COLUMBIANA COUNTY MUNICIPAL
LISBON - In Columbiana County Municipal Court, Joshua L. Gorby, 47, South Market Street, East Palestine, had charges of attempt, a second-degree felony; possession of criminal tools, a fifth-degree felony; and misdemeanors endangering children and domestic violence bound over to the Columbiana County Grand Jury. Gorby is accused of threatening to burn down his home June 15, pouring gasoline around the back of the house, including the porch and a detached garage, while his juvenile daughter was inside the house. The incident occurred during a substantial thunderstorm in which lightening could have struck the gasoline, setting off the fire.
Sara Christine Noling, 36, East Taggart Street, East Palestine, had charges of possession of drugs, a fifth-degree felony; breaking and entering, a fifth-degree felony; and theft, a fourth-degree felony, bound over to the grand jury. The possession of drugs charge stems from a search of her home Jan. 14, 2022, which allegedly revealed drug paraphernalia consistent with methamphetamine use, 2.84 grams of methamphetamine and a mirror with a trace amount of methamphetamine on it. The theft and breaking and entering charges stem from allegedly entering an East Palestine home May 5, 2022, and then being found with the victim's checkbook June 5, 2023.
Devin S. Earich, 28, High Street, Leetonia, had a charge of domestic violence, a fourth-degree felony, bound over to the grand jury. Earich is accused of slamming a family member against a door then following her into another room where he allegedly choked her and slammed her to the ground June 14 in Leetonia. In a separate case, a pretrial was set Sept. 18 for Earich, charged with with assault for allegedly slamming the victim to the ground during an altercation March 21 in Leetonia.
Austin M. Maxon, 26, Water Street, Salineville, had two fourth-degree felony assault charges, a second-degree felony burglary charge and misdemeanor charges of burglary, resisting arrest, obstructing justice and disorderly conduct bound over to the grand jury for allegedly entering a Salineville home June 9 and taking a BB, as well as struggling with an officer investigating a domestic situation at his home the same day in which the officer sustained scratches and bruises to the arms.
Brandon McKay Byers, 30, 18th Street, Wellsville, had a charges of burglary, a second-degree felony, and obstructing official justice, a misdemeanor, for allegedly entering an East Liverpool home June 6 and stealing $312 from a wallet and several sets of keys, as well as clothing to change into, then attempting to elude officers on foot June 6. A charge of domestic violence, a fourth-degree felony, in which he is accused of striking a family member with a closed fist April 29, was also bound over.
Robert K. Barrett, 38, West 9th Street, East Liverpool, had a charge of felonious assault, a second-degree felony, bound over to the grand jury. He is accused of striking the victim in the face with hands, fists and household items, beating her legs with a laptop battery pack, choking her to unconsciousness and spraying her with her own mace March 22. He had allegedly made previous threats to kill the victim with a claw hammer and by placing a knife to her throat.
A jury trial was set June 28 for Colton A. Reese, 23, Auburn Drive, Chester, W.Va., charged with assault for allegedly attacking a victim at the Wellsville Eagles Sept. 24, 2022.
A preliminary hearing was set June 29 for Wilbert E. Faulk, 64, Youngstown, charged with breaking and entering, a fifth-degree felony, for allegedly entering a vacant St. Clair Township home June 19 and taking several hats.
A preliminary hearing was set July 17 for Preston S. Beagle, 34, Continental Drive, Salem, charged with possession of drugs, a fifth-degree felony, for allegedly possessing 23 Xanax pills without a prescription during an investigation May 28, 2022 in Salem.
A preliminary hearing was set Aug. 17 for Joseph Wayne Ward, 32, Poland, charged with theft, a fourth-degree felony, for allegedly failing to complete renovations at an East Palestine home in 2021 for which he was paid $15,235.
A pretrial was set June 29 for Levi A. Shields, 27, Main Street, Wellsville, charged with theft for allegedly taking several glass smoking devices worth approximately $100 from an East Liverpool business May 17. In a separate case, he was fined $150 for no driver's license and a turn signal violation.
