After a short speech on the steps of the East Liverpool City Hall by Mayor Bobby Smith, who was joined by council members Brian Kerr, Deb Danver and Andrew Arcuragi, the group along with people present for the dedication of the monument followed a quartet of musicians from the Steel Valley Pipes and Drums from city hall to the memorial location.
Shortly after the group arrived at the monument located at the corner of Sixth and Washington streets, a dedication ceremony began with Steve Barlow, president, Mahoning County Chapter of the Sons of the American Revolution, as the master of ceremonies.
Chaplain John Opre, Mahoning County Chapter of the Sons of the American Revolution, gave the invocation and at the end of dedication, the benediction.
The Tri-State Veterans Honor Guard posted the colors with an American flag flown over the United States Capital Building while the East Liverpool High School Show Choir sang the national anthem which was followed by the Pledge of Allegiance.

Remarks during the dedication ceremony were given by Barlow; Smith; Michael Brennan, America 250-Ohio ambassador; state Rep. Monica Robb Blasdel; and Debra Moore, Southwick Griscom -Kinney Chapter DAR Mahoning Valley DAR.
After the remarks, the monument was dedicated, followed by a monument of silence and those whose laid wreaths paying their respects and The Steel Pipes and drums playing “Amazing Grace.”
Barlow said that two and a half centuries ago during uncertain times many of these patriots sacrificed their lives, fortune and families for an idea that people could govern themselves and that liberty belonged not to kings but to every citizen.
Smith gave a history of East Liverpool involvement in the surveying of the West and the Point of Beginning and the role the patriots played.
The dedication ended with the Tri-State Veterans Honors Guard giving a gun salute while Dekan Caluski and Jaylen Barbe both seniors with the Beaver Local High School Band played “Taps.”

The dedication of the memorial has been a source of excitement for the city since the plans for it were revealed in April 2025, with Barlow as the driving force behind the project.
Barlow said he proposed the monument because there were no monuments in Columbiana County for the Revolutionary War patriots.
The monument, which was funded through donations, was a community effort with many residents, organizations, businesses and students contributing time, work or materials to bring it all together. It was crafted by Richardson Monuments in Lisbon.
