St. Clair Township
-- Melinda Marie Richey, 28, New Waterford, was charged with OVI and failure to control after an officer responded to Calcutta Ferry and Sprucevale roads at 3:17 a.m. July 24 in reference to a disabled vehicle. Richey admitted to drinking with friends at a bar in West Virginia and being dropped off at her car to return home.
-- Dawna Marie Wright, 50, no address listed, was charged with petty theft after officers responded to a Dresden Avenue business at 3:03 p.m. July 21 where she allegedly did not scan several items at the self checkout and placed them in her purse.
-- Joshua Daniel Rutter, 28, East Liverpool, was cited for OVI following a one-vehicle crash in the 16000 block of Dresden Avenue at 6:44 a.m. July 21 in which he was northbound and failed to control his vehicle on a curve, entering a culvert and coming to rest on the driver's side of the vehicle. Rutter was treated on scene for minor injuries.
-- Travis Lee Keener, 35, no address listed, was arrested on an active warrant out of the Columbiana County Sheriff's Office after an officer observed him in the 15000 block of St. Clair Avenue at 12:53 a.m. July 20 and knew him to have the warrant for arrest.
-- Officers responded to a 15000 block state Route 170 business at 3:18 p.m. July 19 in reference to a man to be removed from the property. Officers found that the man had already left in a vehicle. Employees requested an extra watch for the evening.
-- An officer responded to a state Route 170 business at 1:37 p.m. July 18 where the manager reported an employee who was intoxicated of high on a drug. The officer found the manager with the employee in the parking lot. The manager said the employee had been found lying face down in the locked bathroom and that the employee had then woke up and went outside where he passed out again. Medical personnel arrived and administered Narcan to the employee, who was then transported to the local hospital emergency room for treatment.
-- A Sprucevale Road resident reported at 10:58 a.m. July 18 her ex-boyfriend was electronically stalking and harassing her, making threats of physical harm and death, and she is in fear for her and her infant daughter's safety.
-- Richard Beagle II, no age or address listed, was cited for failure to signal following a traffic stop on East Liverpool Road at 8:35 a.m. July 17 following a traffic stop in which he was also found to have a plastic wrapper containing a crystal-like substance. Additional charges are pending testing of the substance.
-- Linda Shriver, 72, Beaver, Pa., was cited for failure to yield following a two-vehicle crash on state Route 170 at the post office entrance/exit at 1:17 p.m. July 15 in which she failed to yield the right of way while exiting the post office drive, pulling into the path a westbound vehicle driven by James Michael Ritchie, 26, Lisbon. An infant in Ritchie's vehicle was transported by ambulance to the East Liverpool hospital with possible injuries.
-- Alexis Marie Linville, 20, no address listed, was charged with petty theft after officers responded to a Dresden Avenue business at 11:47 a.m. July 15 where she allegedly did not scan 17 items totaling $296.52 at the self checkout and attempted to conceal them in a tote to exit the store.
-- Marquise Jamon Wilkins, 33, no address listed, was cited for left of center and possession of marijuana following a traffic stop on St. Clair Avenue at 1:36 a.m. July 15.
East Liverpool
-- A Bradshaw Avenue resident resported at 11:38 a.m. July 24 a woman has been harassing him and violating a civil restraining order by contacting his family members.
-- An officer spoke with a 300 block Blakely Street resident at 11:22 a.m. July 23 in reference to a rear windown broken by a brick sometime the prior day.
Sheriff's Office
-- Deputies responded to an unknown situation at 12:21 a.m. Friday on Clarks Mill Road in Washington Township where a man was at a friend's home and her husband was coming home. He wasn't sure if he should leave or not and he was having a panic attack. He refused an ambulance and was advised he would need to make that decision. He was offered a ride down the road, but declined, so deputies left without further incident. He called back an hour later for a ride and was told he would have to find one on his own.
