Liverpool Township trustees approve permit before excavating resolution

By KRISTI R. GARABRANDT 2 min read

LIVERPOOL TOWNSHIP -- Township trustees Tuesday unanimously adopted a resolution requiring a permit and fee before excavation on a township highway.

Columbiana County Assistant Prosecutor Brett Hartup made the recommendation to multiple townships based on the Ohio Revised Code, noting that it provides consistency through the county's townships.

The resolution requires any person or company submit an application for a permit along with a $50 fee to the township fiscal officer before any excavation can be done on a highway or highway right-of-way within the township, with the exception of an excavation to repair, rehabilitate or replace a pole already installed for the purpose of providing electric or telecommunications service.

The trustees adopted two additional resolutions to supplement and reallocate appropriations.

Supplement Appropriations were approved for the General Fund in the amount of $250 for the Electric line item and reallocate $100 in appropriations for the Fire District Fund from Contracted Services line item to Other Dues and Fees.

Bills totaling $49,245.52 were approved for payment and minutes from the Sept. 29 meeting were approved as presented.

Fiscal Officer Shirley Flati in her report told the trustees that she completed the mandatory quarter filings, is working on the September bank reconciliation and had received the 2026 Ohio Department of Transportation (ODOT) mileage Certification of 32.082 from the county engineer and the mileage has not changed.

Police Chief Jarod Kinemond said that the department had to purchase more data for Dropbox for public records requests with videos at a cost of approximately $197 annually.

Road Superintendent Chris Bosworth said the spreader purchased for the township truck came in and will be installed within the next couple of days to get ready for winter and the street signs purchased to replace the ones run over by a car have come in and have been installed.

Trustee Mike Bahen said signs were starting to go out for the fire levy and stressed the importance of the levy passing.

There was no one present to speak during the public portion of the meeting and no old business to discuss.

The Liverpool Township Board of Trustees meets every other Tuesday at 3 p.m. at the administration building, 2485 Boring Lane. The next regular meeting is scheduled for Oct. 27.
