COLUMBIANA COUNTY MUNICIPAL

LISBON — A June 9 preliminary hearing and pretrial was set in county Municipal Court for Timothy Wirtz, 46, Lowellville, charged with compelling prostitution, a third-degree felony; attempted unlawful sexual conduct with a minor, a fourth-degree felony; possession of criminal tools, a fifth-degree felony; and engaging in prostitution for allegedly soliciting sex in exchange for $80 from an undercover agent posing as a 15-year-old girl and driving to Salem to meet her on Monday.

Robert A. Harroff, 33, Pritchard Avenue, Lisbon, was bound over to the grand jury on charges of having weapons while under a disability, a third-degree felony, and drug paraphernalia. On May 15, Harroff allegedly had a loaded firearm under the seat, as well as suspected methamphetamines, drug paraphernalia and numerous bags in the vehicle.

A June 6 preliminary hearing and pretrial was set for Deshawn Jamal Evans, 25, Youngstown, charged with having weapons while under disability, tampering with evidence, both third-degree felonies and cited with a traffic control devices and possession of drugs.

A June 6 preliminary hearing was set for Kurtis D. Jackson, 28, Youngstown, cited with promoting prostitution, in which he and another person allegedly arranged for sexual activity with someone for $350. The accompanying person allegedly had two crack cocaine pipes in her purse when taken into custody.

A June 6 preliminary hearing was set for Joshua Ortiz, 26, Conroe, Texas, for carrying a concealed weapon without a license, a third degree felony.

A June 9 preliminary hearing and pretrial were set for Preston S. Beagle, 33, East Fifth Street, Salem, cited with theft, obstructing official business, resisting arrest, driving under FR suspension and leaving a vehicle unattended. He allegedly stole a gold Ford Focus and struck another vehicle with it, then left the vehicle unattended. He also reportedly resisted arrest when officers attempted to detain him.

Harry A Baum, 36, Walden Avenue, Wellsville, was fined $1,300 and sentenced to 180 days in jail. Baum was only required to serve three days in jail, three days for counseling and 40 hours of community service for a first offense OVI, expired license, traffic control devices and marked lanes.

Joshua Andrews, 31, West Clark Street, East Palestine, was fined $915, had his license suspended for a year, required to attend a three-day counseling program and ordered 40 hours community service for OVI first offense and speeding.

Dustin J. Livesay, 33, Struthers, was fined $750, ordered to take a prostitution education course, and required 20 hours community service for engaging in prostitution and possession of criminal tools. Livesay attempted to hire an escort for sexual activity in exchange for $80, bringing the money and a case of Red Bull that was requested to meet an undercover officer in East Palestine in March.

A pretrial was set June 13 for Dylan Milhoan, 20, Calcutta Smithferry Road, East Liverpool, cited with OVI, driving under suspension/restriction, reckless operation and fleeing and eluding a police officer. When police attempted to stop him, Milhoan allegedly fled .85 miles while reaching speeds of over 80 miles per hour and failed to stop at a stop sign on Fairfield School Road at State Route 154. He then crashed into a grassy area on State Route 154.

A July 21 pretrial was set for Jenna Nair, 34, Poland, cited with driving under OVI suspension and slow speed.

A July 14 pretrial was set for Destyona L. Thomas, 21, Canton, cited with OVI and crossing marked lanes.

An Aug. 9 pretrial was set for Jeremy L. Blanchard, 31, Midland, PA, cited with OVI, furnishing false information, operating a vehicle without a valid license and crossing marked lanes.

James A Stoner, 58, E 4th Street, Salem, was set for pretrial June 13 on charges of domestic violence and resisting arrest. Stoner allegedly hit Lori Bolner on the arm and pushed her to the ground. After attempting to place Stoner under arrest, he refused. After receiving several warnings of being tased for resisting arrest, he still did not comply. An officer tased him, then he put his hands behind his back.

Traci J Wells, 44, Lincoln Avenue, Salem, was set for pretrial Aug. 15 for citations of wrongful entrustment and illegal use/possession of drug paraphernalia.

