Columbiana County Sheriff’s Office
— A deputy responded to the 22000 block of Coldale Street in West Township at 1:40 a.m. Wednesday where a resident reported he was having his property timbered and the contractor was told not to be on the property after 9 p.m. to avoid disturbing the neighbors. The resident said a truck was currently at the property and the driver appeared indifferent to being told he was not to be there at that time. The driver said all he was told by the contractor was to pick up a load and was unaware he was not to be there at night, but agreed to leave. The resident was advised a contract dispute with contractor is a civil matter and to contact the contractor during the daytime hours.
— A deputy responded to the 11000 block of state Route 9 in Hanover Township at 12:17 a.m. Wednesday in reference to a suspicious man and woman walking around a home knocking on the door. The deputy check the home and surrounding residences without finding anyone and no one was found by the deputy and a highway patrol trooper along the roadway. Deputies returned to the home a second time and found the man and woman. Evelyn Michele Cason, 40, and John Everett Hampton, 38, were arrested on active warrants.
East Liverpool
— Officers responded to an argument at a Vine Street residence at 2:28 p.m. on Aug. 18 after a female told dispatchers that the male wouldn’t let her leave and took her phone. The male and female started to argue while on the phone with a dispatcher. The female left the residence.
— Officers responded on Aug. 18 to 1310 Brightview Drive for a report of unknown person(s) tampering with DVD cameras. The resident mentioned unknown person(s) possibly entering her unsecured residence.
— Officers responded to a call on Aug. 18 regarding a male individual in a condemned house at 310 Grant St. Contact was made with a resident who stated he was moving his belongings out and the East Liverpool Planning Department had told him he could do so. The resident was instructed to leave and return the following day.
— Officers responded on Aug. 18 to a noise complaint at 425 Wilbert Ave. Officer made contact with the resident who stated that his kid was playing around and he was trying to get him to sleep. Resident was advised to try to keep the noise down as it was disturbing the neighbors.
— Officers responded on Aug. 18 to a call of a female possibly overdosing at a West Eighth Street residence. Officers were informed that the female told her boyfriend she had taken heroin shortly before coming to the house. The boyfriend told officers he told her to lie down. When he went to check on her, she was blue and wasn’t breathing. Female was given several doses of Narcan and transported to the E.R.
— Officers responded to a report of theft on Aug. 18 at 1:43 p.m. at 296 Henry Ave. Officer made contact with resident who stated his motorized scooter had been stolen from his front yard where it was secured by chain. He had a GPS tracker installed on the scooter and it showed the location of the scooter. The owner wanted an officer present when he went to retrieve the scooter. Officer informed the owner that the scooter’s location was in Liverpool Township Police Department’s jurisdiction and he would have to contact them.
— A traffic stop was conducted on Aug. 18 on a cab with no exterior markings and the passenger identified as Jennifer Lorainne Boyle was found to have an active warrant with Columbiana County Sheriff’s Office. The warrant was confirmed by the sheriff’s office and the suspect was arrested without incident and transported to the police department.
— Officers responded on Aug. 18 to a 911 call from 924 Denver St. Upon the officer’s arrival contact with made with the resident who stated she did not call. While talking with the resident, dispatch notified officers that the number had called eight times. The officer searched the area, but could not locate where calls were coming from. During that time a female walked out and stated she was being harassed by a male and she believed the male had sent the police to her house. She showed the officer messages from the male which included threats to persistently harass her.
— Officers were dispatched to 1527 Wyoming Ave. on Aug. 18 for a domestic violence call where a female stated that Christopher Call had beat her up so she locked him out of the house to call police. The female stated that she was out back drinking a beer and listening to the radio with her 4-month-old son sitting nearby in a bouncer when Call began to argue with her. She also reported that during the argument Call became violent which resulted in her getting a laceration. She also stated that while sitting on the couch holding her that Call had choked her and struck her with a closed fist in the left area of forehead causing a slight bump. The female said she briefly fought back to get him to stop hitting her and get him out of the house. Call told officers that the female started to strike him in the face, spit on him and use her nails to scratch him and that the marks on the female were from him trying to hold her back. Officers noted Call did have a welt on the side of his forehead and red marks on his chest. Call was arrested for domestic violence and taken to Columbiana County Jail pending his court appearance.
