-- Terry Mullins, 51, state Route 154, Lisbon, was cited for hindering the movement of persons on a public roadway after officers received a call about him walking in the roadway in the area of state Route 154. It was not the first time the police had been notified of Mullins being in the roadway before. Having already issued multiple warnings along with courtesy rides home, police issued a citation before clearing the call.
-- Elizabeth Adkins, 28, Lisbon, was arrested for domestic violence near the bike trail entrance at 3:55 p.m. July 27 after allegedly hitting and scratching her boyfriend on the chest and arms. She was transported to the Columbiana County Jail without further incident.
-- Officers received a call from Highway Patrol at 7:49 p.m. July 26 about a pursuit on state Route 45 in Madison Twp. and waited near the Career Center to assist until they were informed that Highway Patrol had stopped the vehicle near Stookesberry Road.
-- Brian Gochenour was cited for public intoxication at 8:37 p.m. July 26 after police received a call about an intoxicated man stumbling in the roadway. After issuing the citation, police transported Gochenour back to his residence.
-- Officers received a call from a woman at 4 p.m. July 23 who stated that her ex-boyfriend was violating a protection order by revving his truck and doing burnouts on the roadway in front of her house. They spoke with the ex-boyfriend, who got angry and denied being there before hanging up. He later called back to say that his truck may have been there since his dad had it. When informed that he could face charges if it happened again, he again hung up. He called again the next day to state that his ex-girlfriend was violating the protection order by communicating with his family. Officers advised him that the protection order was against him, not her, after which he screamed that they were "picking her side" and hung up.
-- Police were dispatched to Maple Street at 9:24 p.m. July 20 about a dog who had been left outside for multiple hours without shelter and a storm was approaching. The dog was brought inside by the homeowner, after which the call was cleared.
-- Officers were dispatched to Sherman Street at 8:52 p.m. July 20 for a welfare check. The caller stated that the homeowner and her children were living in unsuitable conditions and had no running water. After speaking with the homeowner, officers learned that the water would be turned back on in the next few days and that the children's living conditions were suitable.
-- Christopher Mullins was detained for active warrants at 5:02 a.m. July 18 at Days Inn on state Route 154. He also had a small bag of marijuana on his person after being caught by highway patrol at Days Inn.
-- Rachel Eason was detained at 3:34 p.m. Thursday for driving while intoxicated with an open container. Police attempted to initiate a traffic stop after receiving a call about a possible intoxicated driver with an open container, but Eason continued driving until she got to her residence. The officer then removed Eason from her vehicle, observing her to be highly intoxicated. The open container was retrieved from her vehicle and Eason was detained until a trooper arrived to take over the investigation.
-- Police were dispatched to the area of West Washington at 8:24 p.m. Thursday for a large amount of smoke. Upon arrival, they discovered a large brush fire behind a house on Maple Street. The Fire Department arrived to put it out and police cleared.
-- Theodore Plumlee III was cited for a wrong way violation after police observed him going the wrong way down a one way street. After initiating a traffic stop, officers allegedly noticed an open container between the seats and removed Plumlee for a probable cause search. The open container and an alleged small amount of cocaine were recovered in the search, and Plumlee was released from the scene after it was determined that he was not intoxicated.
-- Police received a call at 9:48 p.m. July 27 about a vehicle lock out on E Washington. Entry was gained and police cleared.
-- Officers responded to the corner of Pritchard Avenue and East Lincoln Way for report of a stop sign that had been run over during the night. Upon arrival, officers discovered that it had been bent in half, but there were no vehicle parts around it, so the street department was notified.
-- Police were dispatched to state Route 154 at 8:19 a.m. Saturday for report of a dog that had been hit and was still alive. Upon arrival, they discovered that the dog was deceased.
-- Officers responded to Alice Drive at 4:18 p.m. Friday for report of a man and woman walking into town, yelling, screaming and hitting each other near Italo's. When they made contact with the couple, both parties denied fighting, although the woman admitted to yelling at the man because he dropped her bottle. Columbiana County Sheriff's Office was informed of the situation and officers cleared.
-- Police were called to Roseland Apartments at 9:56 p.m. July 25 for report of gunshots in the area. Upon arrival, they learned that individuals had been shooting off fireworks. The individuals were warned that fireworks in the village were illegal and the sheriff's office was informed of the situation.
-- Police were dispatched to Shenanigans Pub at 2:06 a.m. Friday for report of a disturbance. Upon arrival, they spoke with bystanders who stated that several individuals got into an argument, but nothing physical occurred.
-- A woman came to the station at 10:19 p.m. Saturday and stated that she was supposed to have her granddaughter for the weekend, but the girl's mother would not turn her over. The woman was unable to provide custody paperwork, so officers conducted a welfare check on the granddaughter and told the mother and grandmother to take the matter to the courts.
County Sheriff
-- Deputies responded to Salineville at 8:34 p.m. Saturday to assist with the search for a missing 9-year-old girl. She was located safe and unharmed.
-- David E. Boggs, 31, East Perry Street, Salem, was brought into the jail on multiple drug charges from a secret indictment by sheriff's deputies and the jail later called to report at 6:32 p.m. Saturday that suspected narcotics had been recovered from his property. The matter was turned over to the Columbiana County Drug Task Force.
-- A resident on Butler Grange Road in Butler Township reported at 3:57 p.m. Saturday that someone stole her mailbox.
-- Deputies were called at 1:14 p.m. July 28 to a Knox School Road property in Knox Township for a welfare check, learning that a family member made contact with the person and he was fine.
-- A property owner on Kelly Park Road in Fairfield Township reported at 1:21 p.m. July 25 that a known male was walking on his property again.
-- A welfare check was requested at 8:56 p.m. July 24 at a residence on Southern Street, Negley. The homeowner said he was fine.
-- Deputies were dispatched at 2:32 p.m. July 23 to a residence on East Lake Road for a welfare check, making contact with the person who said she was fine.
-- A domestic dispute was reported at 8:07 a.m. July 24 between two people at a residence on Butler Grange Road in Butler Township. They had been arguing but no threats were made and there was no violence. The woman packed items to leave. The male had called deputies at 6:41 a.m. the same day reporting that he believed his girlfriend stole his vehicle. She had borrowed the vehicle to get gas and had been on her way back.
