Lisbon
- Louis Mora, Texas, was cited for driving without a license and open container after officers responded to a South Jefferson Street business at 2 a.m. Oct. 8 in reference to a fight in which one of the individuals had a gun. Mora was stopped at South Jefferson and East Lincoln Way, but no gun was found. An unidentified passenger was cited for open container.
- Officers responded to the 200 block of East Lincoln Way at 12:47 a.m. Oct. 5 to check on a resident after a caller reported having contact with the resident every day, but not for a while. Officers spoke with a neighbor and learned the resident was in the Columbiana County Jail and unable to contact anyone.
- Officers responded to a Rose Drive facility at 1:59 p.m. Oct. 4 in reference to a disturbance and found that a resident had been written up for comments he made in his room, for which he said his case manager said he could not be punished. Staff members said the resident was making comments he knew would cause issues. Everyone involved agreed to keep communication limited to emergencies.
- Officers responded to the area of state Route 154 at 11:58 p.m. Oct. 3 in reference to a known man walking on the roadway. Officers were unable to find the man.
- A caller reported at 11:35 a.m. Oct. 1 someone had arranged to show him an apartment on East Lincoln Way after he provided $900 through CashApp on Facebook at his home in Salem. He was advised to contact Salem police. An officer also spoke with the owner of the apartment who said she was aware of the scam and was afraid of the scammer arriving to show the apartment. She said they were changing the code to the building and requested an extra watch.
- A Maple Street resident reported at 7:51 a.m. Oct. 2 someone had thrown a slice of cheese on her vehicle. The resident said she looked it up on the internet and believed it to be associated with human trafficking. She was advised it appeared to be a viral trend on an online app.
East Liverpool
- Officers responded Oct. 1 to a Northside residence in response to threats made. Upon arrival, officers made contact with a female and her boyfriend who told officers another male threatened to punch the female who is pregnant over a dispute over an X-box controller. Officers suggested the parties get a protection order.
- Officers respond on Oct. 1 to the area of Market across from L&B Donuts in reference to a man stumbling on the street. Upon arrival, officers found a group of patrons circled around a well-known homeless man. Officers advised dispatch who it was and then made contact with him. The male was covered in burrs and was hardly able to stand up and was mumbling to himself. Officers asked him if he would mind going to the hospital and he gave verbal consent. After checking him for weapons officers transported him to the hospital where he was then cared for.
- On Oct. 3, officers received a report of possible drug activity in the 500 block of College Street. Officers responded and checked the area. The vehicle in question was stationary with nobody around it.
- Officers on Oct. 3 responded to the Woodland Hills parking lot to speak to a female in reference to being jumped. Officers spoke to the female who advised that her and a male were in their vehicle heading toward the entrance of Woodland Hills when a vehicle passed them. The female advised that they parked and got out of their vehicle and the male in the other vehicle started arguing with the male who was with her. Another female approached her while she was checking her mailbox, starting a verbal altercation. The female then stated that the other female pulled out a knife and they got into a physical altercation. The female stated that she did not know who they were. Officers did not observe any marks on the female other than her stating that her glasses were broke. Officers asked the female if she said anything to provoke an argument between her and the female to get into a fight. The female stated that she did not say anything to her. Officers had the male and female fill out a written statement and then proceeded to go to the 300 section of Woodland Hills to speak to the other parties. Officers made contact with a male and female and observed bruising on the female's forehead and nose along with scratches on her neck and arm. Officers asked the female what happened and she explained the same thing that her and the male and were on their way back home when the vehicle the other male and female were in stopped so they went around them. The female advised once they parked that the other started yelling at her so she pulled out a knife. The female stated that she did not intend on using it so she threw it to male and when she did that the other female grabbed her by the hair taking her to the ground and started hitting her head off of the concrete. The female advised that she then grabbed her by the hair and punched her a few times. Officers had all parties fill out statements and this incident will be forwarded to the prosecutor's office for review.
- On Oct. 3, a male called the police department to report a subject known to him is harassing both him and his girlfriend. The subject constantly drives past his home and shouts profanity at him. Officers explained that he should document his concerns and attempt to make contact with the responsible party.
- Officers on Oct. 3 spoke to a male who wanted to document that he was assaulted by an employee. The male advised that he was grabbed by the neck and taken to the ground by the employee the previous Wednesday after an argument over working on a car. The male explained that the employee no longer works there and just wanted a report to be on file.
- On Oct. 4, officers responded to the Dollar Tree on Walnut Street to speak to the store manager in reference to theft. The store manager advised that she observed on camera a male steal items from the refrigerator on two separate occasions. The first theft happened at 12:14 p.m. and then the second at 3:21 a.m. on the same date. The male was observed through both thefts to take three bottles of drinks totaling $3.75. The first theft he was thought to have taken a sweet tea but the second time the manager advised that she only knew that it was two drinks but all cost $1.25. The store manager showed the officers video footage and also was able to identify the male. The store manager was unable to get the video footage to this officer. Charges were filed for theft and will be sent to Columbiana County Municipal Court for a warrant to be issued.
