LISBON -- A man who had been employed as a guard at the Columbiana County jail when he allegedly played a part in the assault of an inmate in 2021 was served recently with a secret indictment for a felony charge.
Daniel J. Spence, 41, Beaver, Pa., was charged with complicity in the commission of an offense, a second-degree felony.
The indictment said the assault occurred on May 25, 2021 when Spence was working as a guard at the jail and electronically unlocked the jail cell of an inmate, Shane Linden, allowing two other inmates, Harley Falkner and Noah Bainbridge, to enter his cell and assault him. Both Bainbridge and Falkner were charged with felonious assault for their part in the incident.
Also served recently with secret indictments were:
-- Danielle Billman, 48, Canton, aggravated trafficking in drugs and aggravated possession of drugs, both second-degree felonies, possession of drugs, a fifth-degree felony, and aggravated possession of drugs, a fifth-degree felony, for allegedly preparing meth and possessing meth equal to or greater than five times the bulk amount but less than 50 times the bulk amount, and also for allegedly possessing cocaine and flualprazolam all on Sept. 6, 2021.
-- Constance Adams, 32, Youngstown, possessing of cocaine, fifth-degree felony, for allegedly possessing cocaine on May 4, 2022.
-- Chantel Shuman, 31, Cleveland Street, Salem, aggravated possession of drugs, fifth-degree felony, for allegedly possessing methamphetamine on Sept. 4, 2021.
-- Loren Webb, 44, Cleveland, was served Tuesday with a secret indictment issued by the Columbiana County Grand Jury last year for multiple drug charges.
Charges in the indictment include possession of cocaine, possession of fentanyl-related compound and two counts aggravated possession of drugs, all fifth-degree felonies, with a specification for forfeiture of money from a drug case. On July 24, 2021, Webb allegedly possessed methamphetamine, cocaine, fentanyl-related compound and psilocyn and $260 cash.
