LISBON — In Columbiana County Municipal Court, a case against JC Marcum, 51, Moore Avenue, East Liverpool, was bound over to the county grand jury on a second-degree felony of felonious assault.

Marcum allegedly punched and kicked a woman multiple times in the face and body on May 17 in East Liverpool. The woman received treatment at East Liverpool City Hospital and was found to have a broken orbital socket and jaw.

A case against Edward Torres, 41, Green Lane, East Liverpool, was bound over to the county grand jury on multiple charges from two separate incidents on May 19 and May 23, both in East Liverpool, including a fourth-degree felony charge of strangulation, fifth-degree felony obstructing official business and misdemeanors of assault and violation of a protection order. During the May 19 incident, Torres allegedly strangled a woman to the point of unconsciousness and struck her in the face when she went to the Green Lane residence to gather her belongings. She had a protection order against him at the time. The obstruction charge stemmed from the May 23 incident when officers were called to Green Lane for suicidal threats and saw blood on the outside door of the apartment building, then found Torres barricaded in the apartment with more blood puddled outside the door. He made threats against the officers and once inside officers attempted to detain him and he reached into a drawer and was tased by an officer. Also for that incident, he was fined $400 and sentenced to 180 days in jail, with credit for 11 days served, for violation of a protection order and menacing. He was also fined $500 for violation of a protection order and domestic violence for an April incident when he forcefully placed a woman in a headlock and took her to the ground.

A case against Charles Wellman, 48, West Fourth Street, Salem, was bound over to the county grand jury on a fourth-degree felony charge of domestic violence for allegedly scratching a woman during a physical altercation over her cell phone on May 24 in Salem.

A case against Douglas Gill, 42, New Middletown, was bound over to the county grand jury on a second-degree felony failure to register charge for allegedly failing to register his address with the county sheriff’s office as a convicted sex offender on May 4.

Wissam Zarour, 51, Youngstown, was fined $750 and given a suspended 90-day jail term for engaging in prostitution and possession of criminal tools. Zarour was ordered to complete 20 hours community service and a 12-hour education course. Zarour solicited sexual conduct from an undercover agent in exchange for $120 and traveled to Salem on Jan. 13 for the meeting.

A pretrial was set June 12 for Haley Bussey, 25, North Market Street, East Palestine, charged with domestic violence for allegedly assaulting a man multiple times while he was a passenger in a vehicle she was driving on Oct. 26, 2022 on Heck Road, East Palestine.

A pretrial was set Aug. 17 for Rosie Faulkner, 35, West Martin Street, East Palestine, charged with obstructing official business and resisting arrest for allegedly attempting to stop the arrest of a driver for operating a vehicle under the influence and then resisting when placed under arrest on June 1 in East Palestine.

Zachary Rudder, 25, Henry Avenue, Wellsville, was fined $150 and sentenced to 45 days in jail, with credit for 22 days served, for obstructing official business for not following commands of law enforcement officers during a search warrant on May 9 on McKee Road, Wellsville.

A probable cause hearing was set Aug. 14 for Shannon Herron, 46, Avondale Street, East Liverpool, for alleged probation violations on charges of possession of drug abuse instrument, drug paraphernalia, theft and criminal trespass.

Amy Purcell, 39, Park Place, Columbiana, was fined $100 for speeding.

A pretrial was set Aug. 21 for Mark Edwards, 50, 12th Street, Homeworth, charged with possessing marijuana, possession of marijuana drug paraphernalia, failure to stop after an accident and failure to control for a May 17 traffic stop when he allegedly possessing a pipe and marijuana in Butler Township.

A pretrial was set Aug. 21 for Corey L. Ward, 29, Lake Street, Beloit, charged with operating a vehicle under the influence of alcohol or drugs first offense, OVI breath first offense and traffic control devices.

A pretrial was set Aug. 28 for Tyler Rawson, 24, Akron, charged with OVI first offense, OVI breath first offense, marked lanes and failure to display valid sticker.

A pretrial was set Aug. 21 for Jonathan McElhaney, 39, Carroll Road, East Liverpool, charged with driving under suspension and use of unauthorized plate.

Joseph Samek, 29, Wheathill Road, East Palestine, was fined $100 for speeding.

A pretrial was set Aug. 28 for Kayla Roberts, 23, Annesley Road, East Liverpool, charged with speeding and driving under suspension.

Brianna Huff, 23, Shady Lane, East Liverpool, was fined $150 for driving under suspension and invalid sticker.