- On Oct. 4, officers responded to a juvenile complaint on Beechwood Street. The caller stated that a juvenile was knocking on doors then running away. Upon arrival, officers patrolled the area with negative contact with the juveniles.
- Officers responded to the area of Dawson's Funeral Home for a male washing himself in the bird bath. Upon arrival an officer made contact with a male at the rear of Dawson's. The male stated that he was just washing his hands and face. The officer advised him to get his belongings and leave the property.
On Oct. 4 an officer spoke to a female at a Lincoln Avenue residence in reference to ongoing problems with her juvenile daughter. The office advised that this report would be forwarded to the juvenile prosecutor's office along with child protective services.
- On Oct. 4, officers responded to a request for a welfare check at a Jackman Street residence. Upon arrival, the officer made contact with a female who stated she was released from the East Liverpool City Hospital earlier that morning and now she could not breathe. Lifeteam arrived and transported her back to the East Liverpool City Hospital.
- On Oct. 4, officers responded to Henry Avenue for a report of subjects being inside of a condemned house. Officers arrived and made contact with a male who was reminded that he can only work on the house during daylight hours of 8 a.m. to 4 p.m. The male advised that he would call his sister to come pick him up and was told that if this becomes an ongoing problem he will be charged.
- Officers responded on Oct. 5 to a call from a resident who reported finding a needle with an unknown substance. Police confiscated the contraband and ultimately disposed of the item.
- Officers were called on Oct. 5 to a Northside Street residence for a report of domestic dispute. Parties were already separated and the incident was documented. While at the residence, officers confirmed the other parties were residing in a garage. All parties were advised of the housing violation and parties had to leave the garage premises.
- Officers on Oct. 5 met with a resident at Fawcett Apartments for a report of a woman in crisis. As a result, an ambulance was called to the scene where she was transported to a local hospital.
- Officers on Oct. 5 spoke to a female in reference to domestic violence that occurred at her North Shady Lane residence. The female stated that her girlfriend and live-in partner had physically assaulted her. She stated that her partner had punched her in the face and back of the head, grabbed her by the neck throwing her on the couch, and beat her with a set of keys. The officer observed injuries on her person consistent with her statement. The officer had the female fill out a written statement and photographed her injuries. The female advised that her and her partner have been in a relationship for roughly six months and have been living in the same household for about a month.
- On Oct.5, officers were called to the Dollar General Store located at 142 W. Seventh St. for a report of telecommunications harassment by a female. Due to a recent break-up, the female stated she was receiving unwanted telephone calls from her ex-boyfriend. Further conversation revealed domestic dispute / violence overtones; however, no specific event occurred that day. Parties were advised to stay away from one another and if property needs exchanged to call the police.
- On Oct. 5, an officer responded to Cora Street near Grandview Street for a parking complaint on a black Kia Forte bearing a Kentucky plate. The officer arrived and observed the vehicle to have heavy front end damage and also observed that a male had recently tried to report the vehicle stolen but has not got the vehicle in his name yet. The officer spoke with another officer who advised that it was fine to have the vehicle towed due to the damage. The officer had dispatch notify First Class Towing who came to retrieve the vehicle.
Columbiana County Sheriff's Office
-- A deputy was dispatched at 8:01 p.m. Tuesday to the 49000 block of state Route 14 in Unity Township for a welfare check. Upon arrival, the person was being transported by East Palestine EMS to Salem Regional Medical Center.
-- A deputy responded at 11:08 p.m. Sunday to the 22000 block of Buck Road in Knox Township for a welfare check on a person threatening to harm himself while on the phone with a crisis hotline agent in Canton. The deputy learned from the residents that the person in question never resided there and they had no knowledge of who the person was.
Highway Patrol
-- Colette Bilynsky, 24, Pittsburgh, Pennsylvania, was cited for failure to yield after her eastbound vehicle on U.S. Route 30 failed to yield to oncoming traffic and was struck in the rear by a vehicle driven by Ben Carman,40, Lisbon, causing her vehicle to continue eastbound, traveling partially off the right side of the roadway, striking a ditch at 7:36 p.m. Sunday in Center Township. No injuries were reported.
-- Tammy Menning, 56, Salem, was cited for failure to control and failure to wear a seatbelt after her northbound vehicle on Bethesda Road went off the left side of the road, striking a tree at 1:29 p.m. Oct. 7 in Franklin Township. Menning was transported to Salem Regional Medical Center by West Point EMS with suspected major injuries.
-- Caitlin Dunn, 24, Alliance, was cited for failure to control after her southbound vehicle on state Route 45 struck a vehicle stopped for traffic driven by Terry Sims, 69, Salem, at 11:11 a.m. Oct. 5 in Salem Township. Dunn had a minor injury to her wrist but refused medical treatment. No other injuries were reported.