A pretrial was set June 29 for Chris Charles Woolley, 36, Vine Street, charged with a protection order violation for allegedly being in the East Liverpool home of someone who has a protection order against him June 22.
A pretrial was set June 29 for Timothy W. Adkins, 46, Grant Street, Lisbon, charged with domestic violence for allegedly choking a family member May 13, telecommunications harassment for allegedly sending multiple messages and attempting to contact via social media someone who did not want any contact with him April 6, and driving under suspension and loud exhaust.
A pretrial was set Aug. 24 for Sarah Ann Graham, 20, Pinewood Drive, New Waterford, charged with assault for allegedly punching a victim in the head during an argument June 19 in East Palestine; and possession of drug abuse instruments and obstructing official business for allegedly concealing a baggie of an unknown off-white substance in her bra and a loaded hypodermic syringe in her vehicle while being served a warrant June 21 in East Palestine. She also incurred no fine for driving under suspension.
A pretrial was set Aug. 31 for Charles E. Courtney, 43, South Elm Street, Columbiana, charged with resisting arrest and menacing for allegedly yelling profanities and making an obscene gesture at a Columbiana officer June 16 while a passenger in a vehicle, then after interaction with the officer, charged the officer before threatening to "put lead" in the officer and retreating toward the vehicle.
A pretrial was set Sept. 5 for Kristal D. Barnett, 39, Claibourne Street, East Liverpool, charged with failure to file East Liverpool city income tax return for 2022 while on probation for a 2021 conviction for the same charge.
A pretrial was set Sept. 5 for Nancy I. Lanza, 41, South Elm Street, Columbiana, charged with obstructing official business and disorderly conduct for allegedly shouting profanities and refusing to provide her name while intoxicated at the Salem hospital June 20.
A pretrial was set Sept. 5 for Megan Lindsay Tomich, 36, Poland, charged with OVI first offense, OVI breath .17+ first offence and a turn signal violation.
A pretrial was set Sept. 11 for George Jeges Jr., 58, Lowellville, charged with speeding in a school zone.
A pretrial was set Sept. 14 for Nathanyel Dion White, 20, Niles, charged with driving under suspension and a traffic control devices violation.

A pretrial was set Sept. 14 for Quentin Joshua Harrison, 41, Waynesburg, Pa., charged with engaging in prostitution and possession of criminal tools for allegedly agreeing to pay $60 for sex with an adult female and traveling to East Palestine June 6 in response to an online ad posted by a Mahoning Valley Human Trafficking Task Force undercover agent.
A pretrial was set Sept. 14 for Christian Cody Reiss, 26, East Chestnut Street, Lisbon, charged with OVI first offense, failure to control and improper registration.
A pretrial was set Sept. 14 for Austin A. Angeli, 35, Cedar Ridge Drive, Salem, charged with criminal damaging and criminal trespassing for allegedly refusing to leave a Salem Township home June 17 after being to do so multiple times by the homeowner.
A pretrial was set Sept. 18 for Chris Michael Shutack, 47, Columbiana Waterford Road, Columbiana, charged with OVI first offense, OVI breath .08 grams first offense, driving under suspension and a turn signal violation.
A pretrial was set Sept. 19 for Thomas J. Slager Jr., 57, Louise Avenue, East Liverpool, charged with five counts of failure to pay East Liverpool city income tax from 2019 through 2023.
Paul Dabney, 34, New Waterford Road, New Waterford, was fined $300 for possession of marijuana and possession of marijuana paraphernalia.
Michael Thomas Butler, 58, John Street, Salineville, was fined $150 for an equipment violation amended from speed.
Annie Grace Griggs, 19, Cream Ridge Road, Lisbon, was fined $35 for speed.
Stacey D. Heiney, 38, 7th Street, Wellsville, was sentenced to 90 days in jail (87 suspended), fined $920, had her license suspended for 180 days, placed on two years probation and ordered to complete 40 hours community service and alcohol/substance abuse evaluation for physical control amended from OVI and speed.
