LISBON – In Columbiana County Municipal Court, charges against a Cleveland resident who allegedly solicited sex while having a sexual transmitted disease have been bound over to the Columbiana County Grand Jury.
Alonna Renee Ligon, 28, is charged with soliciting while HIV positive, a third-degree felony, and misdemeanors of possession of criminal tools and drug paraphernalia for allegedly arranging to have sexual activity in exchange for $300 with an undercover agent who responded to an ad allegedly posted by Ligon on a known prostitution website featuring Alonna Ligon formerly known as Davon Ligon offering sexual activity for hire. According to the affidavit by the Mahoning Valley Human Trafficking Task Force agent, an investigation revealed that Ligon allegedly had sexual activity for $130 with a man known to the agent, then Ligon arrived for the meeting with the agent on April 11 in East Palestine with the phone used to make the arrangements and a methamphetamine pipe. The affidavit also said it was learned that Ligon was also HIV positive.
A case against Devin J. Lodge, 23, Old State Route 344, Salem, was bound over to the grand jury on a charged of felonious assault, a second-degree felony, for allegedly assaulting another inmate at the county jail April 12.
A pretrial was set May 19 for Kira Elaine Dunn, 40, Birch Road, East Liverpool, charged with possession of drug abuse instruments and illegal use or possession of drug paraphernalia. She was also fined $50 for left of center. She was the driver in a traffic stop in St. Clair Township in which suspected methamphetamine narcotics were recovered.
A pretrial was set June 5 for Kaleb James Farnsworth, 30, Cartwright Street, East Liverpool, charged with possession of drug abuse instruments and illegal use or possession of drug paraphernalia. He was a passenger in a traffic stop in St. Clair Township in which suspected methamphetamine narcotics were recovered.
A pretrial was set June 26 for Alan Timothy James, 47, Old Irondale Road, Irondale, charged with physical control and no driver’s license.
A pretrial was set July 8 for Trevor Minich, 18, Alliance Salem Road, Damascus, charged with failure to control.
Shanda M. Pipes, 36, Florence Street, East Liverpool, was sentenced to five days in jail and fined $350 for theft for stealing a grill and gas gallon from a neighbors property April 27, 2024.
Braden Michael Dever, 27, Oakland, Maryland, was sentenced to 360 days in jail (suspended), fined $400, and ordered to complete 30 hours community service and a prostitution prevention class for possession of criminal tools amended from engaging in prostitution, possession of criminal tools, and no driver’s license amended from driving under suspension.
Spencer Biser, 34, Columbia Street, Leetonia, was sentenced to 180 days in jail (160 suspended, 20 credited), fined $350, placed on two years probation, and ordered to complete 20 hours of community service and substance abuse treatment for public indecency exposing private parts and aggravated trespassing amended from burglary for entering a residence and entering the resident’s room unclothed and uncovered.
Bradly Michael Cianni, 39, Chester Avenue, Wellsville, was sentenced to 70 days in jail (11 credited), and fined $900 for left of center, unauthorized plate, invalid sticker, physical control, three counts of drug paraphernalia, speed, disorderly conduct amended from domestic violence, and two counts of drug abuse instruments.
Cagney Allen Springer, 36, Penn Avenue, East Liverpool, was fined $250 for driving under suspension and expired sticker.
Brian S. Beach, 49, South Street, Alliance, was sentenced to 180 days in jail (145 suspended), fined $1,080, had his license suspended for two years, placed on two years probation and ordered to complete 80 hours community service and alcohol abuse treatment for OVI-second offense, OVI breath .08 grams-second offense and miscellaneous equipment violation.
Brandon Allen Green, 32, Lisbon Street, East Liverpool, was fined $250 for driving under suspension and loud exhaust.
Dorian T. Lowrey, 50, Hawkins Road, New Waterford, was sentenced to 25 days in jail (15 credited), and fined $250 for domestic violence for threatening a victim at his home April 5 and slapping the victim’s daughter in the back of the head.
Ronald E. Boyer, 52, Wilson Street, Salineville, was sentenced to 180 days in jail (177 suspended), fined $1,075, placed on two years probation and ordered to complete 25 hours community service and alcohol abuse treatment.
Michael A. Russell, 42, Wells Avenue, Wellsville, was sentenced to 90 days in jail (suspended), fined $200, placed on two years probation and ordered to complete 20 hours community service and substance abuse treatment for theft for failing to scan five items worth $480.10 at a Dresden Avenue business in Calcutta Jan. 30.
Thomas Dwayne Sturgill, 30, Massillon, was fined $150 for an equipment violation amended from failure to control.
Samuel Anthony Dutting, 22, Brookfield, was fined $100 for no driver’s license.
A charge of domestic violence was dismissed against Alexander R. Garcia, 43, Youngstown.

Grand Jury
An East Liverpool resident was recently served a secret indictment by the Columbiana County Grand Jury for allegedly being in possession of a fireman as a convicted felon on Jan. 30. Jon Proya, 55, Railroad Street, East Liverpool, who has a previous conviction for felony drug use, is charged with two counts of third-degree felony having weapons under a disability.

LISBON – A man accused of trespassing and burglary in 2024 entered guilty pleas in Columbiana County Common Pleas Court.
Eugene P. Arcuragi, 71, Toronto, Ohio, pleaded guilty to attempted felonious assault, a third-degree felony, and trespassing in a habitation, a fourth-degree felony. Sentencing is scheduled for June 16. He faces up to 36 months in prison and a fine of $15,000. He was originally charged with felonious assault and aggravated burglary for entering an occupied home April 19, 2024, and threatening or causing harm to the resident.
Also in common pleas court:
– Austin C. Bussey, 26, Woodworth Road, New Springfield, pleaded guilty to failure to comply with the order of a police officer, a third-degree felony. Sentencing is scheduled for July 10. He faces up to 36 months in prison and a $10,000 fine. He failed to stop for an officer April 26, 2024.
– Christina J. Springer, 30, Hibbetts Mill Road, Wellsville, pleaded guilty to possession of cocaine and placed on 18 months of intervention.
– Joseph V. Rexroad, 36, Dewey Avenue, East Liverpool, pleaded guilty to two counts of fifth-degree felony possession of drugs and was placed on 18 months of intervention.
— Brenston Thompkins, 28, Newton Falls, was sentenced to 24 months in prison for third-degree felonies of engaging in solicitation after a positive HIV test, attempted felonious assault, tampering with evidence and fourth-degree felony trespass in a habitation when a person is present or likely to be present for two separate incidents. Thompkins responded to an undercover ad on a known prostitution website and arranged to have sexual acts with a female in exchange for methamphetamine, traveling to East Palestine for the meeting Nov. 10. Thompkins was HIV positive and had HIV medicine in his possession. On Dec. 13, 2023, he knocked an air conditioner out of a window, reached in and unlocked the front door of an East Liverpool residence, trespassing in a woman’s apartment.
— Andrea Brown, 47, Canton, was sentenced to two years of commuity control and 30 days for possession of fentanyl-related compound, a fifth-degree felony, for possessing fentanyl on Oct. 2, 2023. Sentencing was set for April 17.
