A June 30 competency hearing was set for George B. Mort, 41, Rose Drive, Lisbon, cited with disorderly conduct for allegedly using abuse language on Tuesday toward the night worker at the Hornsby House and toward Jay Farrow even after being warned three times to stop and return to his room.

A June 2 pretrial was set for Miles A. Ketchum, 28, Steubenville Pike, Lisbon, charged with possession of criminal tools for allegedly bringing a device containing urine into the Municipal Court in an attempt to pass a drug test on Wednesday.
A June 2 sentencing hearing was set for Yvonna M. Parsons, 31, Steubenville Pike, Lisbon, who pleaded no contest for driving under suspension and failure to yield the right of way.
A June 28 pretrial was set for Sarah J. Hunt, 23, Highland Avenue, Salem, charged with falsification for allegedly telling police she dropped Andre Lynn off at 3 p.m. and was with friends instead of him when he was assaulted on Thursday.
A July 19 pretrial was set for Larry W. Armes Jr., 27, East State Street, Salem, cited with failure to reinstate a license and failure to control.
A July 28 sentencing hearing was set for Sarah L. Kleinman, Home Circle, Salem, who pleaded no contest to failure to file an income tax return in Salem.
Shawn Clemens, 42, Monroe Street, Salem, was found incompetent to stand trial and a charge of criminal mischief was dismissed. Clemens allegedly wrote ll over a Steelers football at the Salem Walmart after being asked several times to leave the store on Feb. 27.
Wiley M. Bates, 32, state Route 45, Lisbon, was bound over to the Columbiana County Common Pleas Court grand jury on a charge of tampering with evidence. When entering his home on May 18, local authorities allegedly found heroin and money floating in the toilet.
Jorge J. Castro, 22, South Lincoln Avenue, Salem, was fined $150, credited with one day in jail, sentenced to an additional 12 days in jail for persistent disorderly conduct amended from assault. Castro was fighting with Manuel Jimon and Gabriel F. DeJesus when Salem police arrived on May 1.
Richard A. Weyand Jr., 25, Harvey Avenue, East Liverpool, was fined $300 and required 10 hours community service for driving under FRA suspension and use of an unauthorized plate.
Brian T. Bell, 28, Spillway Road, Lisbon, was fined $280 and required 30 hours community service for assured clear distance and hit skip.
Richard L. Spellman, 71, Raldolph, was fined $280 and required 30 hours community service for hit skip and failure to control.

Michael Eugene King, 40, Zanesville, was fined $100 for an equipment violation amended from speeding.
Jamie Lynn Carriker, 21, Maple Hill Road, Salineville, was fined $75 for failing to stop for a school bus.
Jonathan J. Abbott, 28, Jennings Avenue, Salem, was fined $50 for disorderly conduct while voluntarily intoxicated.
David Keith Lynch Jr., 31, Youngstown, was fined $50 and had his license suspended for 180 days for marijuana possession.
Michael S. Heverly, 31, Bayard Street, Homeworth, was fined $250 and required 25 hours community service for driving under suspension following a trial to the court. Heverly was found guilty by Columbiana County Municipal Court Judge Mark Frost following testimony on Wednesday.
Sarah K. Porter, 38, Forsyth Place, East Liverpool, was fined $100 for an equipment violation amended from a speeding citation.
An assault charge in Columbiana County Municipal Court against Gabriel F. DeJesus, 29, formerly of Rose Avenue, Salem, was dismissed after he was deported. DeJesus and two other men, Manuel A. Jimon and Jorge J. Castro, were reportedly fighting on May 1.
Shanna K. Lower, Allendale Avenue, New Waterford, was fined $750, sentenced to three days in jail, had her license suspended for six months and required 50 hours community service for OVI first offense. A citation for failure to control was dismissed.
Justin Wayne Sommers, 26, East Third Street, Salem, was fined $675, had his license suspended for six months, required three days in jail and ordered 30 hours community service for OVI first offense.

A July 21 pretrial was set for Cody S. Huff, 25, Howard Street, Hanoverton, cited with OVI first offense and operating an all-purpose vehicle without proper lights.
A July 21 pretrial was set for Austin R. Lemasters, 18, East Main Street, Salineville, cited with driving under FRA suspension, possession of marijuana and possession of instruments to ingest/inhale controlled substance.
Tim A. Hanna, 39, State Street, Leetonia, was fined $280 and had his license suspended for six months for at seat belt violation and reckless operation amended from OVI second offense. A failure to control citation was dismissed.

