LISBON — In Columbiana County Municipal Court, a preliminary hearing was set March 6 for Larry Ellis Jr., 37, state Route 45, Lisbon, charged with third-degree felony domestic violence for allegedly grabbing a woman by the hair, shoving her against the wall and onto the bed and threatening her on Feb. 27 in Lisbon. He had previously been convicted of felony domestic violence. Bond was set at $50,000 cash or surety and he was ordered to have no contact with the victim.

A preliminary/pretrial hearing was set March 6 for Brandon Maxwell, 23, Mechanicsburg, Pa., charged with third-degree felony compelling prostitution, fifth-degree felonies of attempted and possessing criminal tools and a misdemeanor engaging in prostitution for allegedly soliciting sexual conduct from an undercover ad for a mother and her 15-year-old daughter in exchange for $220 and arriving in East Palestine for the meeting on Feb. 27. Bond was set at $30,000 cash or surety and he was ordered to have no contact with any minors.

Paul Hartman, 41, East Martin Street, East Palestine, was fined $850 and sentenced to 180 days in jail, with 140 days suspended and credit for four days served, leaving 36 days to serve in jail, for weapons while intoxicated, aggravated menacing and two counts of assault amended from domestic violence and dogs at large. He was ordered to pay restitution of $957.58 to Meranda Cope and was ordered to complete 30 hours community service. According to court records, Hartman’s dog was loose in August 2022 and attacked Cope’s dog. On Oct. 30, 2021, Hartman was intoxicated and threatened a woman with a handgun. On April 26, 2022, he was consuming alcohol and pulled a woman’s hair during a domestic.

Kramer Vance Haydu, 33, Girard, was fined $750 and given a suspended 90-day jail term for engaging in prostitution and possessing criminal tools. He was ordered to perform 20 hours community service and complete a 12-hour education course. Haydu solicited sexual conduct from an undercover officer posing as a prostitute in exchange for $140 and traveled to East Palestine on Aug. 12, 2022 for the meeting.

James Mollenkopf, 74, North Lima, was fined $750 and given a suspended 90-day jail term for engaging in prostitution and possessing criminal tools. He was ordered to complete 20 hours community service and complete an education course. Mollenkopf solicited sexual conduct from an undercover agent in exchange for $140 and traveled to Salem on Oct. 5, 2022 for the meeting.

Jordan DePue, 32, Montrose, Pa., was fined $750 and given a suspended 90-day jail term for engaging in prostitution and possessing criminal tools. He was ordered to complete 20 hours community service and complete an education course. DePue answered an undercover ad and solicited sexual activity with an adult female in exchange for $80 and traveled to East Palestine on June 3, 2022 for the meeting.

A pretrial was set May 2 for Michael Fitzgerald, 45, Clarendon, Pa., charged with engaging in prostitution and possessing criminal tools for allegedly soliciting sexual activity from a female and her adult daughter in exchange for drugs and traveling to East Palestine on Feb. 28 for the meeting.

A pretrial was set May 1 for Marc Ellis, 50, Lorey Road, East Rochester, charged with engaging in prostitution and possessing criminal tools for allegedly answering an undercover ad and soliciting sexual activity from two females in exchange for $140 and traveling to East Palestine on Feb. 27 for the meeting.

A pretrial was set May 15 for Autumn Goodfellow, 26, Jennings Avenue, Salem, charged with illegal use or possession of drug paraphernalia for allegedly possessing a meth pipe during a traffic stop on Feb. 23 in Columbiana.

Deanna Moschella, 43, Youngstown, was fined $200 and sentenced to 30 days in jail for theft for leaving Rite Aid in Salem on Feb. 23 without paying for $217 worth of items. The jail term is to be served consecutive to the seven-day jail term from another theft case.

A pretrial was set May 9 for Kaila DiMaggio, 25, Bradshaw Avenue, East Liverpool, charged with theft for allegedly stealing $369 worth of items from the Calcutta Walmart on Nov. 30, 2022.

A domestic violence charge was dismissed without prejudice against James Price, 32, Burford Street, East Palestine, after the prosecution was unable to contact the alleged victim. Price had been accused of punching a woman, dragging her and strangling her on July 4, 2022 in East Liverpool.

