East Liverpool mayor tells council about preparations for monument unveiling
EAST LIVERPOOL — Mayor Bobby Smith told the East Liverpool City Council during Monday’s council meeting that it was going to be a busy week in the city, with the setting and unveiling of the Revolutionary War Monument at the corner of Sixth and Washington streets.
Smith mentioned that a lot of community effort went into the monument which was paid for by donations from community partners like the Eagles and Elks for items such as the flagpoles around the monument.
Landscaping around the monument was expected to be completed mid-week.
Engraved bricks are still available to purchase. Order forms are available at city hall. Smith noted that sooner or later the city would quit ordering the bricks, so now is the time to get them.
The dedication ceremony for the monument will begin at noon on Saturday at city hall before moving to the monument for the unveiling at 1 p.m. The East Liverpool America 250 celebration will immediately follow.
Smith also noted that across from the monument, the clock has been repaired, made possible by possible through donations. There will be a dedication ceremony for the clock, but Smith isn’t sure yet if it will take place on Saturday or be held at a separate time to not take away from the other events.
He said that the clock face is a new state-of-the-art clock which has LED lights on it and says “Welcome to East Liverpool” on the face. Repairing the clock was made possible by the Beaver Creek Realtors Association, which provided a $7,500 grant for it, and through funds donated by the East Liverpool Beautification Society.
Smith thanked everyone involved in the projects.
The fence at the Thompson Building has been moved back, making it easier for people to get around it, Smith said.
He also said Boy Scouts Logan Cornell and Shawn Conrad completed Eagle Scout projects in the city, with one lifting over 70 grates in the city and cleaning them up and putting weed fabric down and replacing the grates and painting them black.
Council Member Jeff Kreefer said that the Pottery Festival and Meals and Wheels Car Show will be held on the same day this year on the last Saturday in July and organizers of both events are trying to make a nice day for the city with family friendly events.
Darlene Kinsey and Tracy Hyatt were appointed by the mayor and approved by council to fill two of the three positions on the Tax Review Board.
There were no minutes ready from the previous meeting to approve.
Council members unanimously adopted one resolution, approved three ordinances and tabled one ordinance.
The resolution approved a new alternative method of apportionment of Local Government Fund Monies.
Ordinances approved included the amending of the budget ordinance by adjusting appropriations, authorizing the mayor to enter into a memorandum of understanding between the city and the East Liverpool Community Improvement Corporation for the Potter Progress Program and the adoption of the 2027 Tax Budget.
An ordinance to authorize the mayor on behalf of the city to enter in a memorandum of understanding between the city and the East Liverpool Community Improvement Corporation for a Facade Loan program was tabled with a motion by Council Member Brian Kerr because he felt it needed to go back to Economic Development Committee for revision due to the language being too broad. Council members agreed with an all-in-favor vote.
The Licensing/Economic Development Committee will meet on July 15 at 6 p.m., and the Finance/Labor Committee will meet on July 28 at 8:30 a.m. Both meetings will be held in council chambers.
East Liverpool City Council meets the first Monday of each month at 6 p.m. in council chambers at East Liverpool City Hall, 126 W 6th St. The next regular meeting is scheduled for Aug. 3.
