LISBON -- In Columbiana County Municipal Court, a preliminary hearing was set April 13 for Todd Gang, 56, Canton, charged with a fourth-degree felony charge of attempted illegal sexual conduct with a minor and fifth-degree felonies of importuning, disseminating matter harmful to juveniles and possessing criminal tools.
Gang allegedly made contact with an undercover social media account of a 15-year-old female maintained by an agent with the Mahoning Valley Human Trafficking Task Force for investigations. An affidavit said Gang allegedly advised he worked for a carnival company and asked the female for sexual conduct with him, also asking for naked images of the teen. After she would not send them, he said he would just take some when they met. He also allegedly transmitted one image of his private parts and two videos of sexual activity, the affidavit said.
Gang arrived for the meeting in Salem on April 7 with his cell phone used to make the arrangements.
A case against Dominique Labree Smith, 24, Warren, was bound over to the county grand jury on a fourth-degree felony charge of assault of a police officer for an incident Feb. 28 at East Liverpool City Hospital where he allegedly injured a sheriff's deputy while being aggressive and flailing his arms and yelling at staff during treatment for a suspected narcotic overdose. A pretrial was set July 27 for Smith for speeding.
A case against Alfred Thompson, 41, Salem-Alliance Road, Salem, was bound over to the county grand jury on a fourth-degree felony domestic violence charge for allegedly causing intentional physical harm to a juvenile on March 21 and 25, with the arrest taking place March 28 when the juvenile didn't show up for school and school officials requested a welfare check.
A pretrial was set April 17 for Joseph Steven Frank, 50, Eric Drive, Lisbon, charged with domestic violence for allegedly hitting a little boy with a belt, leaving serious welts and bruises on the boy's body, arms, head and neck on April 6 in Lisbon. Bond was set at $20,000 cash or surety and he was ordered to have no contact with the victim or other children at the residence in question.
A preliminary hearing was set April 13 for Dustin James Brooks, 36, Vine Street, East Liverpool, charged with a fifth-degree felony charge of violation of a protection order. Bond was set at $20,000 and he was ordered to have no contact with the victim. Brooks was accused of recently violating a protection order in East Liverpool.
A pretrial was set May 16 for Todd Zarack, 47, Midland, Pa., charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual activity with a female in exchange for $70, then driving to East Palestine on April 6 for the meeting. He denied being there to meet anyone and said he just drove from Midland to East Palestine to get gas.
Nelson Lee Freeze, 51, East Taggart Street, East Palestine, was fined $350 and sentenced to 90 days in jail, with 89 days suspended and credit for one day served, for resisting arrest and disorderly conduct-intoxication. He was ordered to complete 20 hours community service. Freeze was taken into custody after disobeying police commands and yelling at traffic control personnel from Area Wide Protective while intoxicated in the area of East Taggart Street and North Pleasant Drive, pushing down traffic signs. The company is providing traffic control related to the the East Palestine train derailment.
A pretrial was set June 20 for Hannah Altman, 24, Signal Road, Columbiana, charged with resisting arrest, criminal trespass and possession of drugs for allegedly trespassing after hours at Franklin Square Cemetery on Salem Grange Road on April 7, being found sleeping in a vehicle. She allegedly possessed marijuana in the vehicle and resisting when being taken into custody. She was ordered to have no contact with Franklin Square Cemetery.
A pretrial was set April 17 for Keith Dennis, Lisbon Road, Salem, charged with aggravated menacing and domestic violence. Bond was set at $5,000 and he was ordered to have no contact with the victim. Dennis allegedly threatened to physically assault a man during a disturbance April 6 at a Lisbon Road, Salem property.
A pretrial was set June 27 for Chelsea Madison, 47, Smithfield Street, East Liverpool, charged with criminal damaging for allegedly throwing a brick through the window of a house on Ravine Street, East Liverpool on March 16.
A preliminary/pretrial hearing was set June 26 for Christopher Brink, 42, Franklin Avenue, Salem, charged with drug paraphernalia and a third-degree felony tampering with evidence charge. Brink allegedly attempted to alter evidence during a traffic stop April 6 in Salem and allegedly possessed drug paraphernalia.
Cagney Springer, 33, Canton, was fined $150 for driving under suspension.
