LISBON — In Columbiana County Municipal Court, a case against Ryan Pritt, 42, Lisbon Street, East Liverpool, was bound over to the county grand jury for domestic violence and strangulation, both third-degree felonies for allegedly assaulting and strangling a juvenile victim, who had scratches on both sides of his neck and blood coming from a wound on his leg on April 19 in East Liverpool
A case against Austin Bussey, 25, New Springfield, was bound over to the county grand jury for third-degree felony failure to comply with the order or signal of a police officer and fifth-degree felony obstructing official business for allegedly fleeing on a motorcycle from Columbiana police attempting a traffic stop on April 26 in Columbiana. The motorcycle was found abandoned and he later turned himself in. He was fined $200 for driving under suspension and reckless operation.
A pretrial was set May 13 for Ryan Butler, 38, Desellem Road, Lisbon, charged with assault, endangering children, aggravated menacing and criminal damaging for allegedly grabbing a man from behind by his neck and starting to choke him, then punching him several times and kicking him twice on March 6 on a Spillway Road, Lisbon property. A deputy sheriff’s affidavit said Butler initially had on a black ski mask, but it came off during the incident. The affidavit also said this happened while the victim was holding a 4-year-old child, causing him to push the child into the arms of a 13-year-old child witness. The defendant allegedly threatened the victim and also backed into the victim’s vehicle.
Ashden Owens, 22, Lisbon Street, East Liverpool, was fined $350 and sentenced to 180 days in jail, with 160 days suspended, leaving 20 days to serve in jail for assault, amended from domestic violence. He was ordered to complete 20 hours community service. A restitution hearing was set for July 23. Owens struck a woman twice in the face and punched her three times in the abdomen during a domestic on Oct. 23, 2023 in East Liverpool.
John Scott Townsend, 36, New Brighton, Pa., was fined $150 for disorderly conduct, amended from obstructing official business. Charges of engaging in prostitution and possessing criminal tools were dismissed at the request of the prosecutor due to the failure of the state to have the defendant’s phone forensically examined. The phone shall be released to him. Townsend had been accused in a sex for hire sting after responding to an undercover ad on a known prostitution website and arranging for sexual activity with a female in exchange for $140, then traveling to East Palestine on Feb. 3, 2023 for the meeting.
Clarence England, 65, St. Petersburg, Fla., was fined $150 and sentenced to one day in jail, with credit for one day served, for disorderly conduct for being intoxicated in the area of state Route 170, Calcutta, acting belligerent and trying to walk away from officers on May 6.
A pretrial was set July 23 for Bill McFarland, 53, Fairfield Avenue, Columbiana, charged with menacing for allegedly kicking a door and threatening a man that he was going to end up in a funeral home and he was going to kill him on April 27 in Columbiana.
Jeremy Fristik, 36, Park Avenue, East Palestine, was fined $300 and sentenced to five days in jail, with credit for two days served, leaving three days left to serve, for obstructing official business and resisting arrest for refusing to come out of a Salem residence and then fighting and struggling with officers taking him into custody for an active warrant on Feb. 19.
A pretrial was set July 2 for Shannelle Romano, 27, Riverview Street, East Liverpool, charged with two counts of return and payment of tax for allegedly failing to include payment with an East Liverpool city income tax return on April 15, 2022 and failing to file an East Liverpool city income tax return on April 15, 2023. Romano was also fined $300 and sentenced to 90 days in jail, with 89 days suspended, leaving one day to serve for theft. She was ordered to complete 60 hours community service and to stay out of Walmart in Columbiana County. Romano was caught stealing Nov. 9, 2023 while working at the Calcutta Walmart where she was drinking beverages in coolers near her register without paying for them and skipped scanning 30 items totaling $126.
A pretrial was set July 1 for Terry Musser, 53, Salem Grange Road, Salem, charged with speeding.
Searrah Nichole Powell, 22, Clark Avenue, Wellsville, waived extradition as a fugitive from justice from Pennsylvania for a charge of aggravated assault from August 2023. She had been taken into custody after a traffic stop in East Liverpool on April 26.
Kevin Yoho, 46, North 16th Street, Sebring, was fined $150 for drug paraphernalia. A charge of possessing marijuana was dismissed. Yoho possessed plastic straws with white powder residue, a digital scale and a broken glass smoking pipe with burnt residue on Oct. 2, 2023 during a traffic stop in Center Township.
Penny Collins, 51, Seigler Road, Salineville, was fined $1,080 and sentenced to 180 days in jail, with 110 days suspended, leaving 30 days to spend in jail and 40 days on electronically monitored house arrest, for operating a vehicle under the influence of alcohol or drugs third offense, speeding and no seat belt. A charge of OVI refusal was dismissed. Her driver’s license was suspended for three years, with driving privileges granted. She was ordered to complete 40 hours community service.
