LISBON -- In Columbiana County Municipal Court, a preliminary/pretrial hearing was set Jan. 11 for Jimenez Jose Efrain Garcia, 24, address unknown, charged with fourth-degree felony pandering obscenity involving a minor and fifth-degree felony illegal-minor in nudity oriented material/perform and misdemeanors of engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual activity with a female in exchange for $100, then arriving in East Palestine on Dec. 31. Garcia allegedly told police he was undocumented and gave a different name than what was on his phone, which he had allegedly used to make the arrangements. According to an affidavit, the phone contained images of female juveniles well under the age of 18 engaged in sexual conduct and in a state of nudity.
A preliminary/pretrial hearing was set Jan. 11 for Dustin Scott Andric, 40, St. Jacob-Logtown Road, Lisbon, charged with a third-degree felony failure to comply with the order or signal of a police officer and misdemeanors of driving under suspension, use of unauthorized plate and speeding for allegedly fleeing from an Ohio State Highway Patrol trooper attempting a traffic stop on Dec. 30 in Salem Township, then crashing the vehicle and fleeing on foot.
A preliminary/pretrial hearing was set Jan. 11 for Richard Vecchio, 61, state Route 164, Lisbon, charged with fourth-degree felony assault and misdemeanors of criminal trespass, disorderly conduct, domestic violence and resisting arrest. On Jan. 2 in Lisbon, Vecchio allegedly pushed a woman into the kitchen counter of a residence and resisted arrest and earlier at Circle K, he allegedly was intoxicated and made multiple threats and obscene gestures to an employee. He also remained at the store despite being told to leave after being trespassed, then left and came back several moments later. He had previously been told to stay away from Circle K. While he was being escorted to a patrol car to be taken to the county jail after the domestic violence incident, Vecchio allegedly actively resisted and pushed a deputy onto the ground by using his body weight, then fell on top of her, causing injury. Vecchio was also fined $200 for disorderly conduct and open container for being publicly intoxicated along state Route 164 south on Dec. 26.
Dalton Dewitt, 31, Chagrin Falls, was fined $1,050 and sentenced to 180 days in jail, with 175 days suspended, leaving five days to serve in jail for engaging in prostitution, possessing criminal tools, failure to control, obstructing official business, one way traffic, no license and no seat belt. His driver's license was suspended for one year, with driving privileges granted. He was ordered to complete a 12-hour online prostitution prevention course and prohibited from visiting any escort sites. Dewitt responded to an undercover ad on a known prostitution website and arranged for sexual activity with a female in exchange for $140, arriving in East Palestine on May 12 for the meeting. Dewitt refused to exit the vehicle and rebuffed attempts by an agent to get him to exit the vehicle, driving away after the window was mechanically breached. The agent had learned he was staying at a campground, where the vehicle was recovered.
Cletessa Leila Adams, 29, Ravenna, was fined $500 and given a suspended 180-day jail term for possessing criminal tools and soliciting. She was ordered to complete 10 hours community service and a 12-hour online prostitution prevention course. Adams posted an ad offering sex for hire on a known prostitution website and arranged to meet an undercover agent for sexual acts in exchange for money, arriving in East Palestine on Dec. 30 for the meeting, with the phone used to make the arrangements in her possession.
A pretrial was set March 12 for Mark Bradley Thompson, 64, Beaver Falls, Pa., charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual activity with a female in exchange for $50, traveling to East Palestine on Jan. 3 for the meeting with the flip phone he used to make the arrangements.
Nicholas Begovic, 29, Newton Falls, was fined $750 and given a suspended 90-day jail term for engaging in prostitution and possessing criminal tools. He was ordered to complete 20 hours community service and a 12-hour education course. Begovic requested sexual conduct from an undercover agent in exchange for $70 and traveled to Salem on Sept. 8 for the meeting, with the cell phone used to make the arrangements in his possession.
A pretrial was set March 21 for George Feezle III, 48, Enon Valley, Pa., charged with domestic violence and assault for allegedly pushing a woman's phone in an aggressive manner, striking her in the face and attempting to grab the back of her neck and threatening her during a domestic on May 22 in East Liverpool.
A pretrial was set Jan. 16 for Jonathan Gbur, 35, Washington Street, Leetonia, charged with domestic violence for allegedly causing or attempting to cause physical harm to another person on Jan. 3 in Leetonia.
A pretrial was set April 11 for Jakob Graffius, 23, East Fourth Street, Salem, charged with assault for allegedly striking another man multiple times with his hands and feet while outside Shenanigan's Bar in Lisbon on Dec. 8.
A pretrial was set April 4 for Brandy Pinkerton, 37, Idaho Avenue, East Liverpool, charged with assault for allegedly pepper-spraying a woman after showing up at a Halloween party in East Liverpool on Oct. 28 and beginning to fight.
Rebecca Burton, 45, West Fifth Street, East Liverpool, waived extradition to the state of Pennsylvania as a fugitive from justice for an alleged parole violation. She was taken into custody after a traffic stop in East Liverpool on Dec. 29.
