LISBON — In Columbiana County Municipal Court, a case against Roger A. Ingram, 32, West Ninth Street, East Liverpool, was bound over to the county grand jury on a fourth-degree felony counterfeiting charge for allegedly attempting to use a counterfeit $100 bill at KFC in St. Clair Township on Dec. 8, 2022. A affidavit said an employee told him the bill was fake and an investigation revealed he attempted to use the bill elsewhere.

Ingram also was fined $1,000 and sentenced to 30 days in jail for four counts of theft for failing to scan two items totaling $376 on June 22, 2022 at the Walmart on Dresden Avenue, then on June 19 and 20, 2022 he failed to scan and pay for three items totaling $735, three items totaling $505 and three items totaling $545, all at Walmart.

Dustin Andrews, 24, state Route 170, East Palestine, was fined $1,295 and sentenced to 120 days in jail, with credit for 20 days served, for assault, criminal damaging, two counts obstructing official business, operating a vehicle under the influence of alcohol or drugs, improper turn, no seat belt, drug paraphernalia and possessing marijuana. His driver’s license was suspended for one year. The charges stem from multiple incidents, with the most recent when he fled on foot from East Palestine police on March 7 knowing there was a warrant for his arrest. He had been a passenger in a vehicle stopped for having a smashed out windshield and took off on foot, failing to stop after being told to numerous times by police. The other obstruction charge stemmed from a traffic stop on Oct. 7, 2022 when Andrews failed to comply with the orders of Columbiana police officers. The OVI and traffic charges stem from a Nov. 7, 2022 traffic stop. The assault and criminal damaging charges stem from a Dec. 7, 2022 incident in New Waterford when he allegedly punched the windshield of a woman’s vehicle and struck her on the side of the face.

A preliminary hearing was set April 3 for Michael Allen Howard, 37, West Seventh Street, East Liverpool, charged with a second-degree felony felonious assault for allegedly breaking windows out of a residence on West Seventh Street, East Liverpool and attacking someone with a machete on March 16. Tires were also slashed on a vehicle at the property.

Michael Thomas Lawson, 39, Butler, Pa., was fined $750 and given a suspended 30-day jail term for engaging in prostitution and possessing criminal tools for soliciting sexual activity in exchange for $180 with an undercover agent posing as two adult females, arriving on Jan. 6 in East Palestine for the meeting. He was ordered to forfeit $200 to the Mahoning Valley Human Trafficking Task Force and was permitted to buy out 40 hours community service.

Austin Fogal, 28, West Middlesex, Pa., was fined $750 and sentenced to seven days in jail for engaging in prostitution and possessing criminal tools for answering an ad placed on a known prostitution website by an undercover agent and arranging to have sexual conduct with a female in exchange for $140, then traveling July 8, 2022 to East Palestine for the meeting. He was ordered to forfeit the $140 to the East Palestine Police Department.

Sentencing was set April 3 for Jeremiah Koons, 28, Fair Avenue, Salem, who pleaded guilty to domestic violence for trying to harm a woman after an argument on March 26 in Salem.

A pretrial was set June 8 for Sean McCarthy, 27, Commerce Street, Wellsville, charged with theft for allegedly using deceptive measures to steal $128 from a juvenile through a cash app in East Liverpool.

A pretrial was set April 6 for Mariah Beaver, 32, Lang Street, East Palestine, charged with falsification for allegedly providing a false social security number, false address and false date of birth in an attempt to assume the identity of someone else when a deputy was attempting to serve a warrant at the county jail on March 27.

Daniel Duke, 31, Monaca Street, East Liverpool, was fined $250 for drug paraphernalia and discarding litter for dumping trash and possessing an alleged marijuana pipe on March 22 in East Liverpool

A pretrial was set April 6 for James Mackim, 30, listed as homeless from Canton, charged with illegal use or possession of drug paraphernalia for possessing an alleged crack pipe on March 28 in the area of Knox School Road and Hartley Road.

A pretrial was set June 8 for Joseph Hakala, 29, with addresses listed on state Route 7, New Waterford, and Greentree, Lisbon, charged with driving under suspension, marked lanes, distracted driving and unauthorized use of a motor vehicle. Hakala allegedly took a woman’s car without permission on Jan. 16 in Salem.

A pretrial was set June 8 for Jonathan Reeger, 35, Malvern, charged with speeding and suspended driver’s license.

Jane Chang-Vitkoczy, 30, Youngstown, was fined $100 for speeding.

A pretrial was set April 10 for Richard Stelts, 62, state Route 558, Leetonia, charged with failure to control.

Haley Renee Hall, 25, state Route 14, East Palestine, was fined $300 and sentenced to three days in jail for driving under suspension. Her driver’s license was suspended for one year.

A pretrial was set June 20 for Corey Libert, 45, North Lima, charged with improper turn.

A pretrial was set July 13 for Tommy Butler, 32, Poland, charged with failure to control.

Charles Gough, 24, West Washington Way, Lisbon, was fined $150 for driving under suspension.

A pretrial was set June 15 for Donald Ferrebee, 68, Cain Street, East Liverpool, charged with failure to control.

Dana McGilvary, 40, Henry Avenue, East Liverpool, was fined $200 for possessing drug abuse instruments for having syringes on March 17 during a traffic stop in St. Clair Township.
