COLUMBIANA COUNTY MUNICIPAL
LISBON — In Columbiana County Municipal Court, a preliminary/pretrial hearing was set June 8 for Austin Rozman, 30, Warren, charged with fourth-degree felony improper handling of a firearm and misdemeanors of engaging in prostitution and possessing criminal tools. Rozman allegedly made arrangements for sexual activity with a female in exchange for $80 by answering an undercover ad and arrived in East Palestine on April 30 for the meeting, allegedly with a loaded gun under the driver seat of his vehicle.
A preliminary/pretrial hearing was set May 8 for Charles Jonathan Ripley, 41, St. Clair Avenue, East Liverpool, charged with third-degree felony domestic violence and misdemeanor menacing for an incident at an apartment in East Liverpool on April 29 when he allegedly caused harm to a woman and broke items, with two or more previous convictions of domestic violence. During booking, he allegedly threatened to assault a police officer.
A preliminary/pretrial hearing was set June 5 for Tim Rinestine, 52, Overlook Drive, Salem, charged with third-degree felony tampering with evidence and illegal use or possession of drug paraphernalia. While police were at a residence in Perry Township taking a woman into custody on a warrant, Rinestine was observed allegedly tossing a glass pipe off of the back deck into the grass on April 29.
A domestic violence charge against Tyler Michael Quimby, 25, North Shady Lane, East Liverpool, was dismissed without prejudice at the request of the prosecutor due to the victim’s whereabouts being unknown. The charge stemmed from an alleged incident on July 2, 2022 in East Liverpool.
A preliminary hearing was set May 15 for David C. Cole, 38, East Eighth Street, East Liverpool, charged with fifth-degree felony violation of a protection order. A separate case for the same charge was dismissed without prejudice, with the prosecutor noting it was a duplicate filing. The alleged charge stemmed from a complaint Feb. 25 on Prospect Street, Salem, where a woman said she had a protection order against Cole and he was calling her from the Ashland County jail. A sentencing hearing for a possession of drug abuse instrument charge was reset for May 15 due to transport issues.
A pretrial was set May 11 for Edward Torres, 41, Green Lane, East Liverpool, charged with violation of a protection order and domestic violence for allegedly placing a woman in a head-lock and taking her to the ground recently in East Liverpool.
A pretrial was set May 11 for David Lee Bradley, 33, St. Clair Avenue, East Liverpool, charged with endangering a child for allegedly doing drugs with a child present in the apartment in East Liverpool on Feb. 22.
Marc Fleming Ellis, 51, Lorey Road, East Rochester, was fined $750 and given a 90-day jail term for engaging in prostitution and possessing in criminal tools. He was ordered to complete 20 hours community service and a 12-hour education course. Ellis answered an undercover ad and solicited sexual activity from two females in exchange for $140 and traveled to East Palestine on Feb. 27 for the meeting.
A pretrial was set July 27 for Craig Hart, 42, East Taggart Street, East Palestine, charged with engaging in prostitution and possessing criminal tools for allegedly contacting a social media account for undercover operations and arranging for sex acts with a woman in exchange for pills, walking to the meeting location in East Palestine on April 28.
A pretrial was set July 24 for Amanda O’Brien, 30, Calcutta Smith Ferry Road, East Liverpool, charged with assault for allegedly causing physical harm to another woman by scratching her arm and striking her on June 9, 2021 in East Liverpool.
Jennifer Donovan, Rose Avenue, Salem, was fined $250 and given a suspended 30-day jail term for disorderly conduct, amended from domestic violence. She was also ordered to complete 20 hours community service. Donovan was accused of striking a man in the head and slamming his hand in the door in Columbiana on March 3.
Anthony Baker, Sophia Street, East Liverpool, was fined $150 and sentenced to 11 days in jail, with credit for 11 days served, for resisting arrest and disorderly conduct. Baker threatened to beat up a man on April 19 in East Liverpool and pulled away from officers while being taken into custody.
David Talbott, Y&O Road, Wellsville, was fined $500 and sentenced to 12 days in jail, with credit for 12 days served, for driving under suspension and attempted, amended from a felony illegal use of food stamps/coupons charge. Talbott was accused of attempting to use someone else’s benefits on Jan. 8 in St. Clair Township.
Kevin Neely, 41, South Surry Road, East Liverpool, was fined $150 for failure to reinstate. He was also ordered to spend 60 days in jail for violating his probation for an assault charge from April 6, 2022 for causing physical harm to a security guard at East Liverpool City Hospital.
A pretrial was set Aug. 7 for Jacob Clark, 31, Trinity Church Road, Lisbon, charged with violation of a protection order for allegedly continuing to text another man to be a third party to communicate with a woman who has a protection order against him. The texts occurred in April.
Joshua Ellison, 40, Wilbert Avenue, East Liverpool, was fined $975 and sentenced to 180 days in jail, with 170 days suspended, for operating a vehicle under the influence of alcohol or drugs and no license. A charge of failure to control was dismissed. His driver’s license was suspended for two years and he was ordered to complete 20 hours community service.
Sanna Surace, 35, 15th Street, Wellsville, was fined $1,065 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program. Her driver’s license was suspended for one year, with driving privileges granted, and she was ordered to complete 40 hours community service.
A pretrial was set July 31 for Janelle Kim, 27, Berea, charged with OVI first offense and no seat belt.
A pretrial was set July 6 for Brandon Daniels, 34, Maple Drive, Columbiana, charged with OVI first offense, OVI breath first offense and speeding.
A pretrial was set July 10 for Joshua Morris, 45, Steubenville, charged with expired license.
A pretrial was set July 20 for Nadeem Nazir Malik, 66, Canfield, charged with speeding.
A pretrial was set July 25 for Jonathan White, 39, Wick Street, Salineville, charged with possession of drug abuse instruments for allegedly possessing a loaded syringe in a bag during a traffic stop Aug. 31, 2022 in St. Clair Township.
A pretrial was set May 8 for Michelle Williams, 31, Orchard Road, East Liverpool, charged with driving under suspension and speeding.
A pretrial was set May 11 for Joyce Conn, 27, Canton, charged with possession of drug abuse instrument, drug paraphernalia and possessing marijuana.
Joshua Keaton, 38, Grafton, was fined $50 for unsafe vehicle, amended from marked lanes.
Deahn Smith, 28, Michigan Avenue, East Liverpool, was fined $200 for driving under suspension and speeding.
A pretrial was set July 25 for Susan Jenkins, 41, Lincoln Avenue, East Liverpool, charged with driving under suspension and speeding.
Lisa Mountz, 62, Rose Drive, Lisbon, was fined $30 for obstructed view.
