WELLSVILLE -- The Buckeye Water District (BWD) Board of Trustees recently adopted a policy for water loss due to an apparatus failure.
The policy was a result of issues with the operation of the Mueller Meter Pitt Apparatus which could result in the meter registering excessive usage for water that passes through that meter and leaks on the customer side.
The policy will determine how water usage charges will be calculated during the billing cycle.
If there is a failure of a Mueller Meter Pitt that results in water passing through the meter on the customer side and leaking from the meter apparatus, then an adjustment would be made for the billing cycle in which that would happen and the BWD would replace the meter.
The billing adjustment would be made with a percentage based on the dollar value of the water.
Board members also approved a resolution that adopts the engagement letter with the law firm of Dinsmore & Shohl LLP to provide services as bond counsel for the BWD.
The letter of engagement specifies it is for bond counsel for Water Resource Revenue Bonds, Series 2026 (Third Supplement) of Buckeye Water District dated Aug. 24 for the bonds totaling $985,000.
Dinsmore & Shohl LLP will render an objective legal opinion regarding the authorization and issuance of the bonds and furnishing their approving legal opinion to the USDA (United State Department of Agriculture) as to the validity and binding effect of the bonds, the source of payment and security for the bonds and the exclusion of interests on the bonds from assuming there are no legal impediments with them.
Proceeds of the bonds are expected to be used for paying part of the cost of acquisition, construction, improvement and replacement lines along Hibbetts Mill Road and state Route 45.
The bonds will be purchased by the United States of America acting through the Rural Utilities Services, United States Department of Agriculture for its own investment and are not for resale to the investing public.
Dinsmore and Shohl LLP estimates that their total fees for acting as bond counsel will not exceed $14,950.
District Manager Al DeAngelis in his report told the board members that the BWD and Arcadis have been surveying the district for possible areas for potholing and Arcadis will be sending out letters to the BWD customers on what they can expect as they are potholing areas throughout the system.
DeAngelis noted that the water plans for Beaver Creek State Park have been submitted to Ohio Environmental Protection Agency (OEPA) for a permit to install, and the 750,000-tank refurbishment will be completed within the next two to three weeks. The inside of the tank has been sandblasted and repainted along with repairs being done. Next will be power washing and repainting the outside of the tank.
BWD installed four I hydrants at the intersection of state Route 7 and Bell School Road, West Point Fire Department on state Route 518, state Route 145 near Scroggs Road and on Calcutta Smith Ferry Road.
The BWD Distribution Crew fixed two taps -- one service line repair and installed seven hydrants during July.
The operations report, treasurer report, district managers report and minutes from the July 16 meeting were approved as presented.
The Buckeye Water District meets the third Thursday of each month at 9 a.m. in council at Wellsville Village Hall, 1200 Main St. The next regular meeting is scheduled for Sept. 17.
