Columbiana County Common Pleas

Paul K. Joy, 45, Fifth Street, Salem, was sentenced in Columbiana County Common Pleas Court to three years in prison for aggravated robbery. Joy was charged for grabbing the barrel of a AR-15 weapon being held by Lt. Brian McLaughlin of the county drug task force and attempting to take it away, while deputies were serving a search warrant at a home on West Pershing Street in Salem on Aug. 1, 2014.

Missie M. Faloba, 35, Trinity Church Road, Lisbon, stipulated to violating the terms of her probation for previous convictions for two counts of possession of drugs. Her probation was dishonorably terminated and she was sentenced to two years in the Marysville Correctional Facility for Women. She was credited with 279 days served.

Loni J. Kirkbride, 35, New Cumberland, W.Va., stipulated to violating her probation from a 2004 conviction when she was placed on four years probation for attempted breaking and entering and four counts of complicity to breaking and entering. Her probation officer did not hear from her since July 2006 until she was located in late August. Her probation was continued for another year.

Justina M. Desarro, 25, Curry Street, East Liverpool, stipulated to violating the terms of her probation for an April conviction for two counts of possession of drugs. Her probation was continued under the same terms, but she was sentenced to six months in jail with credit for 86 days already served.

John R. Mathes, 48, state Route 170, East Palestine, stiplulated to violating the terms of probation for non-support of dependents. The probation was dishonorably terminated.

Columbiana County Common Pleas

Todd R. Chellis, 36, Edward Circle, Columbiana, pleaded guilty in Columbiana County Common Pleas Court to domestic violence and illegal use of a minor in a nudity oriented material or performance.

Chellis slammed his wife, Brittany Chellis, to the floor of the garage as he tried to pry a thumb drive out of her hands. The thumb drive contained multiple obscene digital images of children. He faces up to a year in prison, six months in the county jail and a $3,500 fine. Sentencing is set for Nov. 20.

George Poschner III, 49, Youngstown, pleaded guilty to OVI. He faces up to 30 months in prison, a $10,500 fine, a lifetime license suspension, mandatory drug and alcohol addiction counseling, restricted plates and criminal forfeiture of the vehicle. Sentencing is set for Nov. 16.

A competency and sanity evaluation was ordered for Sherrie J. Moore, 51, School Road, Salem. Moore is charged with two counts of possession of drugs, possession of drug paraphernalia and trafficking in drugs.

Edward J. Bailey, Jr., 30, Vine Street, East Liverpool, was sentenced to nine months in prison and a six month license suspension for possession of drugs. Bailey had heroin in a cigarette packet on Nov. 3, 2013.

Columbiana County Common Pleas

In Columbiana County Common Pleas Court, Jason R. Jones, 35, 16 School Road, Irondale, was placed on two years of community control after he pleaded guilty in July to three counts of possession of drugs for testosterone propionate, testosterone enanthate and stanozolol he had in his possession on May 8, 2014.

Dion Andre L. Stephenson, 26, Warren, was sentenced to 150 days in jail, but credited with 124 already served and placed on three years probation. In July, Stephenson pleaded guilty to trafficking in drugs for selling cocaine on April 8, 2014.

Joseph R. Newton, 37, Lisbon Street, Minerva, was placed on a four-year intervention in lieu of conviction plan. Newton pleaded guilty to two counts of possession of drugs having heroin and amphetamine on Aug. 22.

Corey A. Snay, 21, South Union Avenue, Salem, was found to have violated his intervention plan and was sentenced to 90 days in jail consecutive to a 90-day sentence he is currently serving from a theft case in county Municipal Court. In March, Snay had been placed on the intervention plan after he had pleaded guilty to two counts of trafficking in drugs for selling .47 grams and .82 grams of methamphetamine to a confidential informant in the spring of 2014.

Douglas D. Austin Jr., 31, Eighth Street, Wellsville, was sentenced to 21 months in prison for three counts of possession of drugs. Austin had at least 10 grams, but less than 20 grams of cocaine; less than a gram of heroin and less than the bulk amount of oxycodone on Jan. 31, 2014, along with $112 believed used in drug-related activity. He is credited with 23 days served. His license is suspended for six months.

Jason E. Vantilburg, 43, Kent Street, East Liverpool pleaded guilty to robbery for entering the clerk’s office at Gina’s Drive-Thru, knocking Lyle Foster on the ground and grabbing money from the register, which he had forced a woman working as a clerk to open on July 29, 2014. He faces up to eight years in prison and a $15,000 fine. Sentencing is set for Oct. 19.

Alisa A. Groff, 31, Southeast Boulevard, Salem, was sentenced to 10 months at the Reformatory for Women in Marysville for receiving stolen property, misuse of credit cards and two counts of theft. Groff had a Discover card owned by George A. Schmidt, which she used to obtain property and services of between $1,000 and $7,500 starting on Jan. 31, 2014 and ending on Feb. 11, 2014.