A court trial was set May 14 for Derek Rhodes, 49, West Salem Alliance Road, Salem, charged with OVI first offense, OVI refusal with prior within 20 years, driving under suspension and improper/expired registration.
Tyler Brown, 23, Cleveland Street, Salem, was fined $1,025 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program, for OVI, marked lanes and no license. He was ordered to complete 20 hours community service and his driver’s license was suspended for one year.
A pretrial was set July 9 for Richard McIlvain, 64, Ball Avenue, Wellsville, charged with OVI first offense, OVI breath first offense and reasonable control.
Charlotte Eichler, 50, Mechanicstown, was fined $925 and sentenced to 90 days in jail, with 87 days suspended, and credit for three days served in a driver intervention program, for OVI and reasonable control Her driver’s license was suspended for one year and she was ordered to complete 20 hours community service.
Sabrina Cline, 21, Gardendale Street, East Liverpool, was fined $80 for no license and no seat belt, with no fine issued for charges of expired registration and deposit litter, garbage, trash or junk on adjacent property on alley.
A pretrial was set July 1 for James Soker, 57, Girard, charged with reasonable control.
A pretrial was set July 23 for Douglas Stiffler, 21, West 10th Street, Salem, charged with speeding.
A pretrial was set July 25 for Jennifer Stratton, 32, South Lincoln Avenue, Salem, charged with driving while texting.
A pretrial was set July 9 for Jason Seidle, 39, Warren, charged with driving onto roadway from place other than roadway.
A pretrial was set July 29 for James Vincent Hall, 36, Burgettstown, Pa., charged with speeding.
Jennifer Crews, 46, Cunningham Road, Salem, was ordered to pay costs for an amended speeding charge.
Hayden Harris, 21, North Avenue, East Palestine, was fined $50 for an equipment violation, amended from speeding.
Dallas Poling, 45, Scroggs Road, Lisbon, was fined $150 and sentenced to 30 days in jail, with 29 days suspended and credit for one day served, for domestic violence. He was ordered to have no contact with the juvenile victim or a Leetonia, Salem Township address. Poling was accused of threatening two women during a domestic on Dec. 31, 2023 at the Leetonia address.
Byron Key, 55, Snellville, Ga., was fined $750 and given a suspended 90-day jail term for engaging in prostitution and possessing criminal tools. He was ordered to complete 20 hours community service and a 12-hour prostitution prevention course. Key responded to an undercover ad on a known prostitution website and arranged for sexual activity with a female in exchange for money via a Cash App, traveling to East Palestine in February for the meeting.
Darrell R. Stull, 53, Union City, Pa., was fined $750 and given a suspended 90-day jail term for engaging in prostitution and possessing criminal tools. He was ordered to complete 20 hours community service and already completed an ordered education course. Stull responded to an undercover ad on a known prostitution website and arranged for sexual activity with a female in exchange for $70, traveling to East Palestine on April 9 for the meeting.
A pretrial was set July 25 for Joel Edward Lucas, 54, Spartanburg, S.C., charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual activity with a female in exchange for $140, traveling to East Palestine in May for the meeting.
A pretrial was set July 23 for Gregory Allen Beck, 58, Cranesville, Pa., charged with engaging in prostitution, possessing criminal tools and drug paraphernalia for allegedly responding to an undercover ad on a known prostitution website of an adult mother and daughter and arranging to have sexual activity with the females in exchange for $220, then traveling on May 5 to East Palestine for the meeting. Beck allegedly had in his possession the phone used to make the arrangements, a straw used to snort methamphetamine and approximately 2.48 grams of methamphetamine.
A pretrial was set July 8 for Jeremy Finan, 39, Tallmadge, charged with engaging in prostitution, possessing criminal tools and driving under suspension for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual activity with a female in exchange for money, then traveling to East Palestine on May 5 for the meeting.
A pretrial was set July 25 for John Lynch, 44, Dover, charged with engaging in prostitution and possessing criminal tools for allegedly requesting sexual conduct for an agreed upon price of $140 from an undercover agent, then traveling to Salem on May 4 for the meeting. He also had an active arrest warrant out of Harrison County for a probation violation.
A pretrial was set June 18 for Edith Papale, 70, North Lincoln Avenue, Salem, charged with domestic violence for allegedly striking a man with a cane and scratching his face on April 13 in Salem.
Nicole Kenst, 37, Riley Avenue, East Liverpool, was fined $200 and given a suspended 30-day jail term for drug paraphernalia and slow speed. She was ordered to complete 20 hours community service. Kenst had a straw with white residue in her possession during a traffic stop on Jan. 17 in St. Clair Township.