A pretrial was set April 8 for Theresa Barber, 42, Ravine Street, East Liverpool, charged with disorderly conduct for an alleged incident at the Way Station on Dec. 26 in East Liverpool.
Jennifer Michaels, 28, St. Clair Avenue, East Liverpool, was fined $150 for disorderly conduct for an incident at the Way Station on Dec. 26 in East Liverpool.
Devon Lockhart, 21, Newell, W.Va., was fined $500 and sentenced to 180 days in jail, with 175 suspended and credit for one day served, leaving a balance of four days to serve in jail, for theft and criminal mischief. He was ordered to complete 40 hours community service and stay away from East Liverpool Giant Eagle. Lockhart stole two bottles of Fireball whiskey from Giant Eagle in East Liverpool on Oct. 18. On Oct. 15 in East Liverpool, he pulled a rain gutter off of a home and threw plants on the ground, damaging them.
Jamel Chatman, 28, McKee Street, East Liverpool, was fined $150 and sentenced to four days in jail, with credit for four days served, for obstructing official business for fleeing while being pursued by an officer in East Liverpool on April 3.
A pretrial was set March 11 for Joshua Burkett, 47, Moore Road, Calcutta, charged with possession of drug abuse instrument for allegedly possessing a syringe in a bag in East Liverpool on Sept. 8.
A pretrial was set Feb. 27 for Harvey Perry, 64, West Fourth Street, East Liverpool, charged with two counts of failure to file city income tax return for allegedly failing to file city income tax returns in East Liverpool in 2022 and 2023.
Douglas Seifert, 44, Park Court, Columbiana, was fined $920 and sentenced to 90 days in jail, with 85 days suspended, leaving five days to serve for operating a vehicle under the influence of alcohol or drugs first offense and traffic control devices. A charge of failure to stop after an accident was dismissed. His driver's license was suspended for 18 months and he was ordered to complete 40 hours community service.
Brant Matz, 26, Carole Circle, Salem, was fined $420 and given a suspended 90-day jail term for OVI and a stop sign violation. His driver's license was suspended for 180 days, with driving privileges granted. He was ordered to complete 40 hours community service.
Brad Guzewicz, 30, North Huntingdon, Pa., was fined $875 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program, for OVI first offense. His driver's license was suspended for one year, with driving privileges granted, and he was ordered to complete 40 hours community service.
A pretrial was set April 1 for Mark R. Smith, 37, Bell School Road, East Liverpool, charged with OVI second offense, OVI breath second offense and a stop sign violation.
A pretrial was set April 9 for Kevin Barron, 36, Youngstown, charged with a stop sign violation.
A pretrial was set April 9 for Kyle Lucas, 29, Walnut Street, Leetonia, charged with driving under suspension.
A pretrial was set Jan. 11 for Keith Whorley, 26, Painter Road, Salem, charged with failure to comply (fleeing/eluding), obstructing official business, use of unauthorized plate and following too closely for allegedly grabbing his license back before an officer could look at it during a traffic stop on Jan. 1 in Columbiana, and then fleeing from police.
A pretrial was set April 9 for Luis Vazquez, 23, Youngstown, charged with driving under suspension and improper/expired registration.
William Wildman, 49, East Fifth Street, Salem, was fined $300 for two counts of driving under suspension.
Michael Stock, 34, Youngstown, was fined $150 for a charge of temporary instruct permit required.
Austin Barone, 25, Boardman, was fined $150 for an equipment violation, amended from reasonable control.
Tyler Lightner, 32, Alliance, was fined $230 for driving under suspension, no seat belt and a stop sign violation.
Dustin Wells, 32, Riffle Road, Lisbon, was fined $150 for driving under suspension.
Ross Chaplow, 42, Metz Road, Columbiana, was fined $400 for two counts of driving under suspension.
COLUMBIANA COUNTY COURT NEWS
LISBON -- Two Youngstown men facing drug charges related to a 2022 traffic stop near the Days Inn in Lisbon had their motions to suppress the drug evidence denied.
Damien K'Wami Clark, 25, and Rishun Jones, 19, were each charged with possession of fentanyl-related compound, a first-degree felony, aggravated possession of drugs, a second-degree felony, and possession of heroin, a fourth-degree felony, related to the traffic stop on July 8, 2022.
They were accused of allegedly possessing fentanyl-related compound in an amount equal to or greater than 20 grams but less than 50 grams, an amount of methamphetamine equal to or greater than five times the bulk amount but less than 50 times the bulk amount and an amount of heroin equal to or exceeding 1 gram but less than 5 grams. Clark is also facing specifications for forfeiture of money in a drug case for $429.
Defense attorneys for both Clark and Jones filed motions to suppress, claiming the traffic stop wasn't valid, there was no violation at the time of the stop and the stop did not happen on a public road.
The court, however, found that the parking lot at the Days Inn was open to use by the public and the traffic stop was valid.
Their cases remain pending.
