Zoning appeals board gives the OK for in-home nail salon
EAST LIVERPOOL — The zoning appeals board has granted permission for a Park Avenue resident to operate nail salon out of her home.
Following a public hearing held on April 9 by the East Liverpool Board of Zoning Appeals, petitioner Addison Copeland of 1630 Park Ave. won her appeal regarding the zoning inspector’s denial of a zoning certificate to operate an in-home nail salon out of her residence which is located within an R-3 medium to high density residence zoning district.
Her zoning certificate was originally denied due to an ordinance stating permitted and conditional uses where it is written as home occupation are special exceptions that require board approval.
Zoning Inspector Don Hyatt said that Copeland was seeking to do nails in her basement and the zoning is so mixed in her neighborhood had they fought it they would have never won.
Hyatt said Copeland has proper ingress and egress and has been told the correct requirements to make the location safe as far as fire prevention and lighting. He also said she is working with the state to get her house licensed and that she is doing everything right.
The salon will not have a waiting room and will operate one-on-one by appointment only and the area has plenty of parking, so he doesn’t have an issue with it.
Josh Coil, Zoning Board of Appeals board member, said Copeland had three neighbors at the hearing who said they were in support of her operating the salon at the residence.
