City council approves legislation authorizing the mayor to enter contract agreements
EAST LIVERPOOL – City council unanimously approved several pieces of legislation Monday night.
Ordinances approved include authorizing the auditor to pay certain vendors, amending the budget ordinance to adjust appropriations, authorizing the mayor to enter into an independent contract agreement with Bill Cowan for special projects and oversight services, authorizing the clerk of council on behalf of the city to execute and deliver the general contract certificate to the Environmental Protection Agency (EPA) and Ohio Water Development Authority and authorizing the law director to accept the services of Isabella Benae Mrozek as a volunteer legal intern in the offices of the law director.
The contract with Cowan stipulates he can be paid no more than $500 a week for his services, which can include monitoring project timelines and budgets; coordinating with city departments, vendors and stakeholders; ensuring compliance with applicable laws, codes and safety standards; and preserving documentation for projects in compliance with federal and state requirements.
Mrozek, who is from East Liverpool, is a second-year law student at the New England School of Law who is looking to provide volunteer services in East Liverpool. The office of the city’s law director, Charles Payne, will cover her workers’ compensation coverage and other expenses.