— Officers responded to a call about an unresponsive male lying on the at 701 Riley Ave. on Aug. 19. Officers made contact with the neighbors who advised they were unsure what happened and suggested possibly heat stroke. The male who was sat up by neighbors was not responding to anyone saying his name or tapping him on the shoulder. He appeared to have shallow breathing with a gray color to his skin. Officers gave the male sternum rubs. The male’s son arrived and advised that the male might have done drugs that someone gave him. Lifeteam ambulance arrived on the scene and medics administered numerous doses of Narcan. He woke up once he was put in the ambulance and transported to East Liverpool City Hospital for treatment. The male was issued a citation for public intoxication and given a court date of Aug. 26.
— Officers were reported to 777 Fenton Street on Aug. 19 for a welfare check. The male who answered the door stated he was not the individual they were checking on, but he would go get the individual. A second male then came to the door and noted the individual’s health was not good. At that point officers requested to come inside to check on him. While speaking to the individual he informed officers that Travis Keener, who has a warrant for his arrest, was inside the residence. When officers went to attempt to arrest Keener, he fled out the back door. The individual officers were checking on said he was fine and safe, so officers cleared the residence and searched the surrounding area for Keener.
— Officers responded to a complaint of criminal trespass on Division Street on Aug. 19 and spoke to a couple who said they were in the process of possibly buying a home on the street. They were advised not to go inside unless it’s with someone from the planning department.
— Officers responded on Aug. 19 at 6:19 p.m. to East Liverpool City Hospital where a male was fighting with security. Officers made contact with the male who was being treated for a deep cut on his hand. Security stated that when the male came into the hospital, he was being argumentative with security and not listening to what they were telling him to do. Officers spoke to the male and he stated that all he wanted was to be treated and figure out what time it was. He told officers that he would remain calm until he was treated for his injury.
— Officers stood by Liverpool Township officers as they invested a domestic violence situation on Lee Street on Aug. 19 at 4:26 p.m. A male subject was report shooting a gun while intoxicated and threatening a female.
— Officer responded to 815 Alton St. on Aug. 19 in response to city employees being threatened by a male who lives at the residence. Officers spoke with water department employees who advised them that a male with a lot of tattoos came outside when he realized that the water was being shut off to the home. Officers checked with the housing department to see if the home was condemned and if anyone should be there and to see if they could make entry if need be. Housing advised that they can make entry, that it is condemned and that no one should be there. The water department advised that the male went back into the home once they called the police. Officers attempted knocking on the front and back door with no answer and then made entry into the rear of the home by kicking in the rear door. The residence was cleared and officers had negative contact with anyone in the home. Neighbors advised that when they entered through the back a male came out the front of the home.
— Officers responded to 1541 Globe Street for a report of juveniles throwing rocks at the house. After arriving, officers spoke to the juvenile complainant who advised three boys and one girl were the ones throwing the rocks. This officer observed no apparent damage to the home and advised her that extra checks would be done and if they return to call the police department.
— Officers responded on Aug. 19 to 319 Wilbert Ave. for an argument between a couple of adults. Upon arrival, officers made contact with a female who said that her kids had been fighting with kids from the 500 section over homemade “bases” they had in the woods. The female said that the other children had been stealing her children’s things from the base and now the other kid’s mother came up to her apartment yelling at her. Officers then went to 512 Wilbert Ave. to make contact with the other half of this call. The female there said that their kids had taken things back that were originally stolen from them. All three parents were advised to leave each other alone and to keep their kids at their apartments and not let them around each other.
— Officers responded on Aug. 19 to the 704 Oakland Ave. for a theft report. The resident reported a bearclaw weed eater and a light fixture were stolen from his garage.
— Officers responded on Aug. 19 to 730 Oak St. for a report of someone being harassed via their cell phone. Upon arrival officers made contact with a female who stated that a male would not leave her alone. The female stated that the male would not quit texting her. The female was advised to take this report and the previous report with screenshots of the text messages and attempt to obtain a protection order.
— East Liverpool Housing made a referral to the East Liverpool Police Department on Aug. 19, reporting a dog and cats were inside an unoccupied vehicle. Officers made contact with the owner who stated she recently was displaced from 1041 Ambrose as the family no longer wants pets in the house. The owner did call community action to discuss possibilities and the animals appeared in good condition.
— Officers respond to a female receiving threatening text messages from her ex-boyfriend on Aug. 19. The ex-boyfriend stated in a text to the female that he was going to kill her dad and brother. He made several threats to cause, the female and her family, bodily harm. The female believed he would cause harm to her and her family.