Christopher A. Schiavi, 27, West Wilson Street, Salem, was fined $75 for speed. A charge of unauthorized plate was dismissed.
Phillip A. Jones, 29, Sophia Street, East Liverpool, was fined $6 for driving under suspension and a seatbelt violation.
A charge of disorderly conduct was dismissed against Gerald K. Joy Jr., 59, Carrollton.
COLUMBIANA COUNTY COURT NEWS
LISBON -- A former corrections officer at the Columbiana County jail was placed on probation for three years for charges related to bringing drugs into the lockup for inmates in 2021.
Keith McCoy, 54, Padgett Road, East Palestine, pleaded guilty recently in Columbiana County Common Pleas Court to illegal conveyance of drugs of abuse onto the grounds of a specified government facility, a third-degree felony, possession of fentanyl-related compound and two counts aggravated possession of drugs, all fifth-degree felonies, and misdemeanor possession of drugs.
McCoy was caught Oct. 7, 2021 attempting to bring drugs into the jail, including methamphetamine, buprenorphine, fentanyl-related compound, and a drug known as anilino-Nphenethyl-4-piperidine.
Also in common pleas court:
- Amber Marie Palmer, 34, Richmond, Ohio, was sentenced to 120 days in the Columbiana County Jail with credit for 45 days served for possession of cocaine after her intervention plan was dishonorably terminated. She previously pleaded guilty to possession of cocaine, a fifth-degree felony, and was placed on an intervention plan for three years. She was originally indicted Dec. 11, 2019 for being in possession of cocaine April 9, 2019.
- Michael C. Robb, 42, Leake Street, East Palestine, pleaded guilty to one count of aggravated possession of drugs, a third-degree felony; and three counts of aggravated possession of drugs, a fifth-degree felony. He was placed on two years community control for each count and sentenced to 90 days in Columbiana County Jail and ordered to pay a fine of $5,000.
- Joshua H. Burkett, 46, Calcutta, Ohio, violated community control and was sentenced to 30 days in Columbiana County Jail for theft and misuse of a credit card, both fifth-degree felonies.
- Raymond G. Crow, 31, East Liverpool, was sentenced to 12 months in the Columbiana County Jail for aggravated assault, a fourth-degree felony. He was originally charged with first-degree felony aggravated burglary for entering a occupied structure March 1, 2021.
- Tony J. Blendenbacher, 38, Sebring, was sentenced to three years community control, with a driver's license suspension of three years, for failure to comply with an order or signal of a police officer, a third-degree felony. He fled police after a visible and audible alert Nov. 16., 2022.
- Ta-Ron L. Tisdale, 29, Wellsville, was ordered to serve 130 days, with 33 days credit, for possession of a fentanyl related compound, a fifth-degree felony.
- Casey R. Carter, 31, East Liverpool, was sentenced to three years community control each served concurrently for two counts of non support of dependents, a fifth-degree felony. Carter failed to provide support for the child for 26 weeks.
- Patrick L. Griffith, 43, Warren, pleaded guilty to two counts of non support of dependents, a fifth-degree felony, and one count of non support of dependents, a fifth-degree felony. On each count the defendant was sentenced to three years of community control to serve concurrently. Griffith also withdrew his not guilty plea and pled guilty to two counts of non support of dependents, fifth-degree felonies, and one count of non support of dependents, a fifth-degree felony. On each count he was sentenced to three years community control to be served concurrently. Griffith was dishonorably terminated from community control and ordered to serve 120 days in the Columbiana County Jail, with 91 days credit, for a probation violation on a charged of possession of cocaine, a fifth-degree felony.
- Phillippe M. Fritzke, 55, North Canton, pleaded guilty to aggravated possession of drugs, a fifth-degree felony, and was sentenced to six months in prison, served concurrently with a sentence in Summit County.
- Malcolm Gilford, 36, Lisbon, had a motion to withdraw a guilty plea denied after making the request five days after being sentenced to prison for 18 months for possession of cocaine, a fourth-degree felony.
