Wellsville school board approves final permanent appropriations for FY26
WELLSVILLE – During the finance portion of Monday’s Wellsville school board meeting, board members voted in favor of a motion to approve the final permanent appropriations for fiscal year 2026 and gave the approval to amend the final certificate of resources for fiscal year 2026.
Board members approved the financial report including transfer and modification of funds and then and now certificates as presented to them.
Other approvals under finance included a statement of compliance for federal programs regarding conflict of interest and mandatory disclosures, temporary appropriations for fiscal year 2027, authorizing the treasurer to transfer, advance, and amend all appropriations, codes and funds as required to close the fiscal year 2026 and amend and file a certificate of estimated resources with the county auditor and approve the advance/transfer of funds from the general fund in order to offset deficit balances during June in fiscal year 2026 close out.
Additional finance approvals included the K-12 business contract for fiscal year 2027, the renewal of an agreement between Wellsville Local Schools and East Liverpool City Hospital for athletic trainers for the 2026-2027 sports season, Love Insurance Agency and Guarantee Trust Life Insurance Company to offer voluntary student accident insurance for the 2026-2027 school year, the annual nutrition standards compliance report the 2026-2026 school year, the Frontline absence and substitute management fee for fiscal year 2027, a noncompetitive proposal when procuring personnel based services from a high performing education service center, The Columbiana County Board of Developmental Disabilities to provide educational services to students from the district, and a contract with The Nutrition Group as the food service management company for the district for fiscal year 2027.
Under personnel, the board approved the resignation of two staff members: Lori Haddox, paraprofessional, and Christa McIntosh, teacher, Daw Elementary School, both effective Aug. 12 and both for retirement purposes.
Jon Geramita, Wellsville Teacher Association, thanked McIntosh for everything she has done and said the district was lucky to have had her as an educator. He also said that Maddox has a unique ability to take a child’s worst day and quickly make it a good day and the district was also lucky to have her and he will miss her very much.
Other resignations accepted included Breann Napierowski, teacher, Garfield Elementary School, effective Aug. 12; and Joshua DePasquale, jr. sr. high, science teacher, effective June 19.
The resignation of Randy Thrasher, jr. high, football coach, was accepted and he was approved as a volunteer assistant high school football coach.
The board approved the hiring of seven other coaches and approved a second volunteer coach and a classified substitute.
Paul Wright, maintenance supervisor, had his contract approved for a three-year renewal.
Mitchell McDowell was approved for a limited contract renewal for the 2026-2027 school year. The board also approved a two-year contract for IT coordinator Korben Kersey, a one-year contract for Aleah Bach as an intervention specialist at Garfield, and Megan Wolf as a paraprofessional aide at Garfield.
Minutes from the May 18 regular board meeting and the May 29 special board meeting were approved as presented. Minutes from the May 25 special board meeting were approved with a correction. The correction concerned the president misstating that a vote to go into executive failed when the vote passed.
There was no old business to discuss or public comment.
Board members voted to enter into an executive session for personnel matters and returned to an open meeting with no action taken.
The Wellsville Board of Education meets on the third Monday of each month at 5 p.m. in the media center at Wellsville Jr. Sr. High School, 1 Bengal Blvd. The next regular meeting is scheduled for July 27.
