Grand Jury
LISBON — Two drug defendants were served Wednesday with secret indictments issued by the Columbiana County Grand Jury.
John D. Parks, 39, and Kaitlyn Bailey, 32, both South Main Street, Columbiana, were each charged with aggravated possession of drugs, a third-degree felony, for allegedly possessing methamphetamine in an amount equal or greater than bulk but less than five times bulk on Dec. 28, 2023.

LISBON — A Salem woman accused of stealing Social Security benefits was placed under community control for 12 months.
Ashley Culp, 39, West 10th Street, appeared for sentencing recently in Columbiana County Common Pleas Court for a lesser charge of misdemeanor theft. She was originally charged with fourth-degree felony grand theft for depriving the Social Security Administration of $29,189 from March 1, 2019 to May 31, 2023.
As part of her sentence, she was given a 180-day jail term, but all 180 days were suspended. She was also ordered to pay restitution of $27,507.
Municipal
LISBON — In Columbiana County Municipal Court, a case against Alan Heddleston, 19, Independence Square, Wellsville, charged with fourth-degree felony failure to comply with the order or signal of a police officer for allegedly fleeing from Salem police officers attempting a traffic stop on Oct. 4, 2024, failing to stop and accelerating to speeds of up to 120 miles per hour, with the pursuit terminated by police in Lordstown due to unsafe conditions. Officers were later able to identify him.
A preliminary hearing was set May 22 for Don Duane Featherstone, 43, Moore Avenue, East Liverpool, charged with fifth-degree felony domestic violence for allegedly causing harm to a woman by putting his hands on her by grabbing and squeezing her arm, causing bruising on May 13 in East Liverpool.
A preliminary/pretrial hearing was set June 12 for Olivia Redman, 19, state Route 7, Rogers, charged with fifth-degree felony assault and misdemeanor assault for allegedly assaulting another inmate at the Columbiana County jail while she was an inmate, punching the woman on May 2, then striking a corrections officer who intervened, hitting her in the face and kicking her.
Seaton Ruffner, 41, Union Ridge Road, Negley, was ordered to serve 15 days in jail for violating his probation for a 2024 case of domestic violence.
Lucas Christman, 30, East Garfield, Petersburg, was fined $250 and given a suspended 90-day jail term for assault amended from domestic violence. He was ordered to complete 20 hours community service and to have no contact with the juvenile victim. Christman was accused of shoving a juvenile’s face into a wall on Nov. 20, 2024 in Salem.
A pretrial was set July 17 for Calvin Shepard, 29, state Route 558, Leetonia, charged with domestic violence for allegedly shoving a car door on a family member or household member’s hand on May 10 in Leetonia.
A pretrial was set July 17 for Justin Buckel, 33, Dakota Street, East Liverpool, charged with obstructing official business and menacing for allegedly switching seats with passenger during a traffic stop on July 18, 2024 in Lisbon. On Nov. 1, 2024 in East Liverpool, he allegedly threatened to beat a woman.
A pretrial was set June 2 for Todd James Kniseley, 36, Cortland, charged with engaging in prostitution, possessing criminal tools and obstructing official business for allegedly requesting sexual conduct for an agreed upon price of $100 from an undercover agent, driving to Salem on May 14 for the meeting with the phone used to make the arrangements in his possession. The agent affidavit said Kniseley was a convicted felon and registered sex offender.
Sterling V.C. Owens, 34, Youngstown, was fined $750 and given a suspended 90-day jail term for engaging in prostitution and possessing criminal tools. He was ordered to complete 20 hours community service and a prostitution prevention course.
Mary Keihl, 40, state Route 558, Leetonia, was fined $100 and given a suspended 90-day jail term for theft. She was ordered to complete 20 hours community service and to stay out of Lisbon Discount Drug Mart. Keihl stole $47 worth of items from Discount Drug Mart on March 30 in Lisbon, attempting to conceal the items in her purse.
Newin Householder, 29, Wilbert Avenue, East Liverpool, was fined $200 and sentenced to 22 days in jail for theft for failing to scan and pay for 67 items totaling $947 on June 13, 2024 at the Calcutta Walmart.