A pretrial was set July 25 for Andrew Brown, 40, Elmwood Drive, Lisbon, charged with unauthorized use of a motor vehicle for allegedly taking a man’s vehicle without permission on April 23 in Lisbon.
Michael Souers, 36, Vine Street, Salem, was fined $150 and sentenced to 20 days in jail, with credit for three days served, leaving 17 days still to serve, for criminal trespass. Souers refused to leave a Salem residence on May 3 after being previously trespassed from the property.
A pretrial was set May 16 for Joseph Quinn, 23, Orchard Street, East Liverpool, charged with two counts of theft for allegedly stealing a wallet and credit card from a woman’s vehicle in East Liverpool on Feb. 29 and on the same day also stealing a man’s wallet from his vehicle and using the man’s bank card at Main Land Gas Station.
John Schuster, 34, Goshen Road, Salem, was fined $500 and given a suspended 180-day jail term for telecommunications harassment. He was ordered to complete 20 hours community service and to have no contact with the victim. Schuster was accused of sending multiple messages and phone calls to a woman after being told repeatedly to stop in February in Salem.
A pretrial was set May 16 for Trey Mitchell, 18, Jennings Avenue, Salem, charged with unlawful restraint, obstructing official business and resisting arrest for an alleged incident on May 5 in Salem involving a juvenile victim. He allegedly failed to follow officer commands and refused to move out of a doorway so the female victim could come outside.
A pretrial was set June 13 for Narayana Cieslak, 35, Depot Street, Rogers, charged with aggravated menacing for allegedly brandishing a firearm toward three juveniles walking in the area of Dollar General in Rogers on April 14.
A pretrial was set May 14 for Jonathan Fish, 44, North Sumner Street, East Palestine, charged with passing bad checks for allegedly writing a bad check for $137.79 to Rogers Food & Fuel on Oct. 12, 2023.
A pretrial was set July 25 for Jessica Cross, 42, Wilbert Avenue, East Liverpool, charged with theft for allegedly failing to scan and pay for one item valued at $22.98 from the Calcutta Walmart on April 29.
A pretrial was set July 29 for Wilbert Faulk, 38, Church Street Extension, Salineville, charged with criminal mischief for allegedly slitting tires and busting the driver side window of a vehicle in East Liverpool on Feb. 24.
A pretrial was set July 22 for Cody Hostetter, 22, North Pleasant Drive, East Palestine, charged with obstructing official business and drug paraphernalia for allegedly ignoring multiple commands to stop from officers in Salem on May 4 and possessing a glass vial with a white crystal substance in his pocket.
Jeffrey McCain, 49, West State Street, Salem, was fined $75 for drug paraphernalia. A charge of possession of drug abuse instruments was dismissed. McCain was accused of possessing a loaded syringe and metal smoking pipe in a vehicle in the Giant Eagle parking lot in Salem on May 18, 2016.
Michael Johnson, 46, Broadway, Wellsville, was fined $150 and given a suspended 30-day jail term for drug paraphernalia. He was ordered to complete 40 hours community service. Johnson had two rolled $1 bills with residue in his possession during a traffic stop on March 4 in St. Clair Township.
A pretrial was set July 8 for Stacen Young, 35, Ravine Street, East Liverpool, charged with drug paraphernalia for allegedly possessing two burnt glass pipes during a traffic stop on July 19, 2023 in St. Clair Township.
A pretrial was set July 1 for Laureene Frances Allison, 52, Alice Street, East Palestine, charged with operating a vehicle under the influence of alcohol or drugs first offense, distracted driving and a turn signal violation.
Jalen Desarro, 31, Shontz Drive, Wellsville, was fined $920 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program for physical control, amended from OVI, and marked lanes. His driver’s license was suspended for one year, with driving privileges granted, and he was ordered to complete 40 hours community service.
A pretrial was set July 23 for Dylan Davis, 24, Bacon Avenue, East Palestine, charged with OVI first offense, OVI urine first offense and lighted lights required.
John Price Jr., 61, Echo Dell Road, East Liverpool, was fined $200 and received a suspended 180-day jail term for hit skip/leaving the scene. He was ordered to complete 40 hours community service and to make $500 restitution to the victim.
Sally Jo Stanley, 58, Leslie Road, Lisbon, was fined $550 and sentenced to 30 days in jail, with 27 days suspended and credit for two days served, leaving one day to serve in jail, for physical control, amended from OVI, and left of center. Her driver’s license was suspended for one year. She was ordered to complete 20 hours community service.
A pretrial was set July 25 for Dylan Custer, 24, Weirton, W.Va., charged with speeding.
A pretrial was set July 25 for Hayden Wright, 34, St. George Street, East Liverpool, charged with driving under suspension and tail lights.