Keith A. Schenker, 59, Camelot Drive, Columbiana, was fined $250, credited with a day served in jail and required 40 hours community service for theft for attempting to leave the Salem Walmart without paying for $271 in merchandise inside his cart on April 28.

George E. Faulkner, 50, state Route 14, East Palestine, was fined $250 for failure to reinstate a license. A seat belt violation was dismissed.
Lorie J. Yarrison, 45, Main Street, North Georgetown, was fined $250 and required 30 hours community service for failure to control, her third moving violation in 12 months.
Amber N. Smith, 24, Farr Street, Rogers, was fined $250 and required 10 hours community service for driving without a valid license.
William Paynter, 22, Westville Lake Road, Beloit, was fined $250 and required 25 hours community service for driving under suspension.
Christopher M. Benson, 41, Fair Avenue, Salem, was fined $200 and credited with a day served in jail for disorderly conduct amended from aggravated menacing for sending threatening text messages to his girlfriend on July 28, 2015.

Edward J. Altenburg, 41, state Route 45, Leetonia, was sentenced by Judge Chris Amato in Columbiana County Municipal Court to five days in jail, fined $150, required 30 hours community service and ordered to allow dog wardens to inspect his animals and remove any as necessary. Altenburg pleaded no contest to prohibitions concerning companion animals for neglecting to get medical help for his dog Skittles, who was suffering from sores and other problems.
A May 31 preliminary hearing was set for William D. Cunning, 39, West Wilson Street, Salem, charged with domestic violence for allegedly hitting his wife, Shannon Cunning, several times after she took his keys to keep him from driving while intoxicated. The defendant has a previous domestic violence conviction, which makes the latest charge a felony.
Michael Scott Vrabel, 52, West Wilson Street, Salem, was fined $500, sentenced to 150 days in jail, had his license suspended for five years and required 90 hours community service for possession of drug abuse instruments after Perry Township police reported were called to a vehicle where he was passed out behind the wheel and had both syringes and a spoon inside a Budweiser beer coozie in his pocket.
Gerald S. Edinger, 48, Westville Lake Road, North Georgetown, was fined $750, had his license suspended for a year, sentenced to 10 days in jail and required 40 hours community service for OVI first offense. Charges of reckless operation and driving under suspension were dismissed.
Thomas J. Macolino, 27, state Route 164, Lisbon, was fined $250 for driving under suspension.
Jennifer L. Seachrist, 28, West Fifth Street, Salem, was fined $100, credited with a day served in jail, sentenced to nine additional days in jail, required 50 hours community service and ordered to not enter the Walmart in Salem where she was caught shoplifting $217 in merchandise on May 7.

A June 28 pretrial was set for Dustin C. Brayshaw, 23, Steubenville Pike, Lisbon, charged with phone harassment after he allegedly sent text messages on Monday to Donna Minerd, who he had been warned to have no further contact with on Sunday.
A July 5 pretrial was set for Brianna J. Ketchum, 20, Dobson Road, Salineville, cited with possession of marijuana.
A July 7 pretrial was set for Seth D. Guy, 24, East Wisconsin Avenue, Sebring, cited with OVI first offense and failure to control.
Corey Lee Peffer, 22, North Market Street, Minerva, was fined $200 and required 20 hours community service for speeding, a third offense in less than 12 months.
Alleisha N. Leadbitter, 24, state Route 165, East Palestine, was fined $150 for an equipment violation amended from speeding.
Steven Chestnut, 49, Beacon Light Road, Lisbon, was found guilty of failure to confine a dog and two counts of prohibitions concerning companion animals in a trial to Columbiana County Municipal Court Judge Chris Amato.
Chestnut was fined $250 and sentenced to 15 days in jail. He is also no longer allowed to have companion animals or live with anyone owning companion animals. Amato ordered if the veterinarian bills are paid within 30 days Chestnut’s fines will be suspended. Chestnut allowed his rottweiler to be struck by a car on Sept. 22, 2015, had not taken it to receive medical care by Sept. 24, 2015 and left the animal without necessary sustenance between July 30, 2015 and Sep. 24, 2015.
Leslie R. Young, 48, West Clark Street, East Palestine, was fined $730, sentenced to 10 days in jail, had his license suspended for one year and required 50 hours community service for OVI breath .08 gram second offense and lane violations.
Michelle M. Massey, 52, North James Street, East Palestine, was fined $675, had her license suspended for six months, required to attend a three-day counseling program and ordered 30 hours community service for OVI first offense.
Brian Hager, 41, state Route 170, East Palestine, was fined $705, had his license suspended for six months, required to attend a three-day counseling program and ordered 50 hours community service for OVI first offense and lane violations.
Chad E. Ratliff, 44, High Street, Salineville, was fined $700, credited with three days in jail and required 110 hours community service for two counts of theft and two counts of driving under suspension. Ratliff was further ordered to pay restitution of $639 to Salineville and $569 to Buckeye Water District within three months.

