuries while resisting arrest on Sept. 11 after St. Clair officers responded to an assistance request from the highway patrol for a traffic stop on Echo Dell Road. Patrol troopers told officers that that Murphy was being arrested for OVI but when he was told to put his hands behind his back he refused and said officers would have to drag him out of the car and assault him in order to be handcuffed. Officers forcefully removed Murphy from the vehicle after attempting to talk to him. He was taken to the ground and handcuffed while still resisting. A K-9 was used to conduct an open-air sniff and alerted on the driver door seams.

— An officer on patrol observed the gate to the River Valley Baseball Fields to be open at night and made a search of the area and closed the gate on Sept. 11.

— A driver was issued a verbal warning following a Sept. 12 traffic stop after an officer observed him leave the Sheetz parking lot with no lights on. The driver, who did not appear impaired to the officer, told the officer he did not notice his lights were off.

— A female reported to dispatch being bit in the leg by a dog on Sept. 12 while walking down Wayne Drive. The female said she didn’t need medical treatment but wanted it reported and that she spoke with the grandmother of the dog’s owner who said that the batteries in their collars were dead and that must be how they got loose. Officers advised dispatch to tell the female to call the dog warden to report the incident since the police department has had several complaints regarding the dogs at that residence.

— An officer on patrol driving around Smith Farm Supply on East Liverpool Road on Sept. 12 found an open door on the storage building. The officer found no signs of forced entry and secured the door.

— Officers spoke to an 18-year-old female on Grimms Bridge Road on Sept. 12 after receiving a call that she was possibly suicidal. The female told officers she wanted to hurt herself but no one else. Officers asked if she would be willing to go to the hospital for treatment and explained the process to her and she agreed. NorthStar EMS transported her.

— A driver was given a verbal warning following a traffic stop for a canceled license on state Route 170 on Sept. 12. The driver told the officer she was in the process of moving to Pennsylvania and the officer verified the status of a Pennsylvania license.

— Officers found the two men trying to get into Long John Silvers on state Route 170 on Sept. 12 were actually there to clean the fryer ducts but the key they had wasn’t working. Both males were checked and cleared through dispatch.

— Officers found no one at the location they were sent to on Amarillo Avenue for an open 911 line on Sept. 13.

— An officer spoke with a female in the Planet Fitness parking lot on Sept. 13 where the female told the officer she was being stalked by her ex and he showed up at Planet Fitness and started to record her and that issues like that have been going on for some time.

— A driver was given a verbal warning following a Sept. 14 traffic stop on Calcutta Smith Ferry Road for no license plate light.

— An officer was unable to make contact with the resident when he responded to a barking dog complaint at an Old Fredericktown Road residence on Sept. 15.

— Officers on Sept 15 advised a father who wanted his son removed from his Calcutta Smith Ferry Road residence that the son has established residency there and he would have to start the eviction process to have him removed.
