East Liverpool Council approves easement in special meeting
EAST LIVERPOOL — City council held a special meeting Monday to vote on two pieces of legislation, one of which was previously tabled for further discussion.
The legislation regarding a temporary easement for construction passed with a six to zero vote. Council Member Deborah Danver was absent and excused. The ordinance was initially tabled and sent back to committee during the regular session of council earlier this month due to concerns over a hold harmless clause.
Danver raised concerns over the hold harmless clause during the April 6 meeting, saying that she wasn’t comfortable with voting on the ordinance without an assurance to residents that their properties would be restored to pre-construction condition. Council Member John Mercer agreed with her and noted a clause to protect the residents needs to be in place in the ordinance. Following further discussion, it was tabled for discussion and possible revision.
The revised ordinance approving the adoption of a temporary easement for construction and hold harmless agreement regarding an authorization to replace private lead and galvanized steel service lines was resubmitted with the statement for affected property owners that “assure those property owners that all construction will be restored to the original condition after work is completed.”
Council members also voted six to zero to adopt a resolution authorizing the safety service director to enter into a participation agreement with the Ohio Department of Transportation for the purchase of salt for the 2026-2027 winter season.
Both pieces of legislation were passed by emergency measures.
The East Liverpool City Council meets the first Monday of each month at 6 p.m. in council chambers at East Liverpool City Hall, 126 W. 6th St. The next regular meeting is scheduled for May 4.
