COLUMBIANA COUNTY GRAND JURY
LISBON - A Wellsville man was indicted by the May grand jury with charges regarding sexual conduct with an 11-year-old child. Randolph P. Minor II, 47, Main Street, Wellsville, was served a secret indictment on Friday charging him with three counts of first-degree felony rape charges for alleged sexual activities with the child starting on Oct. 1, 2017 and continuing through Feb. 28, 2018. Additionally, Minor is charged with attempted rape, a first-degree felony, and gross sexual imposition, a third-degree felony.
Theodore F. Cassinger, Jr., 44, state Route 45, Salem, was served a secret indictment charging him with aggravated possession of drugs, a fifth-degree felony. Cassinger allegedly had methamphetamines on Aug. 20, 2021.
Tyaustin Cole Adams, 25, Bacon Avenue, East Palestine, was served a secret indictment charging him with trafficking in marijuana, a fourth-degree felony, and possession of marijuana, a fifth-degree felony. Adams allegedly had at least 200 grams of marijuana, but less than 1,000 grams, prepared for resale on June 24, 2021.
COLUMBIANA COUNTY MUNICIPAL
LISBON -- A May 31 preliminary hearing was set in county Municipal Court for Robert A. Harroff, 33, Pritchard Avenue, Lisbon, charged with having weapons while under disability and drug paraphernalia. On May 15 Harroff allegedly had a loaded firearm under the seat, along with suspected methamphetamines and drug paraphernalia in the vehicle.
An Aug. 2 pretrial was set for Michael Charles Tack, 51, Warren, charged with engaging in prostitution and possession of criminal tools for allegedly agreeing to meet an undercover agent posing as a female prostitute for sex in exchange for $50, just as soon as he left his sex addiction recovery session at 8 p.m. Friday. Tack also has a pending felony case in Common Pleas Court for similar prostitution charges where he allegedly had responded to an advertisement on the same website.
A June 2 pretrial Fredrico F. Almenzar, 45, Dresden Avenue, East Liverpool, charged falsification for allegedly giving deputies an address on Dresden Avenue, which is a home that has been torn down. Almenzar is reportedly required to register his address as a Tier III sexual offender.
An Aug. 2 pretrial was set for Jason Daniel Gregory, 58, Leetonia Road, Leetonia, charged with engaging in prostitution and possessing criminal tools. Gregory, allegedly a federal corrections officer, reportedly responded to an advertisement by the Mahoning Valley Human Trafficking Task Force, offering $50 in exchange for sexual conduct.
An Aug. 2 pretrial Michael Ryan Tolson, 41, West Southern Avenue, Columbiana, charged with engaging in prostitution, possession of criminal tools and drug paraphernalia for allegedly hiring an undercover officer for sexual activities for $70 with an additional $10 for unprotected sexual activity. Additionally, Tolson allegedly brought a crack pipe to the meeting.
An Aug. 1 pretrial Robert D. Taylor, 51, North Howard Avenue, Salem, cited with open container, OVI first offense and reckless operation.
Douglas Ray Stubbs, 47, Mantua, was required 20 hours community service, ordered to attend an education course and fined $750 for engaging in prostitution and criminal tools. Stubbs allegedly arranged for sex with an undercover officer with the MVHTTF in exchange for $180 and marijuana.
John-Daniel J. Maser, 42, Jackson, Mich., was fined $200 and credited with a day in jail for disorderly conduct for being so intoxicated on an Amtrak train heading from Chicago to Washington D.C., that the train was stopped in Leetonia so he could be removed.
A June 28 pretrial was set for Michael F. Hipsley, 29, state Route 39, Salineville, cited with OVI first offense, expired license and traffic control devices.
Shawn M. Cunningham, 34, last known address Fifth Street, East Liverpool, was fined $750, credited with 15 days sentenced to an additional 105 days for inducing panic, falsification, resisting arrest and theft. A June 6 pretrial was set for Cunningham, charged with drug abuse instrument and drug paraphernalia. Cunningham was allegedly found passed out, face down partially under a car in the Walmart parking lot in Salem on May 8. He allegedly gave police a false name. While fleeing from Salem police on that date, Cunningham allegedly ran through the Salem Regional Medical Center.
Kenneth B. Devore III, 23, Ohio Avenue, East Liverpool, was fined $600 for a turn signal violation, driving under FRA suspension, driving under 12 point suspension and traffic control devices.
Allen S. Vancooney, 26, South Union Avenue, Salem, was fined $250 and sentenced to 15 days in jail for assault for punching Diego Gonzales when they got into a fight while both were housed at the county jail on April 22.
A July 19 pretrial was set for Matthew J. Crowl, 43, Olive Street, Salem, cited with possessing drug abuse instruments.
A May 31 pretrial was set for William G. Hugar, 55, East Taggart Street, East Palestine, charged with domestic violence for allegedly attempting to strike his ex-wife in the parking lot of the Walmart in Salem on Sunday.
An Aug. 2 pretrial was set for Sadie Jo Walker, 22, East Taggart Street, East Palestine, cited with driving under FRA suspension.
Mackenzie A. Myers, 44, 12th Street, Minerva, was fined $195 for driving under suspension and speeding.
Shawntai Marie Beiling, 32, North Lima, was fined $150 for driving under suspension
Carl B. Moore, 43, New Cumberland, W.Va., was fined $150 for possession of marijuana.
A July 21 pretrial was set for Yolanda Lee Hines, 52, state Route 9, Kensington, cited with driving under suspension and failure to control.
Austin Robert Lemasters, 24, Malone Road, Salineville, was fined $200 for driving under suspension and expired registration.
