COLUMBIANA COUNTY COURT NEWS
LISBON -- An East Liverpool man charged with multiple counts related to two separate police pursuits on May 29 and June 6, both in 2020, was recently sentenced to at least four years and six months in prison.
Raymond Lee Edwards, 39, Wilbert Avenue, entered a guilty plea in Columbiana County Common Pleas Court to failure to comply with the order or signal of police, obstructing official business and endangering children for the incident May 29, 2020 when deputies were called to state Route 45 for a man passed out in a vehicle. He took off in the vehicle with his children in the back seat when deputies approached.
He also pleaded guilty to charges of failure to comply, felonious assault, two counts criminal damaging, endangering children and vandalism. All the charges except for the vandalism stemmed from a police pursuit on June 6, 2020 that began on East Liverpool Road at Y Camp Road in Madison Township and ended on state Route 39 north of Wellsville.
While fleeing, he damaged a planted corn field and a yard on Glenn Road and nearly struck Reginald Chestnut, who was walking his dog in the front yard. He also nearly struck Robert Osborn who was cutting grass in the area of state Route 39 and was accused of intentionally striking the door of Deputy Luke Skidmore's cruiser. Again, Edwards' children were in the back seat of the vehicle during the second pursuit. The vandalism stemmed from him breaking a window at the jail in July 2020.
He received credit for 96 days served in jail. His driver's license was suspended for 25 years.
Also in Common Pleas Court:
-- David J. Sisco Jr., 32, Sixth Street, Wellsville, was sentenced to 12 months in jail, with credit for 48 days already served in jail, for illegal conveyance of drugs of abuse onto the grounds of a specified governmental facility, a third-degree felony. Sisco was accused of bringing drugs to a detention facility on Oct. 3, 2021.
-- Ryan Kopek, 44, New Springfield, was placed on intervention for three years after pleading guilty to aggravated possession of drugs, a fifth-degree felony, and possession of drugs, a misdemeanor, for possessing methamphetamine and alprazolam on Feb. 10.
-- Travis McDevitt, 21, Troy, was sentenced to two years community control after pleading guilty to receiving stolen property, a fourth-degree felony, and a misdemeanor of obstructing official business. The charges stemmed from an incident on Sept. 14, 2021 when he had a stolen car in his possession in Columbiana and fled from police on foot before being found in a swampy area.
-- Tiffany Rabquer, 33, Youngstown, was ordered to prison for seven months for violating her probation for aggravated possession of drugs. Her probation was dishonorably terminated and she received credit for 31 days served in jail. She possessed hydrocodone on June 1, 2019.
-- A Pennsylvania man accused of soliciting sex from a juvenile has been sentenced to four years in prison.
Thomas G. Engle Jr., 53, Sharon, Pa., was sentenced to four years in a state correctional facility for compelling prostitution, a third-degree felony; importuning, a fourth-degree felony; and attempted unlawful sexual conduct with a minor, a fourth-degree felony, with credit for 291 days served; and classified as a Tier II sex offender, after a request for probation was denied. Engle was originally also charged with possessing criminal tools, a fourth-degree felony, and misdemeanor engaging in prostitution for soliciting sexual activity with an undercover law enforcement officer posing as a juvenile Aug. 25, 2022, with a previous conviction of statutory sexual assault involving a juvenile in 2013 in Lawrence County, Pennsylvania.
Also in common pleas court:
- Gregory Steven Cordy, 55, Hubbard, was sentenced to an unspecified term of incarceration at the Eastern Ohio Correction Center and placed on three years probation, with credit for one day served for attempted engaging in prostitution, a fourth-degree felony. Cordy was originally charged with promoting prostitution, a fourth-degree felony for facilitating sexual activity for hire Dec. 6, 2021.
- Brenda Hanlon, 59, East Liverpool, was placed on a treatment plan for two years under the direction of the Columbiana County Adult Probation Department for theft, a fifth-degree felony, for stealing $1,408.67 worth of merchandise from a business May 26, 2022.
- Juston E. Buskirk, 44, East Palestine, community control dishonorably terminated and was sentenced to eight months in a state correctional facility, with a credit of 162 days served for domestic violence, a fifth-degree felony, for causing physical harm to a family member June 14, 2022, with previous conviction for domestic violence in 2013.
- Rebecca L. Sisco, 35, Rogers, was placed on community control for two years for aggravated possession of drugs, a fifth-degree felony. She was found in possession of methamphetamine Oct. 9, 2021.
- Paul L. Beaver Jr., 34, East Liverpool, was placed on community control for three years, including six months at the Eastern Ohio Correction Center, for possession of a fentanyl-related compound, a fifth-degree felony. He was found in possession of a fentanyl-related compound Jan. 25, 2021.
- Calvin G. Taylor Jr., 46, Youngstown, was placed on a treatment plan for three years under the direction of the Columbiana County Adult Probation Department for possession of cocaine, a fifth-degree felony. He was found in possession of cocaine April 30, 2022.
- Reva A. McCullough, 32, East Liverpool, was placed on three years probation for theft from a person in a protected class and misuse of credit cards, both fifth-degree felonies. She pleaded guilty to using an elderly couple's bank card without permission between Aug. 23 and 29, 2021.
COLUMBIANA COUNTY GRAND JURY
LISBON -- Two women are facing felony charges related to a pedestrian fatality on state Route 344 in Perry Township in March 2022.
Patricia Lynn Phillips, 29, Vine Street, Salem, was served Thursday with a secret indictment for failure to stop after an accident, a third-degree felony, for allegedly failing to immediately stop after striking 46-year-old Brandy Lynn Lasky on state Route 344 on March 11, 2022.
Brandy Phillips, 30, Granite Street, Salem, was served Thursday with a secret indictment for obstructing justice, a fifth-degree felony, related to her alleged actions on March 11, 2022.
Lasky was killed by a passing vehicle while walking in the westbound lane of the road after midnight. Patricia Phillips allegedly left the scene and Lasky was found unresponsive with a head wound.
