COLUMBIANA COUNTY MUNICIPAL

LISBON -- In Columbiana County Municipal Court Tuesday, Patrick Ralph Foley, 82, Youngstown, was bound over to the grand jury on charges of compelling prostitution, a third-degree felony; attempted prostitution, a fourth-degree felony; possession of criminal tools, a fifth-degree felony; and engaging in prostitution. He allegedly responded to an undercover ad online Sept. 17 in which he traveled to East Palestine to meet an adult woman and her 14-year-old daughter for sexual activity for $200.

William S. Davis, 33, North Market Street, Lisbon, was bound over to the grand jury on charges of burglary and assault, both second-degree felonies, for allegedly entering a Lisbon home Nov. 11, refusing to leave when told to by the homeowner, then causing bodily harm to the homeowner.

Jeremiah Eugene Burnette, 33, Southeast Boulevard, Salem, was bound over to the grand jury on charges of promoting prostitution-transporting across state lines, a fourth-degree felony, for allegedly transported a woman from out of state who had advertised herself online to a hotel in Columbiana July 11.

Preston A. Yates, 33, Uhrichsville, was bound over to the grand jury on charges for burglary, a second-degree felony, for allegedly breaking into a Depot Road home and garage and removing items July 24.

A pretrial was set for Nov. 22 for Jamie Alan Severs, 42, East Clark Avenue, East Palestine, charged with domestic violence for allegedly causing physical harm to a household member during an argument at his home Nov. 15.

A pretrial was set for Nov. 23 for Michael E. Wellman, 68, Freedom Avenue, Alliance, charged with public indecency, a second-degree misdemeanor, for allegedly exposing himself and performing a sexual act in front of a juvenile family member while in a vehicle July 26, 2020.

A pretrial was set for Nov. 23 for Brandon L. Jones, 20, state Route 7, Rogers, charged with assault for allegedly causing physical harm to Jose Matias at a Madison Township home Nov. 15.

A pretrial was set for Jan. 4 for Kathryn L. Fisher, 40, Township Road 299, Hammondsville, charged with driving under suspension and speed.

A pretrial was set for Jan. 6 for Kaden M. Davis, 22, Carbon Hill, East Palestine, charged with two separate counts of driving under suspension.

A pretrial was set for Jan. 6 for Joshua Adam Congelio, 37, Boardman, charged with speeding.

A pretrial was set for Jan. 10 for Roger P. Nock Jr., 32, Youngstown, charged with speeding.

A pretrial was set for Jan. 10 for Clifford Patrick Ross, 46, Youngstown, charged with OVI, OVI (.08), marked lanes and no seatbelt.

A pretrial was set for Jan. 10 for Richard S. Beadnell, 57, State Street, Salineville, charged with driving under suspension.

Brady Paul Leyman, 21, McCracken Road, Salem, was sentenced to six days in jail, fined $750, had his driver's license suspended for one year and ordered to complete 40 hours of community service and undergo a substance abuse evaluation for OVI and OVI (.17-plus).

Tammye Terrell Harris, 41, Campbell, was sentenced to three days in jail, fined $1,325, had her driver's license suspended for one year and ordered to complete 20 hours of community service and a substance abuse evaluation for OVI, driving under suspension, a turn signal violation, drug paraphernalia and possession of marijuana.

Dylan Baker, 20, West Main Street, Salineville, was sentenced to two days in jail (credited for two), fined $250 and ordered to complete 40 hours of community service and undergo a mental health evaluation for obstructing official business.

Timothy Michael Felt, 36, state Route 45, Lisbon, was fined $150 for disorderly conduct amended from obstructing official business.

James J. Ianazone Jr., 34, Lake Front Boulevard, North Lima, was fined $150 for speeding.

John N. Schiffauer, 64, Youngstown, was fined $500 for max axle load.

Courtney L. Troyer, 30, Cleveland Street, Salem, was fined $100 for disorderly conduct amended from criminal trespassing.

Anthony Scott, 26, Ridge Street, Leetonia, was fined $250 for driving under suspension.

Ryan William Ross, 23, Walnut Street, Washingtonville, was fined $150 for failure to reinstate amended from driving under suspension.

LISBON -- Two secret indictments issued by the Columbiana County grand jury were served recently.

Robert Farkas, 44, Hawley Avenue, Salem, was indicted for aggravated possession of drugs, a fifth-degree felony, for allegedly possessing methamphetamine on May 27, 2021.

Ashley Messenger, 32, Cunningham Road, Salem, was indicted for aggravated possession of drugs, a fifth-degree felony, for allegedly possessing methamphetamine on June 27, 2020.
