Columbiana County Common Pleas

Megan C. Ripley, 22, U.S. Route 30, Lisbon, pleaded guilty in Columbiana County Common Pleas Court to six counts of possession of drugs, tampering with evidence and illegal conveyance of a drug of abuse onto the grounds of a detention facility.

Some of the charges were prosecutor’s information, including one possession of drugs charge and the illegal conveyance charge, which was for bringing heroin to the county jail on Jan. 12. Additionally, she had less than a gram of heroin and less than the bulk amount of fentanyl on Nov. 13, 2015, according to the prosecutor’s information. The other charges were from an indictment in August 2015, which were for having less than a gram of heroine, less than the bulk amount of methamphetamines and less than five grams of cocaine, drugs she was trying to conceal during on July 3, 2015.

Sentencing is scheduled for June 23 when she faces up to 12 years in prison, $35,000 in fines and a five-year licence suspension.

Columbiana County Common Pleas

Steven W. Watters II, 38, Depot Street, Rogers, was sentenced in Columbiana County Common Pleas Court to nine months at the Lorain Correctional Facility for possession of drugs, receiving stolen property, forgery and passing bad checks. Watters had cocaine on Sept. 14, 2012. Additionally, on Dec. 2, 2014, forged checks belonging to the account of Susan K. Eakin, for $385 and $450, for construction work completed, knowing Eakin had died in 2011 and the account was closed by the bank.

Ronnie A. Clemens, 55, McCann Road, Kensington, had his intervention in lieu of conviction plan dishonorably terminated and was placed on community control under the same terms. His license was suspended for six months. The possession of drugs charge was for having cocaine on Feb. 23, 2014.

Ashley L. Reid, 31, Steubenville, stipulated to violating the terms of her probation for two possession of drugs charges she pleaded guilty to in June 2014. She was taken into custody and a hearing was set for March 31, while it is determined if a bed is available at the Eastern Ohio Correctional Center. Reid’s possession charges involved heroin and cocaine in April 2013.

Robert M. Hoperich, 62, Hampton Place, Salem, consented to the forfeiture of $272 seized from him at the time of the alleged offense. On March 18, Hoperich had pleaded guilty to two counts of possession of drugs, two counts of permitting drug abuse, one count of possession of drug paraphernalia and one count of unlawful possession of a dangerous ordinance. He had been placed on a four-year intervention program.

Kendall L. Smith Jr., 21, Youngstown, pleaded guilty to three counts of possession of drugs. At a June 3 sentencing hearing, he faces up to five months in prison, a five-year license suspension and a $15,000 fine. Smith initially had been charged with four counts of possession of drugs for reportedly having at least five grams, but less than 10 grams of heroin; less than five grams of cocaine, and less than the bulk amounts of both oxycodone and amphetamines along with $1,932 believed used in a drug-related offense on Feb. 23, 2015.

Mary E. Kiehl, 31, Park Avenue, East Palestine, stipulated to violating the terms of her probation. A probation violation hearing was set for March 31. A request to be released from custody pending the violation hearing was denied. Keihl’s charges were two counts of possession of drugs from March 1, 2014 when she allegedly had a spoon containing residue in her pants and 290 Lorazepam tablets located in a dresser drawer during the serving of a search warrant.

Columbiana County Common Pleas

Javen D. Call, 20, Mapletree Street, East Liverpool, pleaded guilty in Columbiana County Common Pleas Court to two counts of receiving stolen property.

First, Call had a 2002 Chevrolet owned by Joshua Brooks on July 11, 2014. He had left the vehicle parked alongside Gilkinson’s Drive Thru and it drifted back, striking a patrol car. Call then reported fled on foot and took a 2006 Saturn Scion owed by Patricia Frederick.

He faces up to 36 months in prison and a $10,000 fine. Sentencing is set for April 20.

Columbiana County Common Pleas

Lyle W. Foster III, 27, Autumn Road, Wellsville, pleaded guilty in Columbiana County Common Pleas Court to unlawful sexual conduct with a minor. He faces up to 18 months in prison and a $5,000 fine. Sentencing is set for May 27. Foster had sex with a 13-year-old girl in October 2010.

Robert M. Hoperich, 52, Hampton Place, Salem, was found eligible for intervention in lieu of conviction and he pleaded guilty in Columbiana County Common Pleas Court to two counts of possession of drugs, two counts of permitting drug abuse and one count each of possession of drug paraphernalia and unlawful possession of a dangerous ordinance. He was placed on an intervention treatment program for four years.

Hoperich on Oct. 30, 2014, had less than five grams of cocaine, less than the bulk amount of oxycodone, a crack pipe and a Zip gun. On Oct. 27-28, 2014 he had allowed David J. Boyd, also known as B, to use his home to sell drugs.

