LISBON — In Columbiana County Municipal Court, a preliminary hearing was set Dec. 2 for Jeffrey Riachy, 53, Rigby Street, East Liverpool, charged with second-degree felony burglary for allegedly entering an occupied structure with the purpose to commit theft on Nov. 22 in East Liverpool.
A preliminary hearing was set Dec. 5 for Jimmy C. Anderson, 34, Pine Hollow Road, Lisbon, charged with menacing by stalking, a fourth-degree felony, for allegedly sending a letter from jail to a protected person in Leetonia on Nov. 15. He received no fine, but was ordered to pay court costs and was sentenced to 90 days in jail, with credit for one day served, leaving a balance of 89 days to serve in jail for resisting arrest and menacing for charges from Oct. 30 in Leetonia when he trespassed at a property and made threats of physical harm to officers, resisting arrest.
A preliminary/pretrial hearing was set Dec. 5 for Kaila Dimaggio, 27, Bradshaw Avenue Rear, East Liverpool, charged with fourth-degree felony theft and misdemeanor criminal trespass for allegedly trespassing in a condemned garage on Etruria Street, East Liverpool on Oct. 30 and taking control of another woman’s vehicle on Nov. 16 in East Liverpool.
Charges against David L. Fry, 58, Steubenville, were dismissed for third-degree felony domestic violence and misdemeanor criminal trespass. The felony charge was dismissed without prejudice at the state’s cost for being deficient. The criminal trespass charge was dismissed for being past the try-by time, the judgment entry said. Fry had been accused of allegedly trespassing at a Wellsville property and assaulting a juvenile by banging her head against the wall during an argument on Oct. 12. With both cases dismissed, he was ordered released from the county jail.
A new pretrial date was set Feb. 3 for Tom Leroy Goehring, 58, West Main Street, East Palestine, charged with cruelty to animals after East Palestine police found his dog Gracie lying in someone else’s yard unable to move and malnourished. According to the police affidavit, the dog was taken to MedVet in Girard and found to be emaciated and dehydrated among other conditions of neglect and care, with marks and scratches from a flea infestation. Goehring told police the dog had somehow gotten out of the house the night before.
Cassidy Crowl, 26, East Chestnut Street, Lisbon, was fined $150 and sentenced to 30 days in jail, with 29 days suspended and credit for one day served, for disorderly conduct amended from domestic violence for grabbing another woman and throwing her, causing physical harm on July 14 in Lisbon. She was ordered to complete 40 hours community service.
Keith Gary Geyer, 45, North Royalton, was fined $700 and given a suspended 90-day jail term for engaging in prostitution and possessing criminal tools. He was ordered to complete 20 hours community service and an online prostitution prevention course. Geyer was accused of requesting sexual conduct for an agreed upon price of $120 from an undercover agent and traveling to Salem on March 23 for the meeting.
A pretrial was set Feb. 25 for Pete C. Kramer, 48, Canfield, charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual activity with a female in exchange for $140, then traveling to East Palestine on Nov. 22 for the meeting.
Nicholas Wolfe, 45, East Washington Street, Lisbon, was fined $250 and sentenced to 180 days in jail, with 120 days suspended and credit for 25 days served, leaving a balance of 35 days still to serve in jail for domestic violence. He was ordered to complete 40 hours of community service and to stay away from the victim. Wolfe grabbed a woman by her face and pushed her down to the ground, then grabbed her by the throat during a domestic on May 30 in Salem. He was also fined $200 for two counts of drug paraphernalia. When Wolfe was taken into custody on an active warrant on Oct. 29 in Salem, he possessed a clear baggy with a white crystal substance and a clear pipe with burnt residue. On June 16 in Lisbon, he possessed a glass smoking device with suspected narcotics residue.
Brock Baddeley, 25, Newgarden Avenue, Salem, was fined $250 and sentenced to 30 days in jail, with 27 days suspended, leaving a balance of three days to serve for disorderly conduct amended from assault. He was ordered to complete 20 hours community service. The charge stemmed from a fight on April 28 at Fernangal’s Tavern in Salem when he came up behind a woman and punched her.
A pretrial was set Feb. 27 for Cheyenne Garvis, 23, Rose Drive, Lisbon, charged with theft and two counts of drug paraphernalia for allegedly concealing five items inside her purse and leaving Discount Drug Mart without paying for the items totaling $17 on Nov. 25 in Lisbon. She also allegedly possessed a glass pipe with burn marks and residue inside when arrested. During booking at the jail, she possessed a small clear baggie with crystal like substance residue.
A pretrial was set March 3 for Madalyn Betteridge, 23, Edwards Street, East Liverpool, charged with obstructing official business for allegedly interfering with the arrest of another person during a traffic stop in East Liverpool on Sept. 21.
A pretrial was set Dec. 12 for Joshua Gallimore, 36, East Liverpool Road, Lisbon, charged with violation of a protection order for allegedly going on the property of a protected person on Oct. 15 where he was prohibited from going due to a protection order issued earlier this year.
A pretrial was set March 4 for Joseph Rexroad Sr., 36, Dewey Avenue, East Liverpool, charged with six counts of failure to file city income tax return, driving under financial responsibility and used of unauthorized plate. The income tax charges stem from Rexroad allegedly failing to file East Liverpool city income tax returns from 2019 through 2024.
A pretrial was reset March 3 for Elisha Murphy, 41 Pickering Street, East Liverpool, charged with criminal trespass for allegedly trespassing on a property in downtown Lisbon while working on a building next door on June 19.
A pretrial was set Feb. 10 for Tammy Virden, 62, Sunset Drive, Lisbon, charged with theft for allegedly concealing 10 items inside her purse and failing to pay for the items totaling $41 at Discount Drug Mart in Lisbon on Nov. 25.