Jennifer Ramsey, 45, Sophia Street, East Liverpool, was fined $150 and sentenced to 180 days in jail, with 169 suspended and credit for 11 days served, for domestic violence. She was ordered to perform 40 hours community control and was ordered to have no contact with two people, including the victim. Ramsey assaulted a female by jumping on top of her and punching her in the ear and biting her multiple times on Sept. 29, 2022 in East Liverpool.

Jasmine Oliver, 25, East Taggart Street, East Palestine, was fined $300 and given a suspended 180-day jail term for theft for failing to scan and pay for 16 items totaling $84 at the Calcutta Walmart on Dec. 8, 2022. She was ordered to stay out of the Calcutta Walmart and was ordered to complete 50 hours community service.

Sentencing was set March 9 for Jaime Walton,43, Deerfield, who pleaded no contest to operating a vehicle under the influence of alcohol or drugs first offense, OVI refusal with prior within 20 years and traffic control devices.

Laura Pine, 51, Carmel Achor Road, Rogers, was fined $1,650 and sentenced to 180 days in jail, with 110 suspended and credit for three days served for failure to comply with the order or signal of a police officer, illegal use or possession of drug paraphernalia, OVI, driving under suspension, lighted lights and attempted possession of cocaine, amended from a felony possessing cocaine charge. Her driver’s license was suspended for two years. She was ordered to complete 20 hours community service. The charges stemmed from a traffic stop in Columbiana on Aug. 12 when she admitted she did not immediately pull over because she was hiding crack and a crack pipe under the driver’s seat.

A pretrial was set May 15 for Charles Taylor, 57, Minerva, charged with OVI first offense and speeding.

A pretrial was set May 15 for Fred Struble IV, 24, Chain School Road, East Palestine, charged with OVI second offense and OVI controlled substance.

A pretrial was set May 15 for Cody Cope, 19, Smith Road, Kensington, charged with OVI first offense, OVI breath first offense and failure to control.

A pretrial was set May 18 for Gerald Mick II, 64, Frischkorn Drive, Wellsville, charged with physical control.

John Wolfe Jr., 40, state Route 172, East Rochester, was fined $500 and sentenced to 10 days in jail for driving under suspension and failure to stop after an accident. His driver’s license was suspended for a year.

Robert Ibbs, 74, Newell, W.Va., was fined $650 for failure to stop after an accident and failure to control.

Dineane Smith, 40, Alpha Street, East Liverpool, was fined $1,500 with all but $50 suspended for three counts failure to file city income tax return for failing to file her returns in East Liverpool in 2020, 2021 and 2022.

Judith Williams, 54, Etruria Street, East Liverpool, was fined $1,000, with $900 suspended, for two counts failure to file city income tax return for failing to file her returns in East Liverpool in 2019 and 2020.

Mary Riggs, 31, Wilbert Avenue, East Liverpool, was fined $3,000 with all but $50 suspended for six counts of failure to file city income tax return for failing to file her returns in East Liverpool from 2016 through 2021.

A housing code violation and duty to keep sidewalks clean violation were dismissed against Michelle Dellapenna, 60, Wintersville, for a property on McKinnon Avenue, East Liverpool in 2021.

Kevin Dries, 38, St. George Street, East Liverpool, was fined $185 for child restraint and speeding.

Vincent DiMaggio, 53, Pauls Lane, East Liverpool, $200 for driving under suspension and a turn signal violation.

A pretrial was set May 15 for Cindy Finkbeiner, 52, Shontz Drive, Wellsville, charged with stop sign-school bus.

A pretrial was set March 27 for Angel Lopez, 50, Youngstown, charged with driving under suspension.

A pretrial was set May 22 for Brandon Hopkins, 24, Youngstown, charged with two counts driving under suspension.

A pretrial was set March 16 for Joshua Davis, 22, East Perry Street, Salem, charged with restricted tinted glass.

Sugeily Melendez, 30, Youngstown, was fined $150 for driving under suspension.

Dallas Dawn Wellington, 30, Ray Street, East Liverpool, was fined $150 for use of unauthorized plate.

Melvin Hershberger, 18, Carrollton, was fined $200 for no license and lighted lights required.

Laura Smith, 38, Canton, was fined $100 and given a suspended 30-day jail term for illegal use or possession of drug paraphernalia for She was ordered to complete 20 hours community service. Smith was found with a straw with white powder residue in the Salem Walmart bathroom on Dec. 8, 2022.