James M. Kern, 33, Umatilla, Fla., was placed at the Eastern Ohio Correction Center for up to six months as part of his four-year community control, after he pleaded guilty to two counts of possession of drugs in February. Kern was just recently found eligible for the EOCC. He had cotton swabs in a bag containing heroin and cocaine on April 29, 2015.

Ryan J. Theodore, 36, West Martin Street, East Palestine, pleaded guilty in Columbiana County Common Pleas Court to attempted trafficking in drugs and two counts of possession of drugs. Sentencing is set for May 23. He faces up to three years in prison, a $7,500 fine and a five-year-license suspension. On Nov. 18, 2014, Theodore received a package of synthetic marijuana in the mail, which he reportedly intended to sell to a store owner in Pennsylvania, where it would be resold. In addition to the synthetic marijuana, Theodore also had Alprazolam in his possession on the same date.

Columbiana County Common Pleas

Bethany R. Devine, 24, Vine Avenue, Salem, was sentenced in Columbiana County Common Pleas Court to three years in the Reformatory for Women in Marysville and fined $17,500 for illegal manufacture of drugs, illegal assembly or possession of chemicals for the manufacture of drugs and two counts of possession of drugs.

Devine was one of two residents of a home at 922 W. Pershing St., Salem, on Nov. 5, 2014 when the U.S. Marshal’s Service, Salem police and the Columbiana County Drug Task Force served a search warrant. Agents found 20 one-pot methamphetamine cooks in plastic bottles inside the home, along with finished meth, more chemicals to produce meth, jars of meth oil, acid gas generators, funnels, glass beakers, vinyl tubing, coffee filters, hot cold packs, Coleman fuel and drain cleaner. Three bottles found containing liquid methamphetamine weighed 327.37 grams.

The meth lab was found in the bedroom where Devine’s clothes and belongings were also found.

Reginald Odd, 44, Fairview Place, Alliance, was sentenced in Columbiana County Common Pleas Court to 60 days in jail and then credited with 35 already served. Odd had previously pleaded guilty to theft, a first-degree misdemeanor, for taking a Gateway combo computer with monitor, a Gateway computer tower, two Blu-Ray DVD players, two sets of headphones and other miscellaneous merchandise from the Salem Walmart on Feb. 18, 2014.

William J. Hawkins, 35, state Route 170, East Liverpool, pleaded no contest to cultivation of marijuana and possession of marijuana, both fifth-degree felonies. Sentencing is set for May 19. He faces up to two years in prison, a five-year license suspension and a $5,000 fine. On Jan. 9, 2015, Hawkins was reportedly found to have 663.8 grams of marijuana in 10 containers in the living room, kitchen and basement of his home.

McFarland was found on June 22, 2014 in an unresponsive state inside his vehicle near the Lisbon pool with a syringe containing heroin on his lap, three open packages of heroin and seven closed packages of heroin also in his possession.

Charles A. Slocum Jr., 24, Brookfield Avenue, Lisbon, was found eligible for intervention in lieu of conviction. He pleaded guilty to possession of drugs and possession of drug paraphernalia for having less than a gram of heroin, a spoon and a tie off on June 11, 2015. He was placed on a four-year treatment plan.

Columbiana County Common Pleas

Albert L. Baker, 40, Conneaut Lake, Pa., pleaded guilty to possession of drugs in Columbiana County Common Pleas Court. He was facing up to a year in prison, a five-year license suspension and a $2,500 fine. However, Baker was granted intervention in lieu of conviction and placed on a four-year treatment plan. Baker had cocaine on May 11, 2013.

Ronald L. Possage, 67, state Route 45, Lisbon, was placed on a three-year probation term and had his license suspended for six months for permitting drug abuse. Possage reportedly drove co-defendant Adam M. Gallimore to a location where about .14 grams of heroin was sold to a confidential informant inside Possage’s vehicle on Aug. 20, 2014. Gallimore, 29, East Liverpool Road, Lisbon, has been convicted of trafficking in drugs and conspiracy to trafficking in drugs and was sentenced to six months in prison.

David A.M. Talbott, 25, Dresden Avenue, East Liverpool, pleaded guilty to possession of drugs, possession of drug paraphernalia and two counts of trafficking in drugs. He was found eligible for intervention in lieu of conviction and placed on a four-year treatment program.Talbott had less than 200 grams of marijuana for sale on May 21, 2015 and May 26, 2015. He also had less than the bulk amount of hydrocodone, scales, a straw, a smoking device, a marijuana grinder and $265 used or intended for use in drug-related offenses on June 2, 2015

Tari L. Altenburg, 28, state Route 45, Leetonia, has stipulated to violating her treatment plan and it was dishonorably terminated. Altenburg was ordered to an indefinite term at the Eastern Ohio Correction Center as part of intensive probation. She was ordered to self-report to the EOCC when a bed is available on March 29. Altenburg was charged with trafficking in counterfeit controlled substances for selling or offering to sell .68 grams of what was represented to be heroin, but wat was not for $140 on July 16, 2014.

