County engineer’s office still look for salt solution for the winter

LISBON -- Columbiana County Engineer Bert Dawson said his department is still working on a salt issue after receiving no bids for sodium chloride rock salt for the upcoming winter.

The bid opening was set for Aug. 5, but instead of bids, the department received three letters from companies who had been invited to bid, all saying they were unable to submit bids, including Morton Salt, Cargill and Compass Minerals.

The county had been trying to secure its own salt contract rather than going through the Ohio Department of Transportation contract which had more than tripled in cost from last season with a price of $151.85 per ton for the upcoming salt season.

Chief Deputy Highway Engineer Bill Helscel said previously he was working with ODOT to try to "see what we can do."

In other engineer-related business, county commissioners awarded the bid for the Kensington state Route 9 south sanitary sewer extension project to Rudzik Excavating of Struthers for $927,490. The company was the low bidder.

Other bids received included: S.E.T., Inc., $1,328,496; Ed Wilson Services, LLC, $1,353,391; H.M. Miller Construction Co., $2,187,439; and J.S. Bova Excavating LLC, $2,202,992.

Chief Sanitary Engineer Troy Graft previously explained the project will include 2,000 feet of 8-inch line and 1,600 feet of 2-inch line from the end of the sewer, with the sewer extension stretching from the end of the sewer system in Kensington south to the county line and include state Route 9 and Montgomery Road. The project will include a pump station and affect 14 homes.

According to Graft, people along there have been requesting this since the Kensington treatment plant was installed.

The project will be covered by American Rescue Plan Act funds, he said.

In other matters, commissioners approved permits to Charter/Spectrum for installation of fiber optic lines on old state Route 45 in Madison Township and Industrial Road in Salem Township.

Commissioners also approved an update to the credit card policy for the county engineer's office and gave permission for the application for a credit card through Huntington Bank for the engineer's office.

According to the resolution, the card can be used for office supplies and equipment, food expenses/meal allowances, transportation expenses for office-related business, gasoline and oil expenses for office-related business, motor vehicle repair and maintenance expenses for office vehicles, lodging expenses and registration fees for office-related business trainings, events seminars and conferences and computer software and supplies.

The policy limits use to $2,000 for single transaction and a monthly spending limit of $5,000. The card cannot be used for entertainment, alcoholic beverages or ATM, cash advance or other cash-related transactions, according to the policy.

The next meeting of county commissioners will be 9 a.m. Wednesday in the downtown courthouse in Lisbon.
