LISBON — A man previously convicted of involuntary manslaughter in 1999 for the death of his wife and felony domestic violence in 2019 against another woman is scheduled to face a new pretrial on Oct., 23 in Columbiana County Municipal Court for domestic violence and aggravated menacing.

Homer E. Williams, 65, First Avenue, East Liverpool, had already been charged with misdemeanor domestic violence and now a new charge of aggravated menacing has been added for allegedly threatening a woman with physical harm on July 28 in East Liverpool.

According to a police affidavit, police responded to the First Avenue residence after the victim’s daughter reported she was on the phone with her mother and allegedly heard the defendant say he was going to knock her mother’s eyes out of her head.

The affidavit said when police made contact, Williams said nothing was going on at all, while the victim reported they had gotten into an argument and he said “he has killed her before (prior domestic violence) and he was not afraid of prison.” She was in fear of him.

He posted bond to be released from jail.

Williams had been charged with aggravated murder for the Dec. 5, 1998 death of Angela Williams, but entered a guilty plea in 1999 to charges of involuntary manslaughter and intimidation of a victim or witness in a criminal case. He was sentenced to 13 years in prison. In 2019, he was sentenced to three years four months in prison for felony domestic violence. The victim from that case is the same as the victim in the new case.

Also in Columbiana County Municipal Court, a preliminary hearing was set Sept. 22 for Joah T. Leffler, 42, Sherwood Road, Wellsville, charged with three counts of felonious assault, a second-degree felony, for two separate incidents in June in the Salineville area.

He was accused of allegedly pulling up in a vehicle near two victims who were standing outside on Salineville Road, brandishing a firearm and firing one round in the direction of one of the victims, then looking back and firing another round towards the other victim on June 26. On June 19 on West Main Street, he allegedly attacked another man when the man asked where his money was that Leffler allegedly owed him, cutting the victim’s right forearm, stabbing the victim in the right bicep and cutting his left thumb.

A preliminary hearing was set Sept. 25 for Robert C. Koch, 42, Steubenville, charged with fourth-degree felony failure to comply with the order or signal of a police officer for allegedly fleeing from a Salineville police officer attempting a traffic stop on April 18, with the pursuit terminated by police.

A preliminary/pretrial hearing was set Sept. 22 for Matthew S. Lehman, 46, Canton, charged with fifth-degree felony aggravated menacing and misdemeanor criminal trespass for allegedly making threats toward Salem police officers as they were walking out of the jail, allegedly saying “next time I’m in Salem I’m going to slit your throat” while making a slicing motion across his throat with his finger on Sept. 16. Earlier in the afternoon, he had been charged with criminal trespass for sitting on the front porch of a Salem residence after being told he was trespassed from the property. He was fined $30 for disorderly conduct for a 2024 case of fighting in public in Lisbon.

A fifth-degree felony charge of strangulation against Ethan Mickell Hill, 22, state Route 154, Lisbon, was dismissed at the request of the prosecution with costs taxed to the state. Hill had been accused of allegedly placing his hands around a woman’s neck and choking her on Sept. 4.

A pretrial was set Sept. 29 for Nathaniel Dwig Cummings, 24, East Main Street, East Palestine, charged with domestic violence, violation of a protection order and criminal damaging for allegedly causing physical harm to a woman in East Palestine on Jan. 28 when he beat her, allegedly hitting her in the mouth with a can, trapping her in the room while she was trying to leave, hitting her in the head multiple times and pulling her hair multiple times. He was also allegedly accused of violating the terms of a protection order and hitting the passenger side window and front windshield of the vehicle she was driving, causing damage.

A pretrial was set Sept. 29 for Wayne Eugene Reed, 61, Vale Street, East Liverpool, charged with assault for allegedly hitting another man in the face after approaching him on Sept. 13 in East Liverpool.

A pretrial was set Sept. 25 for Douglas G. Pridemore, 56, Main Street, Wellsville, charged with aggravated menacing for allegedly threatening two Lifeteam employees and threatening to destroy their ambulance during an incident on Sept. 9 in Wellsville.

A pretrial was set Sept. 25 for Kayla M. Grubb, 26, state Route 14, East Palestine, charged with domestic violence for allegedly hitting another woman and grabbing her by the hair on Sept. 17 in Unity Township.

A pretrial was set Sept. 29 for Jeanie Marie Schreffler, 40, St. Clair Avenue, East Liverpool, charged with domestic violence for allegedly pushing a man through a glass door, causing injuries to his shoulder, forearm and right hand on Sept. 16 in East Liverpool.

Carolyn Thomas, 42, Pope Avenue, East Liverpool, was fined $400 and given a suspended 180-day jail term for two counts of personating an officer, a misdemeanor, for portraying herself as a social worker for Columbiana County Children Services in 2023 and making an East Liverpool couple believe they were in the process of adopting a baby and even going so far as to bring an actual baby for them to hold and believe they would be adopting, a police affidavit said. Police learned from county Children Services that she never worked there nor had any affiliations with the agency. Thomas was ordered to complete 40 hours community service and to have no contact with the victims in any way.

A pretrial was set Sept. 22 for Shaun P. Delauder, 45, state Route 45, Lisbon, charged with falsification for allegedly giving police his brother’s information instead of his own when an officer stopped him for a traffic stop on Sept. 16 in East Palestine.

A disorderly conduct charge against Tatyana Love Walker, 29, Lacroft Avenue, East Liverpool, was dismissed. She had been accused of allegedly being involved in a fight on Oct. 12, 2024 in St. Clair Township.