A May 26 preliminary hearing was set in Columbiana County Municipal Court for Wiley M. Bates, 32, state Route 45, Lisbon,charged with tampering with evidence for allegedly placing heroin and money into the toilet as members of the Columbiana County Drug Task Force, Special Response Team and sheriff’s deputies were approaching his home on Wednesday. Agents also reportedly found digital scales and more money next to the toilet. Inside the home was both his wife and a 1-year-old child.
Ashley Newell, 19, Poland, was fined $700, ordered to attend a three-day counseling program and required 30 hours community service for physical control, underage consumption and failure to produce a valid license.

Jewell, 18, East Third Street, Salem, cited with falsification for allegedly telling police on May 2 his boyfriend could not have committed a burglary, because he was with his boyfriend at the time. Then on May 9, Jewell allegedly provided a written statement to police claiming he saw his boyfriend, Brian Digman steal the items. Then on May 10 Jewell reportedly provided a second written statement claiming to have lied in the May 9 statement.
A May 26 pretrial was set for Lindsay R. Buckley, 26, Cedar Ridge Drive, Salem, charged with domestic violence for allegedly headbutting her boyfriend, Cody Farnsworth in the mouth on Thursday, and then when he tried to stop her from leaving to drive back to the bar when she was already intoxicated, he reportedly scratched the side of his neck and left on foot.

Justin P. Shaw, 35, North Canton, was fined $250 and required 25 hours community service for driving under suspension.
Julie M. Poling, 51, Vanburen Avenue, Salem, was fined $250 and required 10 hours community service for driving under FRA suspension.
Alan J. Madrid II, 22, Enon Valley, Pa., was fined $200 and had his license suspended for six months for possession of marijuana and drug paraphernalia.

A May 23 preliminary hearing and pretrial was set in Columbiana County Municipal Court for Kilina M. Jellel, 29, Massillon, charged with improperly handling a firearm in a motor vehicle, OVI first offense, tail lights and possession of marijuana. Jellel allegedly had a loaded, Glock 30 Gen 4 in the center console of her vehicle during a traffic stop on U.S. Route 30 on Monday evening.
A June 28 pretrial was set for Timothy White, 57, Clark Avenue, Wellsville, charged with two counts of assault for his alleged actions at Rich’s Gas station in Wellsville on Friday. White allegedly got out of his vehicle and punched John Mobley in the mouth while Mobley was pumping gas. Mobley’s wife, Cynthia Mobley, who was in the car, got out and tried to step between them, but she also was allegedly knocked to the ground by White.
Christopher R. Plumlee, 35, East Third Street, Salem, signed a waiver of extradition so he can be returned to Texas where he is sought for an alleged parole violation.
William J. McFarland, 44, Ohio Avenue, Salem, was fined $955, had his license suspended for six months, required to attend a three-day counseling program and ordered 40 hours community service for OVI first offense, driving under suspension and speeding.
Rose A. Ortiz, 49, New Castle, Pa., was fined $825, had her license suspended for six months, required to attend a three-day counseling program and ordered 50 hours community service for OVI first offense, possession of marijuana and possession of drug paraphernalia for rolling papers.
James A. Boston Jr., 34, Pine Street, Leetonia, was fined $800, ordered to attend a three-day counseling program, required 40 hours community service and had his license suspended for six months for possession of drug paraphernalia, OVI first offense and speeding.
Lucky L. Miller, 56, U.S. Route 30, Kensington, was fined $780, had his license suspended for six months, was sentenced to three days in jail and required 50 hours community service for OVI first offense and failure to control.