A theft charge against Shawn Peddicord, 42, Wilbur Avenue, East Liverpool, was dismissed due to the state being unable to locate the alleged victim. Peddicord was accused of allegedly tricking another man into paying $60 for an empty gift card that was supposed to have $100 on it on May 12 in East Liverpool.
David Wright, 65, Dresden Avenue, East Liverpool, was fined $200 for disorderly conduct after refusing to provide identification to officers at the scene of a motor vehicle accident while he was a passenger in the vehicle on Nov. 22 in Columbiana County.
A pretrial was set Dec. 2 for Justin Michael Buckel, 32, Dakota Street, East Liverpool , charged with obstructing official business for allegedly switching seats with the passenger in lieu of getting a citation during a traffic stop on July 18 in Lisbon. Probation violation hearings were also set Dec. 2 against Buckel for charges of theft and failure to comply with the order or signal of a police officer from 2024.
Five counts of failure to file city income tax return were dismissed against Bradley J. Moffett, no age listed, Wyoming Avenue, East Liverpool, with costs taxed to the defendant, who had been accused of failing to file East Liverpool city income tax returns in 2017, 2018, 2019, 2022 and 2023.
A pretrial was set Feb. 11 for David Grimm, 58, West Carolina Avenue, Sebring, charged with drug paraphernalia for allegedly possessing a glass smoking device in his vehicle, which was found abandoned in Knox Township after striking a ditch on Nov. 6. He was fined $50 for failure to control.
A pretrial was set March 6 for Brent Miller, 39, old state Route 45, Lisbon, charged with illegal use or possession of drug paraphernalia, two counts driving under suspension, failure to stop after an accident, assured clear distance and a turn signal violation. Miller allegedly possessed two plastic bags with a crystal substance during a traffic stop on Nov. 25 in Salem.
A pretrial was set Feb. 27 for Adam Michael Gallimore, 38, East Liverpool Road, Lisbon, charged with possess instruments to ingest, loud exhaust and left of center. Gallimore allegedly possessed a burnt spoon with residue and a clear plastic baggy with white crystalline substance inside his vehicle during a traffic stop on Nov. 25 in Columbiana County.
A pretrial was set Feb. 10 for Christy Dawson, 46, Lee Street, East Liverpool, charged with operating a vehicle impaired first offense, driving under suspension and no turn signal.
A pretrial was set March 3 for Kimberly Lindsay, 62, West Main Street, New Waterford, charged with OVI first offense, OVI breath first offense and marked lanes.
A pretrial was set Feb. 18 for Robert Weber, 53, Roller Coaster Road, Lisbon, charged with OVI first offense, OVI breath first offense, driving under suspension and reckless operation.
Rachel Hess, 30, Sixth Avenue, East Liverpool, was fined $950 and sentenced to 45 days in jail, with credit for 16 days served, leaving a balance of 29 days still to serve in jail for two merged OVI charges, theft, a probation violation for drug paraphernalia, driving under suspension and drug paraphernalia. Her driver’s license was suspended for one year. The theft charge stemmed from Hess failing to scan and pay for 28 items totaling $189 at the Calcutta Walmart on Feb. 27. One of the drug paraphernalia charges stemmed from her possession of a glass pipe during a traffic stop on July 26, 2023. On March 18, 2024 she possessed three glass pipes during a shoplifting incident.
Kimberly Ann Beatty, 33, Ohio Avenue, East Liverpool, was fined $875 and sentenced to 90 days in jail, with 85 days suspended, credit for two days served and credit for three days served in a driver intervention program, for OVI first offense. She was ordered to complete 40 hours community service and her driver’s license was suspended for one year.
A pretrial was set Feb. 4 for Jessica Stillion, 42, Bandy Road, North Benton, charged with OVI first offense and transfer registration of vehicle.
Russell L. Crow, 67, Lincoln Avenue, East Liverpool, was fined $925 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program, for OVI and marked lanes. Another OVI charge was dismissed. Crow’s driver’s license was suspended for one year, with driving privileges granted, and she was ordered to complete 40 hours community service.
Krystal Quinones, 39, New Middletown, was fined $875 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program, for two merged OVI charges. Her driver’s license was suspended for one year, with driving privileges granted. She was ordered to complete 20 hours community service.
A pretrial was set Feb. 4 for Trina Anne Jones, 25, Oak Street, Leetonia, charged with OVI first offense and speeding.
Mary Kay Ibbs Alt, 35, Rose Drive, Lisbon, was fined $600 and sentenced to 90 days in jail, with 85 days suspended and credit for five days served, for physical control and driving under suspension. She was ordered to complete 40 hours community service.
A pretrial was set Feb. 10 for Jessica Tice, 28, East Friend Street, Columbiana, charged with use of unauthorized plate.

LISBON — A Canton man accused of threatening a woman and allegedly attempting to set a child on fire pleaded guilty Friday to felonious assault and two counts of aggravated menacing.
The most serious charge against 24-year-old Matthew Jackson for first-degree felony aggravated arson was dismissed.
Sentencing for the two misdemeanor menacing charges and the felonious assault, a second-degree felony, was set for Jan. 24 in Columbiana County Common Pleas Court.
Jackson had been found competent to stand trial by Judge Megan Bickerton, with the decision based on an evaluation by the Forensic Psychiatric Center of Northeast Ohio.
He was indicted earlier this year for multiple charges related to a Dec. 30, 2023 incident in Liverpool Township.
According to an affidavit filed in county Municipal Court in the case against Jackson, he allegedly shot out a woman’s window at her house with a BB gun, became aggressive and threatened to punch her in the back of the head and kill her, then took out a torch lighter and allegedly attempted to set a 3-month-old child on fire, continuing to threaten the woman before he ran out the door.