An Aug. 11 pretrial was set for Joseph M White, 45, Monaca, Pa., cited with driving under suspension and missing a headlight.

Kevin C. Fox, 32, Warren, was fined $750 and sentenced to 40 hours of community service for engaging in prostitution and possessing criminal tools. He allegedly solicited sexual conduct for $120.

Eric M Kilber, 32, Neeld Road, East Palestine, was fined $600, sentenced to 20 hours of community service and had his license suspended for 180 days for speeding and failing to stop after an accident.

Lashawna Wilson, 39, New Kensington, Pa., was fined $550 and sentenced to one day in jail and 20 hours of community service for possession of criminal tools, soliciting, and illegal use or possession of drug paraphernalia. She allegedly had two crack pipes when she was taken into custody.

Betty L. Craven, 54, Beechwood Avenue, Alliance, was fined $500 for theft from Aldi’s Supermarket in Salem, and was released from jail.

Tiffany A. Clarkson, 41, Fairfield Avenue, Columbiana, was fined $250 for selling tobacco to someone under the age of 21.

Marshaun J Mason, 35, Youngstown, was fined $250 for drug paraphernalia. He was credited four days served and sentenced to serve six more for a total of 10 days in jail.

Jason W. Bridge, 32, Beacon Light Rd, Lisbon, was fined $80 for driving left of center and failure to control.

Jason W. Anderson, 35, East Pershing Street, Salem, was fined $250 and ordered 20 hours community service for failure to stop after an accident. A citation for failure to control was dismissed.

An Aug. 9 sentencing hearing was set for Stephanie T. Williams, 35, North Ellsworth Avenue, Salem, cited with telecommunications harassment for allegedly sending repeated harassing and threatening messages through Facebook and by phone calls to Ronald Johnson.

A June 13 pretrial was set for Frank C. Phillips, 25, New Garden Avenue, Salem, charged with domestic violence for allegedly throwing his cup at Rebecca Flores, grabbing her arm, causing a bruise and threatening to kill her if the police were contacted.

A July 19 pretrial was set for Craig A. Bartlett, 53, Sprucevale Road, East Liverpool, charged with aggravated menacing for allegedly pulling a handgun and a set of brass knuckles near Gage Gough and Roger Ingram at the 7&30 Superette on May 14 and then following the two men to the BP in Lisbon.

A June 13 pretrial was set for Ariel L. Durham, 33, East Eighth Street, Salem, charged with obstructing official business and disorderly conduct while intoxicated for allegedly refusing to give Salem police her address and attempting to walk away when she was intoxicated and the establishment on South Broadway had asked her to leave on May 28.

A pretrial was set July 18 for Thomas E Larkins Jr, 39, North Lincoln Avenue, Salem, for illegal use/possession of drug paraphernalia and driving under suspension.

A pretrial was set June 9 for Brandy Marie Bratt, 31, state Route 7, Lisbon, cited with drug paraphernalia.

Rhonda L Frye, 56, Grandview Avenue, East Palestine, was fined $150 for equipment violation amended from a stop sign violation.

Charlene F Paulun, 57, Mechanicstown, was fined $80 for failing to wear a seatbelt and speeding. The charge for driving under suspension/financial responsibility was dismissed.

COLUMBIANA COUNTY GRAND JURY

LISBON — Devon G. Hall, 22, E Duquesne St, Columbiana, was charged with possession of a fentanyl-related compound, a fourth-degree felony, on Oct. 8, 2021.

Donald R. Smith, 62, Speidel Rd, Lisbon, was charged with two counts of aggravated drug trafficking, a third and fourth-degree felony, and one count of aggravated drug possession, a third-degree felony. He allegedly had meth, as well as $332 in drug-related money, on Aug. 5, 2021.

COLUMBIANA COUNTY COURT NEWS

LISBON — In Common Pleas Court Gage B. Mountz, 28, West Wilson Street, Salem, was placed on three years community control including serving up to 90 days in jail with credit for 82 days already served for failure to verify an address. On Dec. 20, Mountz had failed to verify his address when he has a prior conviction for unlawful sexual conduct with a minor, a fourth-degree felony.