Vanderhoff, 26, Maple Street, Salem, was fined $250, had her license suspended for six months, credited with 12 days served in jail and sentenced to 33 additional days for possession of drug abuse instruments for insulin syringe type needles found in her purse on March 18.
Hailee Marie Rowley, 19, Watson Avenue, Alliance, was fined $925, had her license suspended for six months, required to attend a three-day counseling program and given 60 hours community service for OVI first offense, failure to control and driving while texting.
James E. Thompson, 62, state Route 164, Lisbon, was fined $825, had his license suspended for six months, required to attend a three-day counseling program and ordered 30 hours community service.

A May 17 preliminary hearing and pretrial was set in Columbiana County Municipal Court for Ronald L. Williams Jr., 42, Kelly Avenue, East Liverpool, charged with a felony improper transportation of a weapon as well as misdemeanor citations of OVI first offense, seat belt and marked lanes. Williams allegedly had a loaded handgun on the front seat of his vehicle on Wednesday evening.
Shantel M. Temple, 27, Park Avenue, Salem, was fined $250, credited with one day served in jail, sentenced to 29 additional days in jail and required 30 hours community service for obstructing official business. On Wednesday, Temple claimed she was home alone, but police found a man with a warrant hiding under clothes in an upstairs bedroom closet.
A May 26 pretrial was set for Courtney M. Orr, 25, Steubenville Pike, Lisbon, who allegedly tried to strangle her mother, Melissa Orr, threatened to kill her and scratched her face under her right eye on Monday at her mother’s home on Speidel Road, East Rochester.

Gary S. Sisley, 60, Lee Avenue, Lisbon, was fined $250, had his license suspended for six months and required 20 hours community service for hit skip/leave scene for a crash on state Route 45 in Salem Township in March. An assured clear distance citation was dismissed.
Aubrey Dawn Bell, 31, Glasgow Road, Lisbon, was fined $150 for an equipment violation amended from speeding.

In Columbiana County Municipal Court, Robert L. McMaster, 47, Spillway Road, Lisbon, waived his right to an extradition hearing so he can be returned to Florida where he allegedly is charged with burglary.

Smith, 34, McCracken Road, Salem, cited with OVI first offense, driving under suspension, a turn signal violation, endangering children and possession of drugs for allegedly having two children ages 9 and 13 and a marijuana pipe inside his vehicle when he was also stopped and cited with OVI on May 6.
A June 30 pretrial was set for Johnathan W. Puckett, 33, Prospect Avenue, Salem, cited with obstructing official business and criminal trespassing. Puckett allegedly fell off the roof at Ventra and told police he fell off the roof while training. However, supervisors at the company stated Puckett did not work there and did not have permission to be on the roof on Feb. 7.
John W. Wickersham Sr., 65, Carrollton, was fined $725, had his license suspended for six months, required to attend a three-day counseling program and ordered 40 hours community service for OVI first offense and failure to control.
Randy S. Delp, 33, Columbia Street, Salem, was fined $200, credited with two days served in jail and required 20 hours community service for disorderly conduct after he fell asleep at the Powerhouse Cafe in Salem due to being extremely intoxicated on March 26.
Samuel M. Stacey III, 41, West Washington Street, Salem, pleaded no contest to driving under suspension and speeding. A sentencing hearing was set for June 27.