Randall Culler Jr., 45, Bell Road, Lisbon, was fined $250 and sentenced to 10 days in jail, with credit for one day served, leaving a total of nine days to serve for resisting arrest, consecutive to the sentences in two other cases for protection order violations. A charge of obstructing official business was dismissed. On Nov. 30, 2024, Culler fled from an address on Bell Road, Lisbon when sheriff’s deputies responded to serve a warrant. They gave chase, along with Lisbon Police, and found him laying on his stomach in the woods. Once taken into custody, he continued to reach toward his pockets before being handcuffed.
A pretrial was set July 22 for Amanda Eltringham, 31, Azalea Avenue, East Liverpool, charged with theft, driving under suspension and speeding. She was accused of stealing items totaling $318 from Sheetz in St. Clair Township on May 7.
A pretrial was set July 31 for Jakob Bell, 34, Campbell Road, Hanoverton, charged with criminal mischief for allegedly smacking the dashboard of a woman’s vehicle and kicked the door handle off on May 5 in Salem.
A pretrial was set July 10 for Brian Buckley, 32, North Market Street, East Palestine, charged with drug paraphernalia for allegedly possessing methamphetamine pipes on May 14 in East Palestine.
A pretrial was set Aug. 5 for Linda Elliott, 38, West Clark Street, East Palestine, charged with drug paraphernalia for allegedly possessing a glass pipe with white powder residue and burn marks during a traffic stop when she was a passenger on May 10 in East Palestine.
A drug paraphernalia charge was dismissed against Jason Holloway, 44, St. Clair Avenue, East Liverpool. He was accused of allegedly possessing multiple burnt glass pipes and a spoon with a cotton ball on it during a traffic stop on Feb. 21 in East Liverpool.
A pretrial was set July 24 for Jason Conkle, 46, Hollywood Avenue, East Liverpool, charged with resisting arrest, obstructing official business, driving under suspension, improper/expired registration and loud exhaust. During a traffic stop on Aug. 29, 2024 in East Liverpool, Conkle was a passenger and allegedly fled the vehicle, failing to comply to orders to stay in the vehicle and leaving on foot. He allegedly continued to fail to follow orders and was tased twice and continued to resist and was taken to the hospital after his arrest.
Cheyenne Garvis, 24, Rose Drive, Lisbon, was fined $400 and given a suspended 90-day jail term for theft and two counts of drug paraphernalia. She was ordered to complete 20 hours community service and to stay out of Discount Drug Mart in Lisbon. Garvis stole $17 worth of items from Discount Drug Mart in Lisbon on Nov. 25, 2024 and at the time of her arrest, she possessed a glass pipe with burn marks and a small baggie with a crystal-like substance.
Jose Gonzalez, 38, Youngstown, was fined $1,325 and sentenced to 180 days in jail, with 177 days suspended and creidt for three days served in a driver intervention program for operating a vehicle impaired, no license, failure to control and failure to stop after an accident. His driver’s license was suspended for one year and he was ordered to complete 20 hours community service.

Krislyn Young, 34, Cornell Street, East Liverpool, was fined $180 for driving under suspension and no seat belt.
Payton Wilson, 26, Dresden Avenue, East Liverpool, was fined $100 for expired license.
Shane Higley, 47, Fifth Street, Wellsville, was fined $175 for expired license and speeding.
Stephanie Herstine, 29, England Drive, East Palestine, was fined $350 for marked lanes and two counts of driving under suspension.
Joshua Rhem, 27, North Chesterfield, was fined $150 for an equipment violation amended from traffic control devices.
William Snodgrass, 20, Newton Falls, was ordered to pay just court costs for driving under suspension.
Richard Barnes, 49, Moore Road, East Liverpool, was ordered to pay just court costs for driving under suspension.
Jessica Adams, 42, John Street, Salineville, was fined $50 for speeding.
A pretrial was set Aug. 5 for Glenn Leininger, 57, Springdale Avenue, Salem, charged with speeding.
A pretrial was set June 2 for Michael Kuhlen, 41, East Lincoln Way, Lisbon, charged with suspended operator’s license.
A pretrial was set Aug. 19 for Johnathan Diegdio, 22, Rockford, Tenn., charged with speeding, no valid license and failure to display valid sticker.