Gregory S. Dennison Jr., 29, Hoopes Road, Salem, was found eligible for intervention in lieu of conviction for charges of possession of drugs and possession of drug paraphernalia. He was placed on a four-year intervention plan. On an additional charge of operating a motor vehicle with invalid plates, Dennison was credited with five days served in the count jail and fined $150. Dennison had about 1.36 grams of cocaine, a glass smoking pipe and license plates, which belonged to another vehicle on May 15, 2015.

Karen L. McCowin, 38, South Washington Street, East Palestine, stipulated to violating the terms of her intervention in lieu of conviction program. She was placed on an intensive probation program instead for three counts of trafficking in drugs. Her license was suspended for six months. McCowin sold or attempted to sell 1.34 grams of marijuana on March 5, 2014 and 9.74 grams of marijuana and six yellow tablets containing clonazepam on March 11, 2014.

Markovitch was intoxicated on April 16, 2015 and driving on state Route 170 in St. Clair Township with a loaded Glock .380 semi-automatic firearm in the vehicle.

Joshua J. Gatewood, 25, Warren, was placed on a three-year intervention in lieu of conviction plan after he pleaded guilty to 12 counts of breaking and entering. Gatewood was one of a group of people who broke into campers at the Timashamie Campground on Georgetown Road starting on Dec. 6, 2014 and ending on Dec. 7, 2014.

Columbiana County Common Pleas

A Wellsville-area man is scheduled to be sentenced on May 5 after pleading guilty to committing multiple sex crimes against a girl over a period of years.

Raymond D. Farnsworth, 51, of state Route 45, entered an Alford plea last week in Columbiana County Common Pleas Court to charges of gross sexual imposition, unlawful sexual conduct with a minor and two counts of sexual battery. Two rape charges were dismissed as part of the plea deal reached with the county prosecutor’s office.

With an Alford plea the defendant maintains his or her innocence but admits the evidence is likely to result in a conviction.

According to court records, Farnsworth molested the girl – now 17 – in 2007 or 2008 in Wellsville, resulting in the gross sexual imposition charge. The other charges involved Farnsworth reportedly having sex with the girl in Wellsville in 2007 or 2008 and again in 2013, and that he engaged in this behavior while in a position of authority over her.

In other court action, Amanda Davis, 24, North Jefferson Street, Lisbon, pleaded guilty as charged to child endangering and is scheduled to be sentenced on May 2. Davis and Charles Green were found to be growing 21 marijuana plants in a bedroom closet in January 2015 while two children were living in the house.

Sarah L. Simonds, 26, Main Street, Leetonia, was sentenced by Judge C. Ashley Pike to three years probation/treatment after pleading guilty to two counts of drug possession. Trace amounts of heroin and fentanyl were found on a spoon Simonds reportedly used to process the drugs for injection in February 2015.

East Liverpool woman was sentenced to prison last week in Columbiana County Common Pleas Court for violating her probation on drug charges.

Peggy S. Strub, 55, Bradshaw Avenue, was sentenced by Judge Scott Washam to eight months in prison after found to have violated her probation on charges of drug possession and forging a prescription. She was found to have violated five terms of her probation. Strub received credit for 19 days spent in the county jail.

In other court action, Jeffrey W. Miller, 34, Sugar Street, East Liverpool, pleaded guilty as charged to forging a prescription for percocet at the Herche Bloor pharmacy in East Liverpool on April 27, 2015, and again two weeks later. He is scheduled to be sentenced on April 28.

Francis J. Lewis, 35, Commerce Street, Wellsville, is scheduled to be sentenced on April 21 after pleading guilty as charged to three counts of drug trafficking. Lewis sold cocaine in the Giant Eagle parking lot in East Liverpool on Dec. 3, 2013, sold marijuana from a home on Eighth Street, Wellsville, on Dec. 6, 2013, and sold marijuana from his Commerce Street home on Dec. 17, 2013.

Justin E. Carter, 32, McKee Street, East Liverpool, was sentenced to four years probation by Judge Washam after he pleaded guilty to leaving the scene of a traffic accident, which occurred in East Liverpool in May 2015 and left motorcyclist Allen Brletich with a broken leg. As part of his probation, Carter was ordered to make restitution to Brletich in the amount of $3,345.

James M. Kern, 33, of Umatilla, Fla., was sentenced to four years probation by Judge Washam after pleading guilty as charged to two counts of drug possession. Kern was found in possession with heroin on and cocaine in the county on April 29, 2015.

Thomas C. Wells, 50, East Eighth Street, East Liverpool, was sentenced to four years probation by Judge Washam after pleading guilty to two counts of drug trafficking. Wells sold morphine and codeine in the county on May 21, 2014.