A charge of receiving stolen property against James J. Kidder, 49, Ogden Street, East Liverpool, was dismissed at the request of the prosecution with costs taxed to the state. Stolen items had been allegedly found in his driveway on Oct. 8, 2024, included a desk and dehumidifier.

A pretrial was set Dec. 9 for Janaya Lee Miller, 41, Clark Avenue, Wellsville, charged with criminal trespass for allegedly entering a condemned and boarded up home on Avondale Street, East Liverpool on Sept. 10. All doors and entry ways were boarded with notices attached, with a board on the back door removed so entry could be made, a police affidavit said.

A pretrial was set Dec. 11 for Kenneth Aaron Bragg, 32, Youngstown, charged with obstructing justice for allegedly providing a false name and birthdate to a police officer, then admitting he lied at the scene of a broken down vehicle on Sept. 17. He was also fined $125 for expired license and speeding for a March 3 incident.

A pretrial was set Sept. 29 for Erica J. Sprankle, 40, Aliquippa, Pa, charged with escape for allegedly leaving East Liverpool City Hospital on Sept. 10, 2024 when she was an inmate wearing a GPS ankle bracelet from the Columbiana County jail and was later located by East Liverpool police.

A disorderly conduct charge against Thomas Richard Clark, 33, Lacroft Avenue, East Liverpool, was dismissed. He was accused of fighting or causing alarm on Oct. 12, 2024 in St. Clair Township.

A pretrial was set Dec. 11 for Julie Marie McClain, 42, Old Fredericktown Road, East Liverpool, charged with criminal trespass for allegedly breaking into an apartment on Sept. 18 after previously being told she was trespassed from the property in East Liverpool. Police said she was found sleeping on the couch inside the apartment.

A pretrial was set Sept. 25 for Jason L. Conkle, 47, Hollywood Avenue, East Liverpool, charged with resisting arrest and obstructing official business for allegedly failing to comply with police orders and taking off on foot during a traffic stop in East Liverpool on Aug 29, 2024. He was chased and tased and continued failing to comply, then was tased a second time and resisted while being taken into custody. He was fined $110 for no license, expired license and marked lanes.

A pretrial was set Dec. 9 for Alexis Leigh Renee Jackson, 21, Globe Street, East Liverpool, charged with disorderly conduct and open container in a public place for allegedly becoming verbally combative with police officers who had just arrested a man for domestic violence on Aug. 27 in East Liverpool, being told to go inside and then coming out of her apartment with an open container of alcoholic beverage.

Shantel M. Temple, 36, Ravine Street, East Liverpool, was fined $400 and sentenced to 12 days in jail, with credit for 12 days served, for possessing drug abuse instrument and drug paraphernalia for possessing a hypodermic syringe and glass tube with a burnt end when stopped by police on June 18, Liverpool Township.

A pretrial was set Dec. 16 for Scott Allen Delvichio, 55, Alliance, charged with failure to file tax return for allegedly failing to file a sales tax return for July 2025 sales tax period for SGH Enterprises doing business as Major League Tire in Salem.

A pretrial was set Dec. 9 for Ryan E. Omaits, 43, Mechanicstown, charged with operating a vehicle impaired first offense, OVI breath first offense and traffic control devices.

A pretrial was set Oct. 16 for Casey Allen Zachodni, 40, New Brighton, Pa., charged with speeding.

A pretrial was set Oct. 23 for Victoria Lynn Allen, 63, Canton, charged with two counts each of use of unauthorized plate and turn signal violation.

Timothy Moore Jr., 28, Ashtabula, was fined $280 for driving while texting, reckless operation, littering from vehicle, failure to display valid sticker, no valid license and no seat belt.

A charge of driving while texting against Ashley F. Thomas, 33, state Route 558, Columbiana, was dismissed, with a notation that she completed the distracted driving safety course.

Waqas Hafeez, 35, Canton, was fined $150 for an equipment violation amended from speeding.

Aaron Ray Nolt, 23, Signal Road, Columbiana, was fined $50 for speeding.

Lindsay Marie Lawrence, 33, Mingo Junction, was fined $100 for driving under suspension.

LISBON — A Salineville man accused of trafficking drugs entered a guilty plea recently in Columbiana County Common Pleas Court, with sentencing set for Nov. 20.

Charles L. Bailey, 47, West Main Street, Salineville, pleaded guilty to second-degree felonies of aggravated trafficking in drugs and aggravated possession of drugs and fifth-degree felony possession of cocaine, all with specifications for forfeiture of money from a drug case, for preparing for sale and possessing methamphetamine in an amount equal or greater than five times bulk, but less than 50 times bulk and possessing cocaine and $557, all on June 17, 2024.

Also in Common Pleas Court:

— Andrew Erwin Martin, 50, Hammondsville Road, Wellsville, pleaded guilty to third-degree felony burglary, fifth-degree felony theft, two counts of misdemeanor misuse of credit cards and misdemeanor criminal mischief, with sentencing set for Nov. 17. He was accused of possessing a stolen credit card on Sept. 16, 2024 in Wellsville and then using the stolen credit card to make purchases at Milligan Hardware in East Liverpool for more than $300 and at Ace Hardware in Calcutta for more than $787. He also messed with a Continuous Positive Airway Pressure (CPAP) system.

— Killian McHenry, 21, North Market Street, Lisbon, was placed on an intervention plan for two years after pleading guilty to grand theft of a motor vehicle, a fourth-degree felony, for stealing a 2023 Kawasaki on Dec. 13, 2024.
