Village to provide dumpster for residents only for spring clean-up
WELLSVILLE – Mayor Bob Boley announced during Tuesday’s meeting of the Wellsville Village Council that dumpsters will be available for residents who want to get rid of household trash for spring clean-up.
The dumpsters will be available behind village hall on May 7 and 8 from 8 a.m. to 8 p.m. and are for village residents only. Boley said IDs will be checked to verify village residency.
The dumpsters are for household trash only, and no electronics, TVs, computer monitors, washers, dryers, refrigerators, paints, chemicals and absolutely no tires will be accepted.
Appliances and scrap can be brought and set aside for a different pick-up.
Boley said the police department will be keeping an eye on the dumpsters after hours, and anyone caught dropping tires will be prosecuted.
In other business, Boley requested an executive session to discuss personnel matters. After returning to an open meeting, council members voted all-in-favor to advertise for two full-time and two part-time employees for the street department.
Fiscal Officer Hoi Wah Yu said that Dallis Dawson and Associates would assist the village in applying for the CBDG Grant for a paving project with an estimated cost of $192,000, for which the village will contribute $40,000, with $20,000 coming from the street income tax levy and $20,000 from the street paving fund as the matching funds for the grant.
Boley said he wished they could pave all the streets, but the streets being considered for the paving project include 15th Street from Commerce to Clark or Chester and Commerce from 15th to 18th Street, which are the ones in really bad shape.
Boley noted that he is aware a new gas line is going to be installed this summer by the gas company, and he is hopeful that the paving could change if they can get the gas company to do the paving when they install the new line.
Yu also said that Dallis Dawson and Associates will assist the village in filling out the grant paperwork for the capital improvement fund for the $300,000 for the marina project.
She noted that after all the paperwork is filled out for the Ohio Department of Natural Resources (ODNR) and the village is given a contract, the village could possibly apply for a timeline extension on completing the marina Project.
Dallis Dawson and Associates will also talk to the Buckeye Water District about the funds for dredging the marina to see if there are any other possible funding sources for that.
Council Member Aaron Smith said he has three estimates coming for docks for the marina.
Boley again asked council to approve the bill from Kevin Kerr Construction for nearly $37,000 for the equipment brought in for the building collapse on Main Street. Council President Keith Thorn questioned the equipment being brought in on a Saturday, followed by an emergency council meeting on Tuesday in which council decided they weren’t going to do anything with the building and told him to take the equipment out, so why are they still getting billed for Thursday and Friday for the equipment. Boley said he would look into that.
There were no reports from the police, fire, administrators or zoning departments.
The minutes from the April 7 meeting were approved, and bills totaling $5,507.66 were approved for payment.
Council members voted to decline a hearing with the State Liquor Board of Control for a request for a liquor license for Peps Carry Out since a license already exists for the business, and it’s just a transfer of ownership.
Yu provided council members with estimates on the cost of a valve replacement for which no decision was made.
Council voted all-in-favor to amend the resolution adopted at the April 7 meeting authorizing the village administer to grant a one-time variance from the application fee and security deposit to the Columbiana County Gas Company.
Thorn requested and council voted in favor to have the village solicitor draft a resolution/ordinance similar to one recently approved for the Columbia Gas Company requiring Buckeye Water District to have the any roads they dig up for work to have repaired within 14 days of the work being completed. If not completed within 14 days, they will be fined $500 a day for up to 14 days. After the second 14 days, the village can contract someone to come in and do the repairs and hold Buckeye Water District accountable for the cost.
Council discussed the possibility of annexing the 18th Street Heights area from Bunker Street over. The property is currently a part of Yellow Creek Township. The matter was sent to the property committee for discussion.
Thorn said that it was short notice for gas and oil people to attend the council meeting but plans to have them attend a future council meeting to discuss allowing gas or oil rights on the reservoir.
The Wellsville Village Council meets the first and third Tuesday of each month at 6 p.m. in council chambers at Wellsville Village Hall, 1200 Main St. The next regular meeting is scheduled for May 5.