Money seized from Romeon J. Alford, $3,280 and Edward L. Robinson Jr., $360, was ordered forfeited to the prosecutor’s office for distribution to law enforcement.

Dewey J. Souers, 26, South Howard Avenue, Salem, had his probation dishonorably terminated and he was sentenced to 11 months in prison for four counts of trafficking in marijuana for four sales in June 2009 and June 2010. The sentence is to run concurrent with his eight-month sentence imposed by Judge Scott Washam for a forgery conviction. Souers was credited 106 days served.

Lucas W. Taucher, 22, Lake Avenue, Salem, pleaded guilty to prosecutors information for a receiving stolen property charge and was placed on a three-year intervention in lieu of conviction plan. Taucher had a PNC credit card belonging to Katelinn Howell on March 6.

Brandon R. Toothman, 25, Vine Street, Salem, pleaded guilty in Columbiana County Common Pleas Court to two counts of possession of drugs with a forfeiture specification. He faces up to two years in prison, a $5,000 fine and a 10-year license suspension if all terms can be run consecutively. On Dec. 13, 2013, Toothman had at least 200 grams but less than 1,000 grams of marijuana, along with less than the bulk amount of tetrahydrocannabinol and $915 believed used in the commission of a drug offense. Sentencing was set for Nov. 20.

Jamie J. Rambo, 27, state Route 558, Lisbon, pleaded guilty to two counts of possession of drugs for having less than a gram of heroin and less than five grams of cocaine on Nov. 22, 2013. She was found eligible for intervention in lieu of conviction and placed on a four-year treatment plan.

Derreck S. Brooks, 31, Dresden Avenue, East Liverpool, pleaded guilty to breaking and entering for stealing miscellaneous construction supplies from an unoccupied Jackson Street, East Liverpool, home owned by Edna Geer on Sept. 16, 2014. He faces up to 12 months in prison and a $2,500 fine. Sentencing is set for Nov. 20.

Tammy R. Bigelow, 43, Austintown, pleaded guilty to trafficking in drugs for selling .82 grams of heroin to a confidential informant for $140 on July 22, 2013. She faces up to 12 months in prison, a $2,500 fine and a five-year license suspension. Sentencing is set for Nov. 23.

Columbiana County Common Pleas

Ashtan B. Williams, 27, Eels Street, Rogers, stipulated in Columbiana County Common Pleas Court to violating the terms of probation for a previous complicity to burglary. Williams was involved in a burglary on Oct. 1, 2009, at a Bye Road, East Palestine, home where a TV and jewelry were taken and later traded for heroin and money.

Cletis R. Monroy, 32, Rose Avenue, Salem, stipulated to violating the terms of his probation for a previous conviction of attempted burglary and possession of drugs. His probation was continued and he was ordered to an indefinite term at the Eastern Ohio Correction Center. Monroe was involved in hack-sawing off a padlock on a garage at an East Third Street home in 2013.

Desirree R. Ousley, 26, Avondale Avenue, East Liverpool, pleaded guilty to possession of drugs for less than five grams of cocaine. Sentencing was set for Nov. 16, when she faces up to a year in prison, a five-year license suspension and a $2,500 fine.

Joseph E. Davis, 30, County Jail, stipulated to violating a treatment plan and was placed on intensive probation. His license is suspended for six months. Davis was previously convicted of possession of drugs for less than five grams of cocaine for the substance on a digital scale concealed under his seat during a traffic stop on April 12, 2014.

Cassandra R. Manley, 27, Washington Street, Wellsville, pleaded guilty to possession of drugs for less than a gram heroin found on spoons in her home on April 15, 2014. She faces up to 12 months in prison, a five year license suspension and a $2,500 fine. Sentencing is set for Nov. 23.

Rebecca L. She faces up to five and a half years in prison, a $16,000 fines and a five-year license suspension if the counts can run consecutively. Sentencing is set for Nov. 5.

Masterson allowed her home on West Pershing Street to be used for the sale and manufacturing of drugs, including cocaine and methamphetamines in January 2015. A lab for creating meth was found at the home by police executing a search warrant on Jan. 22.

Lora A. Lusk, 33, Depot Road, Salem, stipulated to violating her probation. Lusk had been placed on three years probation after pleading guilty to three counts of forgery after checks were written on the account of Robert L. Culp to make $747 in purchases at Giant Eagle, Lease Drug and Kendrick’s Corner in Salem. Her probation was dishonorably terminated.

Scott E. Hudson, 46, New Cumberland, W.Va. pleaded guilty in Columbiana County Common Pleas Court to possession of drugs and was immediately sentenced to nine months in prison concurrent with a nine month prison sentence imposed in another case for failure to appear. He is credited with 212 days already served. His license was suspended for six months. Hudson had cocaine on April 25, 2012.

