LISBON -- A Lisbon woman accused of causing risk to a child was served Thursday with a secret indictment issued by the Columbiana County Grand Jury for two counts of endangering children.
Jillian Lockwood, 38, Eric Drive, was charged with a third-degree felony and a misdemeanor for incidents covering the time frame Oct. 18, 2020 to April 6, 2023.
Also served with a secret indictment was Joseph Kelly, 39, Etruria Street, East Liverpool, charged with possession of cocaine, a third-degree felony, aggravated possession of drugs, a fifth-degree felony, and two counts of misdemeanor possession of drugs for allegedly possessing cocaine equal or greater than 10 grams but less than 20 grams, oxycodone, buprenorphine, and lorazepam on Jan. 7, 2022. The charges include specifications for forfeiture of money in a drug case totaling $2,945.