In Columbiana County Municipal Court, Georgeann Railing, 39, West Park Street, Columbiana, was fined $250, required 30 hours community service and sentenced to three days in jail for driving under OVI suspension. The jail time is to be served concurrently with time being served in a case from East Liverpool Municipal Court for driving under OVI suspension and failure to use a turn signal.
A May 12 preliminary hearing was set in Columbiana County Municipal Court for Lamar T. Coles, 24, Sophia Street, East Liverpool, charged with felonious assault for allegedly firing a .22 caliber handgun on the on-ramp of state Route 39 and state Route 7 north in Wellsville on Monday. Marci Mason’s vehicle was reportedly struck, and bullet holes were found in the vehicle. Bond was set at $250,000 cash or surety.
A May 12 preliminary hearing was set for William A. Watt, 32, East Third Street, Salem, charged with possession of chemicals for drugs. When someone from Jobs and Family Services went to the home on Monday to check on children living there, they allegedly found evidence of drug use such as syringes, spoons and a heavy chemical smell. The chemicals found were reportedly discovered to be those utilized in the manufacturing of methamphetamines.
Stephen T. Westover, 25, Clarkson Road, Rogers, was bound over to the grand jury on a burglary charge after he waived his right to a preliminary hearing. Westover is accused of allegedly breaking into Pat Palmer’s garage and stealing a welder and welding sticks on April 28. He was fined $50 for intoxicated pedestrian.
Kimberly M. Sarkozy, 48, Haywood Street, East Liverpool, was fined $850, sentenced to 10 days in jail, required 50 hours community service and had her license suspended for a year for OVI first offense and reckless operation.
Lee W. Miller, 24, Howell Avenue, East Palestine, was fined $300 and required 40 hours community service for driving under suspension.
Jeffrey A. Mullins Jr., 26, Vine Avenue, Salem, was fined $250, credited with a day in jail and required 30 hours community service for obstructing official business for refusing to give the police his identification when requested on Thursday.
Marci M. Mancuso-Kirkpatrick, 31, Columbia Street, Leetonia, was fined $150, credited with 32 days served and required 58 additional days in jail for resisting arrest for swinging her arms and striking a police officer in the head while trying to get away on April 3.
Scott E. Noling, 55, North Market Street, Minerva, was fined $150 for disorderly conduct amended from possession of marijuana.
Jeffrey A. Forstner, 47, Twinsburg, was fined $150 for a headlights violation amended from speeding.
Cathy L. Merryman, 48, West State Street, Salem, was fined $100 for registration of a dangerous dog with $75 of the fine suspended if she obtains the registration within two days.
Brianna Ketchum, 20, Dobson Road, Salineville, was fined $100 and required 10 hours community service for driving under suspension.
Kevin J. Mayes, 30, Maple Heights, was fined $100 and had his license suspended for 180 days for possession of marijuana.
Columbiana County Municipal
Alpino B. Raneri Jr., 37, West Perry Street, Salem, waived his right to a preliminary hearing in Columbiana County Municipal Court on Tuesday. He was bound over to the county grand jury on a charge of domestic violence for allegedly getting violent during an argument with Chrystal Westover, threatening to kill her, smashing her cell phone she was using to record him, grabbing her arms and putting his hands around her neck while holding her back against the couch on March 23.
Carl H. Henkel, 34, South Egypt Road, Salem, was fined $705, had his license suspended for six months, required 40 hours community service and sentenced to three days in jail for OVI first offense and speeding.
Ronald DeSanzo, 35, Wood Street, East Palestine, was fined $700, had his license suspended for 180 days, required three days in school and ordered 30 hours community service for OVI first offense, lane violations and traffic control devices.
Brandon O’Malley, 22, Boardman-Canfield Road, Boardman, was fined $700, had his license suspended for 180 days, required 30 hours community service and ordered to attend a three-day counseling program for possession of marijuana and physical control. A drug paraphernalia citation was dismissed.
Alfred T. Delo Jr., 53, State Line Road, Negley, was fined $300, sentenced to five days in jail and required 40 hours community service for two counts of prohibitions concerning companion animals for a white Labrador mix dog with a wound about five to six inches long and a half an inch deep on Nov. 2, 2015, along with a lack of a proper shelter for this dog and enough water or a clean water dish for this dog and three others.
Linda L. Conrad, 57, Rural Lane, East Liverpool, was fined $280 for driving under FRA suspension and a seat belt violation.
Daniel Lattanzio, 21, Cream Ridge Road, Lisbon, was fined $250 for driving under FRA suspension.
Heidi S. Prine, 43, Taylor Road, Negley, was fined $200 for a miscellaneous wildlife violation. A special deer or wild turkey permit citation was dismissed. Prine failed to check in a deer hunted on Dec. 5.

Anthony W. Crumpton, 30, Columbus, was fined $100 and had his driver’s license suspended 180 days for possession of marijuana. A June 14 pretrial was set for an assault charge.
Kristy S. Dillard, 36, Commerce Street, Wellsville, was fined $250 driving under suspension.