LISBON – Joseph B. Halfhill, 31, Hadley Road, East Palestine, was placed on four years probation on Monday after pleading guilty in June in Columbiana County Common Pleas Court for failure to comply with the order or signal of a police officer.

Halfhill on July 19, 2012 failed to stop for a New Waterford police officer, continuing for about 1.5 miles at speeds reaching 70 mph, repeatedly going left of center into oncoming traffic, passing another vehicle on a hill and eventually causing Patrolman Chris Weingart to discontinue the pursuit out of fear for public safety.

Columbiana County Common Pleas

Lucas L. Sims, 30, Thompson Avenue, East Liverpool, was sentenced in Columbiana County Common Pleas Court to eight months in prison after his probation was terminated. Sims had previous convictions of assault, trafficking in drugs and possession of drugs. Sims knocked Sheriff Ray Stone to the ground in an attempt to avoid apprehension on Sept. 20, 2012 and had 412.3 grams of marijuana on April 25, 2012.

Jennifer M. McCarty, 32, Sherman Street, Lisbon, was sentenced to seven months in prison while credited with seven days served for identity fraud. McCarty used another person’s identity between Nov. 13, 2013 and Jan. 14, 2014 to fraudulently obtain between $1,000 and $6,999.

Robert E. Stevens, 46, Fox Chase Road, East Liverpool, stipulated to violating community control and sentenced to 12 months in prison with credit for one day served. Stevens entered the home of Glenn and Wendy Smith on Annesley Road, East Liverpool, where he took coins and jewelry.

Holly Weyand, 30, Chaffin Avenue, East Liverpool, stipulated to violating the terms of her probation for a previous conviction for permitting drug abuse and three counts of possession of drugs. Weyand permitted Bobby Colvin to sell 4.5 grams of crack cocaine to a confidential informant for $350 on Feb. 11, 2008; had cocaine inside her freezer, crack cocaine underneath her couch cushions, a digital scale with crack cocaine residue on top of her refrigerator and a metal spoon containing crack cocaine residue in the bathroom on March 20, 2008; and a bag of 1.2 grams of crack cocaine bound with a rubber band to $400 inside her bra on Dec. 5, 2008. Her probation was dishonorably terminated.

Joseph E. Giralico, 31, state Route 267, East Liverpool, stipulated to violating the terms of his probation for a previous illegal process of drug document conviction. Giralico presented a prescription forged from the office of Dr. Hira Rohela for 30 endocet pills. His probation was dishonorably terminated.

Joseph M. Parker, 31, East Martin Street, East Palestine, was sentenced to three years probation for four counts of possession of drugs. Parker had residue of heroin, cocaine, diazepam and lorazepam inside a straw found in the kitchen of his home on March 21, 2014.

David W. Pugh, 69, Michigan Avenue, East Liverpool, stipulated to violating the terms of his intervention in lieu of conviction plan for a possession of drugs conviction. He was placed on community control for 2.7 grams of cocaine in his bedroom on Dec. 3, 2012.

Carrie A. Malone, 32, South Haines Street, Alliance, was placed on four years probation for complicity to trafficking in drugs with a forfeiture specification for driving Davon Johnson in her car to the Country Squire Motel where he sold 1.16 grams of cocaine to a confidential informant for $200 on Feb. 22.

Taylor B. Willard, also known as Twitch, 22, state Route 45, Lisbon, was placed on four years community control for trafficking in drugs. Willard sold 106.76 grams of marijuana to a confidential informant on July 28, 2014.

James D. Bagley III, 25, East Main Street, Leetonia, pleaded guilty in Columbiana County Common Pleas Court to burglary for trespassing in the home of Alex Fluharty, Chestnut Street, Leetonia, on Dec. 5, 2014. Sentencing is set for Oct. 22 when Bagley faces up to a three-year prison term and a $10,000 fine.

Jonathan M. Pullie, 40, Beech Street, Wellsville, was placed on three years probation and his license suspended for six months for four counts of possession of drugs. Pullie had heroin, cocaine, buprenorphine and alprazolam on May 9, 2014.

Brian J. Humphrey, 35, Kent Street, East Liverpool, was placed on two years probation for aggravated assault, a charge he pleaded to through prosecutor’s information which claimed he harmed Misty Tice on Nov. 13, 2014.

Randy A. Martin, 29, Broadway, Wellsville, stipulated to violating his probation for six counts of trafficking in drugs. His community control has been continued. In April and May 2010 Martin sold marijuana five times and was found with six bags containing 166.2 grams of marijuana, three more bags containing 3.8 grams of marijuana, one bag containing 7.2 grams of marijuana and a digital scale on another occasion.
